LIB 11-07-2012 City of Cupertino Library Commission Regular Meeting Cupertino City Hall 10300 Torre Ave, Cupertino, CA, EOC November 7, 2012 1.CALL TO ORDER At 7:00 p.m. Commissioner Kolb called the meeting to order at Cupertino City Hall, 10300 Torre Avenue, in the EOC, Cupertino. 2.ROLL CALL Commissioners: Susanna Tsai, Ann Stevenson, Adrian Kolb, Janet Riddell, City/County Library Staff : Mark Fink, Derek Wolfgang Nidhi Mathur : Rose Grymes, Absent 3. APPROVAL OF MINUTES Commissioner Stevenson moved to approve the minutes of the regular meeting of September 5, 2012. Commissioner Riddell seconded and the motion passed unanimously. 4. ORAL COMMUNICATIONS None 5. WRITTEN COMMUNICATIONS None 6. CHILDREN LIBRARIAN PRESENTATION The librariansshowed various online resources for students. They demonstrated students’ databases (Biography) , the student research center and showed how to do th full text searches for citations. The databases are used by K through 8 grade children and also by high school students. Children can do all these searches from their home or come to the library. Brainfuse offers homework help with live tutor (text chat from 1 – 10 pm PST. Learning Express offers SAT practice test for students and various other test taking resources. The commissioners asked the librarians how to promote these resources to student in various Cupertino schools. Working with school administrators and organizations like the PTA, Teen advisory bodies can help to spread the word about these resources. 7. OLD BUSINESS A. Library Report on e-Content Mark Fink shared the top ten Best Performing e-Resources list, Least Performing e-Resources list and Best Performing Reference eBooks for the first quarter. There are not many surprises on the top performing e-Resources about technology, investment and genealogy. The seventh database on the list is DragonSource which carries Chinese newspapers; periodicals and magazines; its use has doubled since last year. Additional use of these databases does not increase the cost for the library. One of the least performing resources, Learning Express could use some help for promoting these new and lesser used resources. The New York Times Historical has editions from 1851 – 2008 and currently is not being utilized as it is the least performing e-resource. The library is planning to highlight and promote the e- resource of the month. B. Commission Report to Council Commissioner Tsai and Grymes made report to the last City Council. It was decided to postpone the Poet Laureate selection report till 2013. The selection committee will start meeting in January and also cover the poet contest results. 8. NEW BUSINESS A Scheduling Library Programs at Community Hall Mark Fink reported that lately the library is been running problems in booking Community Hall for the library events as lot of other activities have been booked at the Community Hall. This was a concern when the Library reserved the Community Hall for the Friends Used Book Sale for May next year. Parks & Recreation asked the library to cancel the reservation to hold the Parks & Recreation regular meeting, but a compromise was reached. Now Parks & Recreation is holding the meeting in the EOC. As there is no large meeting space in the library, the library considers Community Hall as the meeting space and at the time of library rebuilding there was an informal agreement between the city and the library for use of Community Hall. Mark Fink distributed the copy of city’s meeting room reservation policy and the Library lease agreement with the city. He is trying to find supporting documents that states the library has priority over booking of the Community Hall or if a gentlemen’s agreement that was made at the time of rebuilding of the new library. Commissioners Riddell suggested looking for this information in the minutes of Library Planning Steering Committee which met in 2001-2002 timeframe. Mark said the library places emphasis on programming and inability to book Community Hall is an important concern for the library. The meeting room at the library can house only 25 adults and most of the library events have more than 25 people. Staff suggested taking this issue to city’s management and meeting with the City Manager to discuss the Community Hall booking priority and availability issues. 9. REPORTS A. Cupertino Community Librarian Report Mark Fink reported the success of the Halloween parade, which was attended by around 500 people on October 29. The new ELS conservation Club started every Fridays and all levels are welcome to attend. The second Family Game Day is scheduled on November 21 from 11 am – 8:30 pm. The brand new bookmobile will be on site that day from 1 – 3 pm. On December 12 at 7 pm there will be an e-reader overview at the Story Room. Starting in December, on Mondays from 4-6 pm, you can reserve the electronic resources librarian by appointment for half an hour for an e- reader tutorial session. You can make the appointment by visiting the Cupertino library website. Last City Council meeting I shared that Gilbert Wong will serve as the chair for Library District JPA Board and responded to question about PlaneTree and the Moving Days event. 1.B. County Librarian Report County librarian Nancy Howe reported on the decisions made at the District JPA board meeting on October 25. The board decided to keep using the same formula for distributing annual revenue to community libraries. She explained the method of distribution to the commissioners. Community Facilities District tax account for 17% of the revenue and will expire in June 2015. The board approved contracts with Gene Bregman and Associates to conduct polling and Lew Edwards Group to assist with public awareness in preparation for a possible election to renew the Community Facilities District special tax. The board elected Gilbert Wong (Cupertino) as Chair and Jason Baker (Campbell) as Vice-Chair for 2013. 3 JPA members are leaving including County Supervisor Liz Kniss, Councilman Jean Mordo, and Councilwoman and JPA Chair, Lana Malloy. The board accepted the end of year financial report for the July 1, 2011 – June 30, 2012 fiscal year. Our new fiscal officer can visit the commission meeting if any commissioners have any additional questions or explanations. The library installed Payment Stations in each library. The self-service stations allow patrons to pay fines and fees in cash and by credit card. They can also purchase a two-hour computer guest pass for $4.00. The library has added the Read With Me kits designed to encourage the children and their caregivers to read together and to promote early literacy. The library will be announcing the winners of three art contest this week, We Are America art contest art and California Reads: Teen Photography contests t. The library’s new Bookmobile was delivered on October 15 and will replace our 20-year-old Thomas Bookmobile in delivering service to areas with steep, windy roads. C. Poet Laureate Report Commissioner Kolb reported on the citywide poetry contest which is currently going on and submissions are being taken till November 30. I met with Dave Denny and there will be small celebrations where we will present certificates to the winners in mid January at Community Hall. The next term of Cupertino Laureate will began October 2013. Any commissioner is welcome to become the liaison for the Poet Laureate selection committee. D. Commissioner Reports Commissioner Kolb thanked Commissioner Tsai for attending the Wednesday Council meeting and congratulated to the Library Commission for receiving the proclamation. Commissioner Stevenson reported on California Library Conference and various resources like 50 free favorite apps and Google Internet archives and teacher file sharing Edmodo that she learned about in conference. Commissioner Tsai reported on the last City Council meeting on Monday November 5 with commissioner Gryrnes and Mark Fink; she said council praised the work of the commissioner and librarian. Commissioner Riddell reported that the October Friends Boob sale was successful and the money raised matched previous boob sales. The next book sale is scheduled for February 9, 2013. She also reported on judging California Reads, Searching for Democracy, We are America art contest for K-8. E. Staff Reports Commissioner can submit their library conference receipts for payment. The next commissioner meeting will be staffed either by Carol or Liz because l idhi will be on vacation dating December 5. F. Friends of Library Commissioner Riddell reported that the October Friends Boob sale was successful and the money raised matched previous book sales. The next book sale is scheduled for February 9, 2013. G.
