CALL TO ORDER At 7:05 p.m. Commissioner Miller called the meeting to order at Cupertino City Hall, 10300 Torre Avenue, Conference Room 100, Cupertino. 2. ROLL CALL Commissioners: Ram Gopal, Ron Miller, Kathy Stakey, Susanna Tsai Ci . /County Libra yry Staff: Carol Atwood, Ja-Lih Lee, Melinda Cervantes Absent: Janet Riddell 3. MINUTES Commissioner Gopal moved to approve the minutes of April 2, 2008. Commissioner Stakey seconded and motion passed unanimously with Riddell absent. 4. ORAL COMMUNICATIONS Arun "Yogi" Parekh made a presentation to the Commission and requested that his books and presentations be included in the library circulation. 5. WRITTEN COMMUNICATIONS Commissioner Gopal shared the historical library picture with Melinda Cervantes and discussion followed as to whether the City could put a historical marker on the site. 6. CITY OF CUPERTINO LIBRARIAN'S REPORT Ja-Lih Lee reviewed the attached monthly report. 7. COUNTY LIBRARIAN'S REPORT Melinda Cervantes reviewed the attached monthly report. 8. STAFF REPORTS Carol Atwood congratulated Commissioner Miller for his two presentations to the City Council regarding library issues. Commissioner Miller discussed the presentation and Commissioner Stakey suggested that the Commission send two people to get everything stated. Carol also discussed the budget and the need to voice support for Monday hours. 9. OTHER REPORTS A. Commissioners Commissioner Gopal reviewed the attached summary of the Mayor's meeting. Commissioner Tsai discussed the Taiwan/American Athletic annual festival at DeAnza on June 22 from 8:00 a.m. to 6:00 p.m. May 7, 2008 Library Commission Minutes Page 2 10. OLD BUSINESS A. Library Fundraiser Update Carol Atwood stated that the City sold approximately 150 tickets out of 200 to the Broadway production of Chicago. She reported that the producers notified the Flint Center that they were cancelling the remaining performances and noted that she would be meeting with Paula Davis to discuss options. Carol also reported that the on-line auction portion of the fundraiser began May 1 and runs through June 2. She requested that the Commission spread the word about the auction. B. Library Parking Carol Atwood reported that Dennis Whitaker has stated that the library staff and/or users can use the five parking spaces at his building on nights and weekends. Carol also noted that she still needed to contact Ed Storm for modification of the easement language to use the surface area of Lot A in the Town Center. She indicated that once the language was modified, she will provide an aerial map of the available spaces to Ja-Lih Lee. C. Friends of the Library Commissioner Stakey reported that the Friends are continuing to support Vision Literacy. She noted that they agreed to fund from '96 to current of the Cupertino Courier on CD and $1,000 to the Santa Clara County bookmobile. Kathy also stated that new officers have been installed and that the next book sale would be held on May 24 and 25. D. Library Foundation Ja-Lih Lee stated that the Foundation approved a subscription to a Chinese Dragon Source database for two years and the purchase of subscription bins in the CD area. She also indicated that they are considering hiring BERK and Associates to calculate a library return for the Cupertino library. 11. NEW BUSINESS A. Torre Avenue Traffic Commissioner Stakey expressed her concerns regarding traffic safety on Torre Avenue with respect to U-turns and speeding. The Commission requested that Commissioner Stakey attend the Public Safety Commission to address this concern. B. Passport Service at Library Commissioners Stakey and Miller suggested that passport services be offered at ttie library, but staffed by the City to offer hours other than those offered by the post office. Carol Atwood stated that she would discuss the matter with the City Manager and Ja-Lih Lee would follow up with the post office. May 7, 2008 Library Commission Minutes Page 3 12. ADJOURNMENT The meeting was adjourned at 9:06 p.m. C- Carol Atwood Staff Liaison ~/7/d~ ~~is~ 5-7-08 Cupertino Library Commission Monthly meeting Community Librarian's Report April 2008 statistics Number of items checked out 239,689 03/08 236,731 Number of library cards issued 359 03/08 675 April opening 259 hrs 30 days Average # of items checked out 925 /hr 7,989 /day Average # of visits (Gate Count) 2,459 /day April programs highlight Children's Librarians celebrated the National Poetry Week by having a program every afternoon from April 14 thru April 18t". A total of 132 children and 74 adults came to these programs. The Small Business Administration staff brought us another business related program on April 5. "Smart ways to have your own franchise" brought 35 people to the workshop. "21St Century gardening" program on Apri121st brought 30 people to the Community Hall. "Citizenship workshop" on Apri124th brought 11 attendants. It was a small audience but we considered it an important service to offer to the community. Staff Development and Training Ja-Lih Lee and Children's Librarian Judith Blight attended a San Mateo County Literacy Network Breakfast on Apri13`d. We learned about the different needs of people with learning differences. We were reminded that in addition to books, audio books can be great tools for people with learning differences to access information. Children's Librarians attended the Association for Children's Librarians' annual institute on Apri125th. Famous children's book author Rosemary Wells was the guest speaker and they learned a lot about early learning, which will be very helpful for our planned early learning workshops this Fall. Mystery Night at the Library The Cupertino Library staff offered a program for the City's on-line auction as part of its fund raising effort to support Library's Monday opening. The City combined it with a Western Dinner for party of 20. Librarians will provide a mystery night program that will involve a1120 guests. Book Drop Project update The Library was contacted by Mirella Sion from Sugimura Finney Architects to provide information on the Book Drop project. Mirella was to prepare the necessary documentation for the City to invite bidding on this construction project. The Library has also contacted the PV Supa Company to let them know the Book Drop project continues. Ja-Lih Lee will be the on site contact person, working with the County Library Administration. Parking With the May 17 festival on the Plaza, the Library expects the City will again block the City staff parking for Library staff and make the other space by Rodriguez Avenue short term parking for Library patrons. Friends' Book Sale The Friends of the Cupertino Library Book Sale will be held on May 24 and May 25. The Library will be closed on the 25th due to Memorial Day Holiday on Monday. State Senate Committee Hearings on library funds were held in Sacramento on April 8 and 9. On April 17, the Senate Education Committee passed SB 1516, the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2010 and moved to the Senate Appropriations Committee Suspense file. If approved by the State Legislature in the amount of $4 billion, this bill would provide atwo-thirds match in State funds to a one-third local match for grants of $500,000 to $30 million. The State Library Budget, Public Library Foundation and Transaction-based Reimbursement funds are stable for the moment. 2. The CLA Legislative Day was held on April 16 in Sacramento and although the attendance was less than last year, messages to our local legislators were strong. In addition to staff, JPA Member Dan Furtado and a SJSU graduate MLIS student join SCCL and SJPL at eight meetings. The Governor's May revised budget should be out next week. 3. The °free2" library public awareness campaign that I mentioned last month kicks off in the Bay Area during National Library Week (April 13-19). Watch for more information on the Library website, www.santaclaracountylib.org or go to the www.wearefree2.ora website and join in the fun. 4. According to the JPA Technology Replacement and Improvement Plan, the Library has begun replacing computers, upgrading the network. This project will be completed during the summer. 5. Santa Clara County has included an article on the County Library in their 2007 Annual Report. I thought it was well worth my time with all the information gathered for all my fellow colleagues. Attending the mayors meeting along with me were, David Greenstein -Parks & Recreation, Peter Friedland -Tech, Info & Comm. ,Lisa Giefer -Planning Commission, Geoffrey Paulson -Bike & Pedestrian, Winnie Lee - Housing, Hugh Riddell -Public Safety Bike & Pedestrian Commission: Mentioned about the Bike to work day on May 15, set up of different coffee stations at the major intersection in the city. Also mentioned about the Energizer Station at the intersection of De Anza & Stevens Creek Blvd. Briefly mentioned about the May 21 being the Bike to school day. Library Commission: Informed everyone about the library fundraiser to raise money to continue to keep the same library hours on Mondays. Requested and urged all the commissioners to buy tickets to the Chicago musical event donated graciously by the flint center. I also informed everyone about the success of the Cupertino Library regarding the increase of the Items checked out and the Gate count every month. Planning Commission: pw-~ Lisa everyone informed about the Sand Hill group coming back for the HP land having a initial outreach meeting with the nearby residents. The Group also had a second round of meeting in the 3`d week of April and had a no major issue with the residents living along Cupertino Square. Parks & Recreation Commission: He mentioned that a new Director for the Parks & Recreation has taken over and his name is Mark Linder. He also mentioned that the Cupertino residents are requesting for a dog park in the city and asked the mayor/council if it can be included their council meeting agenda. Mayor asked him if has to be a Site specific or a open ended park. Mayor also suggested keeping flyer in PETCO to get a good feedback. Public Safety Commission: Informed everyone about the good news of Cupertino being the safest city in the neighborhood due to goad work of Sheriff Dept. Also informed everyone about the drop in the crimes committed in the city. Public safety fair being clubbed this year with the Fall Festival. One commissioner short and need to fill in the vacancy. Technology, Information & Communication Commission: Mentioned about the Comcast being not too forthcoming in solving important residential issues requested by the commission. Senior Comcast official has promised to come at their next months meeting after lot of request. He also mentioned the city is due from Comcast several 100k dollars. Housing Commission: Mentioned CDBG joined the Housing commission. Mentioned about the passing of the rezoning at the Planning commission but not yet seen the plans for the housing. Council provided 300k to a new shelter project as capital to Mytree organization, Shelter for Battered South Asian women. Mayor's Report: Mentioned about the successful cherry blossom festival previous week. She also mentioned about the successful fourth annual shredded program organized by the city.
