P&R 06-07-12 APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting June 7, 2012 at 7:00 p.m. Community Hall, 10350 Torre Avenue, Cupertino, CA Note: This meeting will be televised 1. CALL TO ORDER Vice Chairperson David Fung called the meeting to order at 7:03 p.m. in the Community Hall Council Chamber, 10350 Torre Avenue, Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Marcia St.Clair, David Fung, Darcy Paul, David Lee, David Greenstein (arrived at 7:28) Commissioners absent: None Staff present: Mark Linder, Donna Henriques 4. MISCELLANEOUS—NO ACTION REQUIRED A. Staff oral reports Director Mark Linder said the Summer Concert Series at Memorial Park begins tonight at 6:30 p.m. at the Memorial Park Amphitheater. The series will continue on the next several Thursdays. Also, the summer recreation programs will begin the week after next. Director Linder said the first informational meeting for the next Leadership 95014 session is on Tuesday, June 12 at 6:30 p.m. at the Quinlan Community Center. B. Commissioner contacts -None 5. MINUTES OF PREVIOUS MEETING A. Regular meeting of May 3, 2012 Action: Commissioner St.Clair made a motion to approve the minutes and Commissioner Fung seconded the motion. 1 Note: Since Commissioners Paul and Lee did not attend the May 3 meeting, a quorum was not present at the time of this vote so the minutes were not officially approved. The minutes will be voted on at the next regular meeting. 6. ORAL COMMUNICATIONS - None 7. OLD BUSINESS A. Friends of Stevens Creek Trail update Anne Ng, Friends of Stevens Creek Trail Board Member, gave an annual update on the happenings of their group. Anne said the mission statement of the Friends is "to promote community pride and involvement in the completion, enhancement and enjoyment of the Stevens Creek Trail and Wildlife Corridor. Our ultimate vision is to connect with trails extending to the Pacific Ocean." Anne provided handouts of the organization's brochure, the 2011 Annual Report, the summer 2011 Trailblazer newsletter, and a map of Santa Clara Valley Bikeways. Anne also introduced a new board member, Joe Walton. She said the group supports themselves by having their annual Trailblazer 5/10K run in Shoreline Park. They also raise money by having an annual appeal and are supported by many donors, who are listed on the back of the newsletter. They also work with the Mountain View Public Works Department and participate in an annual creek clean-up every spring. They would also like to work with Cupertino on a creek clean-up and would recruit the volunteers to help. She also said they are continuing to work with the Joint Cities Committee on designing signage or a medallion to place on the Stevens Creek Trail as each City is connected so the trail will have a uniform designation. B. Scenic Circle Gate Director Linder said he was happy to report that the projected large numbers of people using the Scenic Circle Gate and the fears of this happening have turned out not to be true. Also, there haven't been many school children using this access. Nearby neighbors and City staff have reported that the access is being used by just a few people and it has turned out to be a nice addition. City staff is continuing to unlock and lock the gate so the neighbors don't have to do this any longer. During the school year, the gate is opened early enough that the students have access. Staff will be meeting before next school year with the schools in the area to :,nform them that this gate is open for the students to use. 2 Director Linder and Commissioner Greenstein continue to meet twice a year with some of the nearby Blackberry Farm neighbors and they have expressed that they do not have any problems with the opening of the Scenic Circle Gate. They have formed a Blackberry Farm Park Operations Advisory Committee that meet to discuss any pre-season and post-season issues. They will continue meeting and monitoring the mitigations that are in place until the meetings are no longer needed. Commissioner Greenstein said the re-opening of this gate was a very difficult situation between the nearby neighbors and other members of the community but because of the City process of obtaining feedback regarding this issue, it has turned out not to be a problem for those nearby neighbors. He said this issue is a successful model of how well this type of public process can work for all concerned. And that this potential problem has turned out best for both sides and has created a good connection between the community and the immediate neighbors. 8. NEW BUSINESS A. Reschedule July 5 and August 2, 2012 Commission meetings Director Linder said that due to the fact that the next Commission meeting falls on July 5, and the 4th of July is the day before, in addition, the August 2 date may have to be used for a community meeting regarding the Apple project, he suggested that the Commission combine their July 5 and August 2 regular meetings to another date to discuss the Commission's work plan for 2012/2013. Staff suggested two dates that the Bay Room at the Cupertino Senior Center is available and Commissioner Greenstein suggested the July 14 date. All agreed, except Commissioner Lee, that Saturday, July 14, would work best for them to meet unless another date was available that would work better. 9.
