P&R 04-03-08MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO REGULAR MEETING THURSDAY, APRIL 3, 2008 1. CALL TO ORDER Chair Greenstein called the meeting to order at 7:00 pm in Room 100 in Cupertino City Hall, 10300 Torre Ave, Cupertino, CA . 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: David Greenstein, David Lee, Darcy Paul (Commissioner Paul left the meeting at 8:20 pm) Debbie Stephens Stauffer Commissioners absent: Jeanne Bradford Staff present: Therese Ambrosi Smith, Donna Henriques Also Present: Rebecca Glyn, Landscape Architect of Guzzardo Partnership and Michael Ducote of Prometheus 4. MINUTES OF PREVIOUS MEETINGS A. Revised minutes of November 1, 2007 could not be approved due to lack of quorum present at the meeting. B. Regular meeting of February 7, 2008 -draft minutes were approved. Action: Commissioner Lee made a motion to approve the minutes, Commissioner Stauffer seconded the motion. The motion was approved unanimously. C. Regular meeting of March 6, 2008 -draft minutes were approved with a correction to the number of residents who attended the meeting. Minutes were corrected to reflect 8 residents attending the meeting. Action: Commissioner Paul made a motion to approve the minutes, with an amendment made to the number of residents attending the meeting to eight (8); Commissioner Stauffer seconded the motion with the amendment. The motion passed 3 - 0, with Commissioner Lee abstaining. 5. ORAL COMMUNICATIONS -Kerry Washington, a Cupertino resident since 2002, asked to address the Commission regarding the field next to the Cupertino Library. Mr. Washington showed a Power Point presentation to the Commissioners regarding the unsafe conditions at Library Field due to the Cricket pitch in the middle of the field. Director Smith said the Cricket pitch has been located in the field for several years and that Library Field is not designated as an "official" soccer field. She also asked Mr. Washington if he has a Field Use Permit with the City for use of the field for soccer. Mr. Washington answered that he does not have a Field Use Permit but he will speak to someone at the City regarding obtaining a permit. Director Smith suggested that he look into using another field in Cupertino for soccer. 6. UNFINISHED BUSINESS A. Review of Villa Serra Park conceptual plans. Director Smith and the Commissioners are not pleased with the current proposed conceptual plan design and asked that a revised plan, or plans, be submitted. The following suggestions were discussed and recommended by the Commissioners and Director Smith, to Rebecca Glyn of Guzzardo and Mike Ducote of Prometheus: 1. A half basketball court -possibly where bricks are currently located 2. A play area on the lawn area in the back left under the trees 3. A tall wall on back of basketball court for tennis or handball (Mike said it would have to be removable due to the Water Department equipment moving in and out of the area) 4. Make loops on pathway for children to ride their tricycles & scooters 5. More picnic tables in congregation area - no barbeques due to smoke 6. Benches with backs 7. Lawn area that can be used for volleyball and other informal activities 8. Community garden plots 9. Restrooms or port-a-potties 10. Markers on pathways showing distances and/or workout stations (using tree stumps?) 11. Artwork and/or artistic tiles Rebecca will send at least two revised drawings to Therese, with as many of the above amenities as possible. A special Parks & Recreation Commission meeting will be scheduled in April or May to discuss this revision, contingent upon when the plans are received. 7. NEW BUSINESS A. Discussion of Parks and Recreation Policies. 1. The current Parks and Recreation Policies were presented to the Commissioners and the histories of the policies were discussed by Director Smith. B. Cancellation of May 1, 2008 meeting due to Parks and Recreation Director, Therese Smith's retirement. Action: Commissioner Greenstein made a motion to cancel the May 1, 2008 meeting and that the Commission will hold a special meeting contingent upon the formation of the revised Villa Serra Park plan from the Guzzardo and Promethus Groups. Commissioner Commissioner Lee seconded the motion. The motion carried unanimously. 8. MISCELLANEOUS - NO ACTION REQUIRED A. Commissioner Stauffer had addressed the Council by sending a letter regarding a dog park in Cupertino. Director Smith reported that the Council may be looking into a dog park or an off-leash policy. She doesn't know, at this point, if it will be on the April 15, 2008 agenda. B. Commissioner Greenstein attended the Mayor's meeting in April and said that artwork in Cupertino was discussed but none was proposed to be in any of the parks. C. Commissioner Greenstein thanked Director Therese Smith for her years of service to the Parks~and Recreation Commission. 9. ADJOURNMENT -Chair Greenstein adjourned the meeting at 9:22 pm.
