REGULAR MEETING MINUTES

I. CALL TO ORDER
Commissioner Huang called to order the regular meeting of the Cupertino Public Safety Commission
at approximately 7:00 p.m. on Thursday, March 8, 2012 in the Cupertino City Hall, Conference Room
A, located at 10300 Torre Avenue, Cupertino, Cali`ornia 95014.
Please note that there were technical difficulties during the recording of this meeting and therefore no
audio record of this meeting exists. The following brief'minutes' are based on the recollection of some
of those that attended.

Commissioner Nguyen motioned to approve the minutes of February 9, 2012; the motion was
seconded by Commissioner Lim; votes taken; all in favor to approve the minutes of February 9,
2012, with the following correction.

VI. OLD BUSINESS
1. Discussion of Walk/Bike/Carpool (WBC)to School project ongoing
There was general discussion that Commissioners Lim, Nguyen and Daruwalla need to submit updated
school contact information to Commissioner McCoy so that he may update the work program.

Monta Vista High School submitted a proposal to encourage student participation in the WBC
Program. The proposal passed under the condition that a more detailed report needs to be
submitted prior to a check being issued.

3. Report on Surveys to Schools (Nguyen)

Commissioner Nguyen recently received Survey to Schools Reports from three schools. He will
provide a summary of the results at the next PSC meeting.
Commissioner Nguyen will also provide a Google document file on-line, so that teachers may
transfer their individual paper results to electronic form. This change will possibly make the Survey
planned for May more automated and create less manual data entry for Commissioner Nguyen.
4. Discuss use of the Alert SCC Program (Huang)

Rick Kitson, the Cupertino Public Information Officer, reported that the final contract for Everbridge
services is pending approval by the City Attorney. The system will be called "Cupertino Alert
System" or CAS. Upon installation, the County will provide the current list of Cupertino registrants
for one year. This will allow the City of Cupertino to directly solicit those registrants to also register
with CAS. The new system will also utilize contact numbers already included on the 911 list.
The City of Cupertino will test CAS using the sign-up list and the 911 list. Once the system is fully
operational, the PSC will re-start the out-reach program it had in place for the County's Alert SCC
system, encouraging residents to sign-up through presentations at a variety of venues.

Mr. Kitson plans to assemble a committee for the implementation of CAS, and will invite the PSC
sub-committee member to attend, which Commissioner Huang plans to attend. A demonstration of
CAS is scheduled for next month's disaster council meeting on April 26, 2012 at 2:00 pm.
5. Discuss Cupertino Cellular Network coverage and Effect on Public Safety Communications

VIII. REPORTS
1. Santa Clara County Fire Department
Battalion Chief Daron Pisciotta from the Santa Clara County Fire Department reviewed the monthly
status report. No details were relayed at the time of this report.
2. Santa Clara County Sheriff's Office
Captain Damiano from the Santa Clara County Sheriffs Office reviewed the monthly status report.
No details were relayed at the time of this report.
3. Commission Reports
Commissioner Daruwalla confirms that she will attend the next Mayor's Meeting in April, on behalf
of the PSC.
Commissioner McCoy reports from the City Council Meeting that Dave Knapp, the current City
Manager, is leaving Cupertino. The City is in the process of recruiting a new City Manager.
Commissioner McCoy also reports on his liaison activity with the TICC, the Bike-Ped Commission,
and the Teen Commission. No details were relayed at the time of this report.
