PSC 01-10-2013 CUPERTINO PUBLIC SAFETY COMMISSION REGULAR MEETING MINUTES Thursday, January 10, 2013, 7:00 p.m. CupertinoCity Hall, Conference Room A I.CALL TO ORDER Commissioner Nguyen called to order the regular meeting of the Cupertino Public Safety Commission at 7:00 p.m. on Thursday,January 10, 2013 in the Cupertino Community Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014. II. ROLL CALL Commissioners Present: Andy Huang Daniel Nguyen Nina Daruwalla Robert McCoy Commissioners Absent: Lily Lim Staff Present: Captain Binder, Santa Clara County Sheriff's Office Battalion Chief Miller,Santa Clara County Fire Department Rick Kitson, Public Information Officer City of Cupertino Staff Absent: None Others Present: ShiyamaClunie, Community/Government Relations AT&T III. ORAL COMMUNICATIONS : ShiyamaClunie,Community/Government Relations AT&T introduces herself to the PSC and Staff present she relays the fact that 40%of Californians rely on cellular coverage with an increasing lack of"hard lines" in most homes and that 70%of California calls made to 911 are cellular with that in mind AT&T would like to extend the coverage area in Cupertino.Three possible sites have been considered, including City Hall, Forum, and the PG&E substation near the Quarry. Battalion Chief Miller advises that the SCCFD Monta Vista station has little to no cell coverage on a regular basis. IV.WRITTEN COMMUNICATIONS There are no written communications to discuss at this regular meeting. V. APPROVAL OF MINUTES A. December 13, 2012 Action:YES VOTE: YES MOTION: Huang SECONDED: Daruwalla 4 to 0 Commissioner Huang motioned to approve the minutes of December 13 2012; Commissioner Daruwalla seconded the motion;votes taken, all in favor to approve the minutes with no corrections. VI. OLD BUSINESS 1. Discussion of Walk/Bike/Carpool (WBC)to School project, ongoing ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A 0 to 0 No new updates at this time since school has recently just been back to session. 2. Boltage Program progress/updates ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A 0 to 0 The sensor at Kennedy middle school has been reported to not be functioning properly. Inquiries will be made for repairs and estimated time of completion. 3. WBC Survey(Nguyen) ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A 0 to 0 Commissioner Nguyen reports all surveys have been turned in and overall participation is up by 2%with a total of 50.2% participation. 4. Discuss progress on participation in the Alert SCC Program and the new CAS Program (Rick Kitson) ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A Public Information Officer Rick Kitson briefs the PSC and staff on the recent activation of the Cupertino Alert System (CAS) during the Monta Vista high school event. A total of 3 alerts were sent out city-wide with a total of 9559 contacts made. Approximately 23 were unsuccessful either because of unconfirmed or disconnected phones or the message was incomplete because the person hung up. Although this is an initial data analysis, which may require further inquiry with our vendor, it appears that the CAS system is more reliable than the SCC Alert.He also advises the PSC and staff that great coordination was made between the SCCSO, City, and School officials to notify residents and students of road closures and campus closures. Santa Clara County Fire Battalion Chief Miller reviews the December Fire Report.The total fire loss for December was$21,500.00 due to a building fire in the month. Response times are well within standards. 2. Santa Clara County Sheriff Department Captain Binder from the Santa Clara County Sheriff's Office reviews the December Public Safety Report. All response times are well within standards and priority 3 response times are faster than previous months and have exceeded the expected standard.The report shows a decrease in Vehicle Burglary with a total of 6 compared to November's 11 . 3.
