BPC 01-16-08MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION January 16, 2008 CUPERTINO The meeting was called to order at 7:04 p.m. ROLL CALL Present: Paulsen, Koski, Walton, Armstrong Absent: Wiant Staff: David Stillman, Senior Civil Engineer ORAL COMMUNICATIONS There were no oral communications. WRITTEN COMMUNICATIONS There were no written communications, but regarding a topic of past written communications, the Bollinger Bridge, the signs should be okay now. APPROVAL OF MINUTES The Commission approved the December 19, 2007 minutes as submitted. OLD BUSINESS 1. Cupertino Bicycle Transportation Plan Update The City of Cupertino is posting the VTA map online. VTA has taken over the funding for this, along with the Metropolitan Transportation Commission. Commissioner Walton handed out his completed Chapter 5 of the Plan. Commissioner Paulsen will work with Senior Civil Engineer David Stillman on the maps and the format of the charts for the various projects. The VTA bikeway map will be online soon on the City website. Mr. Stillman will also re-visit the cost estimates for the various proposed projects in the Plan, as well as the potential grant funding sources. He is also to be the recipient (via e-mail) of the Plan chapters as they are completed. 2. Mary Ave Bicycle Footbridge Update Mr. Stillman provided a brief update of the Bridge project, which is progressing smoothly. A "Notice to Proceed" was issued to the contractor, and CalTrans has issued the all-important Encroachment Permit. The groundbreaking ceremony for the Bridge was announced for Thursday, January 24 at 2:00 at the Cupertino side of the bridge. Completion of the Bridge is expected in the spring of 2009. NEW BUSINESS 3. Bicycle/Pedestrian Commission Goals for 2008. Reduce Tri-School area congestion. Suggestions included developing a Plan that might include a pledge to not drive, and two-tiered drop-off areas (a nearby one for carpools, a farther one for solo drop-offs). Improve walkability in general throughout the City. (Get specific suggestions from Council members.) Tree-planting may be a part of this, in conjunction with the Planning and Public Works Departments -and perhaps involving Block Captains. Low-cost traffic circles in lower traffic areas, especially along bike routes. Place an article in the Cupertino Scene every other month. This might include links to various web sites -and publicizing various topics -such as a campaign to reduce the encroachment of vegetation onto sidewalks. Help promote bicycling and walking at the upcoming Apple campus. Prepare for the increased bicycle and pedestrian traffic from the new bridge. Mr. Stillman has worked on this, and Commissioner Walton has an idea for a designated bike route on the West side of the De Anza College campus. 4. Summary of Staff s presentation to City Council regarding school busing in the Tri-School area. Staff reported to the City Council that busing would be too expensive. Status of "Safe Routes to School" cards developed by Public Works. Item was deferred.
