PSC 12-13-2012 CUPERTINO PUBLIC SAFETY COMMISSION REGULAR MEETING MINUTES Thursday, December 13, 2012, 7:00 p.m. Cupertino City Hall, Conference Room A I. CALL TO ORDER Commissioner Huang called to order the regular meeting of the Cupertino Public Safety Commission at Approximately 7:06 p.m. on Thursday, December 13, 2012 in the Cupertino Community Hall, Conference Room A, located at 10300 Torre Avenue,Cupertino, California 95014. II. ROLL CALL Commissioners Present: Andy Huang Daniel Nguyen Nina Daruwalla Robert McCoy Lily Lim Commissioners Absent: None Staff Present: Captain Binder, Santa Clara County Sheriffs Office Battalion Chief Young, Santa Clara County Fire Department Staff Absent: None Others Present: Pamela Reed, Forum Representative III. ORAL COMMUNICATIONS : Forum representative Pamela Reed presents a thank you letter to the PSC in regards to the presentation given earlier today by Commissioner Huang.The letter will be entered into the PSC records. IV.WRITTEN COMMUNICATIONS There are no written communications to discuss at this regular meeting. V. APPROVAL OF MINUTES A. November 8,2012 Action:YES VOTE:YES MOTION: Nguyen SECONDED: Lim 5 to 0 Commissioner Nguyen motioned to approve the minutes of November 8, 2012; Commissioner Lim seconded the motion;votes taken, all in favor to approve the minutes with no corrections. VI. OLD BUSINESS 1. Discussion of Walk/Bike/Carpool (WBC)to School project, ongoing ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A 0 to 0 Commissioner Lim asks about receipts and if she should receive the receipts first and then forward to Captain Binder. Commissioner Huang advises any receipts received should be forwarded to Captain Binder so he can turn them into to city staff. 2. Boltage Program progress/updates (Lim) ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A 0 to 0 There is no discussion of the Boltage Program at this regular meeting. 3. WBC Survey (Nguyen) ACTION: YES VOTE: NO MOTION: N/A SECONDED: N/A 0 to 0 Comm. Nguyen has pick up the results at the station already, and will present the results at next PSC meeting. 4. Discuss participation in the Alert SCC Program and the new CAS Program (Huang) ACTION: YES VOTE: YES MOTION: Daruwalla SECONDED: Lim 4 to 0 Commissioner Huang presented the receipts for the volunteers who have entered the AlertSCC/CAS database for the July 4m with the CERT members and the Cupertino Citywide drills with the block leaders. Comm. Huang also reported that he has presented the AlertSCC/CAS to the Forum this morning along with the PG&, and County Fire on public safety. VII. NEW BUSINESS Commissioner Huang motions that Commissioner Nguyen be elected Chair for 2013 A. ACTION:YES VOTE:YES MOTION: Huang SECONDED: Lim 5 to 0 Vote taken; All commissioners in favor. Commissioner Nguyen motions that Commissioner Huang be elected Vice Chair for 2013 A. ACTION: YES VOTE: YES MOTION: Nguyen SECONDED: Lim 5 to 0 Vote taken;All commissioners in favor. VIII. REPORTS 1. Santa Clara County Fire Battalion Chief Young reviews the November Fire Report.The total fire loss for November was$30,600 due to a kitchen fire early in the month. Response times are well within standards. 2. Santa Clara County Sheriff Department Captain Binder from the Santa Clara County Sheriff's Office starts by briefing the PSC about today's event in regards to the evacuation of Monta Vista High School due to a threat of an explosive device on campus. After evacuating the school and surrounding areas, a search was conducted using multiple K9 units and no explosive was found. Captain Binder also expresses thanks to the MVHS staff, City staff, and Ken Ericksen (the Emergency Volunteer Coordinator)for all of their assistance. Captain Binder also expresses his thanks for the ease of activating the Cupertino Alert System and being able to send notifications to city residents and encourages the PSC to continue their drive to encourage residents to sign up for the CAS. Captain Binder reviews the City of Cupertino Public Safety Report. All response times are well within standards. In November, there was an increase in Residential Burglaries from 6 to 13, but a decrease of Vehicle Burglaries from 14 to 11. 3. Commissioner Reports A.ACTION:YES VOTE:YES MOTION: McCoy SECONDED: Nguyen 5 to 0 Commissioner McCoy motions that the PSC and or City council give commendation to city resident Tom Sanford for his numerous actions to improve safety to city residents which leads to many arrests and stops of crime in action. Commissioner Nguyen seconded motion; votes taken, all in favor motion approved. IX. FUTURE AGENDA FOR NEXT REGULAR MEETING 1. Walk/Bike/Carpool to School Project, ongoing 2.
