A 10300 Torre Avenue Cupertino December 18, 2012 PLEDGE OF ALLEGIANCE At 7:10 p.m., Chairwoman Jessi Kaur called the meeting to order in Conference Room A, 10300 Torre Avenue, Cupertino, California, and led the Pledge of Allegiance. ROLL CALL Present: Chair Jessi Kaur, Vice-Chair Rajeswari Mahalingam, and Commissioners KC Chandratreya and Russell Leong. Absent: None Staff present: Fine Arts Commission liaison Kimberly Smith, City Planner Gary Chao. Guests Present: Rich Truempler, Director of Development, Sobrato Development, and Carol A. Dabb, Art Consultant. STAFF REPORT - None ORAL COMMUNICATIONS - None NEW BUSINESS 1. Minutes of the special meeting of November 1, 2012. Chandratreya moved and Leong seconded to approve the minutes as presented. The motion carried unanimously. 2. Review of additional art work proposed for Homestead Square development. Presentation regarding the public art requirement for Homestead Square development. Developer: Sobrato Corporation. Artist: Brad Howe. Mr. Truempler said the new proposal has an increased budget of about 10%-15%, and he had been working with the Planning Department to find the best location to show off the art. December 18, 2012 Cupertino Fine Arts Commission Page 2 Art Consultant Carol Dabb showed a 3-dimensional scale model of the proposed artwork, which would measure roughly 6 feet by 6 feet by 6 feet. She described it as a high-energy piece with a lot of movement and vibrant color, very lyrical in form and also high-tech. She noted that the sculpture actually would consist of two separate pieces of stainless steel that are cut and bent into curves, and when they are placed in the final location, they will nest together. One piece would be burnished stainless steel, and the other would be painted with a bright red acrylic paint. Once placed on a pedestal and the landscaping mounding, the top of the sculpture will be about 8-10 feet above ground level. She distributed a copy of the artist's description of the piece, titled "Rara Avis", meaning rare bird, and showed how changing lighting conditions during the day and directed lighting at night would give the piece a different feel and cast changing shadows. She also explained that the sculpture would look very different as the viewer moves around the piece, whether on foot or in a car. Discussion followed about the pedestal and surrounding landscaping and it was agreed that the sculpture should be elevated on a concrete platform or pedestal with a very smooth or polished finish, and the landscaping around it should have a very clean look so as not to distract from the sculpture and to better show off the sculpture's changing shadows. The Commissioners unanimously agreed that they liked the new proposal. Commissioner Chandratreya said that the Fine Arts Commission had rejected the last proposal because it was too reminiscent of other designs already in the community. This new proposal is a win-win, because the developer could use his preferred artist, Brad Howe, and the city will get something that is really unique. Chandratreya moved and Mahalingham seconded to accept the proposed artwork "Rara Avis" by Brad Howe, a two-piece sculpture with dimensions roughly 6' x 6' by 6', with a polished concrete base. The Commissioners also requested that city staff provide a written update with the final design features including the sculpture and pedestal dimensions, pedestal finish, lighting, and landscaping, as an informational item. The motion carried unanimously. City Planner Gary Chao said that he would borrow the maquette for a few weeks before returning it to Ms. Dabb, since it was the property of the artist. December 18, 2012 Cupertino Fine Arts Commission Page 3 Mr. Truempler said that they plan to start construction in January hope to finish in about 14 months, and the sculpture will probably be one of the last things completed. The shopping center will include a Safeway store, and they are in talks other retailers, a bank, and perhaps some small eateries or a bakery. The Carl's Junior will be torn down. Staff Liaison Smith asked if the developer could arrange for an unveiling of the artwork or some other acknowledgement of the new piece when the shopping center opens. Mr. Truempler said that would be great. Ms. Dabb said that is part of her function, and she would be sure to provide a press release at the appropriate time. COMMISSIONER REPORTS 3. Commissioner announcements about local arts events and opportunities. Vice-Chair Mahalingham said that she had been contacted by a person who was looking for suggestions to help promote his international short-film festival, which is showing at the Blue Light Cinema in Cupertino. Flyers had already been placed at the Library and City Hall, and she had suggested he also contact the Cupertino Courier. The group suggested other venues and advertising opportunities, including contacting the film-making program and the Performing Arts Center at DeAnza College; informing the city staff who put on the summer films series to see if they would be interested in showing some of them; contacting the Cupertino AMC Theater about the possibility of renting one or more theaters; and putting flyers at the Cupertino Senior Center.
