BPC 09-19-07-e CItY OF CUPEI~TINC} MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION September 19, 2007 The meeting was called to order at 7:05 p.m. ROLL CALL Present: Walton, Armstrong, Koski, Wiant Absent: Paulsen Staff: David Stillman, Senior Civil Engineer ORAL COMMUNICATIONS Anne Ng provided an update of the Bollinger Bridge project that has been started. The Water District posted a sign that directs bicyclists to the right-most lane, but it is too narrow. David Stillman stated we, Cupertino, has been actively working with the Water District. Completion date is expected to be this December. Joe Walton Reported that the north bound Stelling left-turn signal at McClellan has been improved WRITTEN COMMUNICATIONS-none APPROVAL OF MINUTES The Commission approved the July 18, 2007, Minutes, with the following amendments: (1) the statement, "In response to a discussion of trail development along and across the UPRR tracks, Paulson proposed that an ad hoc committee be formed to consider and promote urban trail development" be amended to, "In response to a discussion of trail development along and across the UPRR tracks, Paulson proposed that an ad hoc committee be formed to consider and promote urban trail development, consistent with the general plan."; and (2) that "major" be replaced with "mayor." OLD BUSINESS 2. Bicycle Transportation Plan Update Joe Walton reported that he has completed the Executive Summary and Bicycle Promotion Chapter revisions; the latter promotions programs are still very pertinent. David asked how the plan's parts would be pulled together. Joe commented that the integration of the parts should be completed by November. Joe suggested that we'll have links to Websites such as VTA to "imbed" useful supporting information. David asked for a status of the respective portions. Methods of revisions, including mark ups, were discussed for us to review and comment. David will integrate the revised portions and distribute the document for review and comment. It was decided that the commission would meet in October for a plan "work meeting." 3. Mary Avenue Footbridge Update Joe Walton said that the VTA support the footbridge as a top priority. The City Council was fully in favor of continuing the project as a steel cable-stay rather than a concrete suspension bridge. Requests for bids went out today, September 19; selection will be made in November with completion expected in the spring of 2009. 4. Bicycle Friendly Community Status Jim Wiant reported that on August 15 the League of American Bicyclists selected Cupertino as a candidate community to complete the second part of its Bicycle Friendly Community application. Work will continue, therefore, on the second part of the application that addresses Encouragement, Enforcement, Education, Engineering, Evaluation and Planning. 5. BPC Participation in the Public Safety Fair The Public Safety Fair was a success: bigger venue and attendance than last year, so Jim Wiant reported. State Farm Insurance and the Cupertino Optimist Club conducted the bicycle rodeo for us. State Farm was in charge of registration and producing laminated "Bicycle Driving" certificates of achievement with a picture of each participant. The optimist club provided the bike course and examine, which was required by the participants to be recognized with the certificate. Commissioners Armstrong, Walton, and Wiant assisted with the rodeo as did Anne Ng and Margaret Limberatos of the Silicon Valley Bike Coalition NEW BUSINESS 6. BPC Bi-Monthly Meeting Joe Walton moved and Don Armstrong seconded the motion by Jim Wiant to meet every month but without staff alternate months much the same way that the Cupertino Safety Commission meets. That way, the commission would have a public meeting each month for public input. The motion passed unanimously. 7. Kennedy Middle-School Survey Results May Koski provided the results and trends of the Kennedy Transformation Survey completed by the Kennedy student body this spring. May reported the following: • About 33 percent of the students coming to the middle school in the morning are not riding in a car. These students primarily walk or ride a bike, but others take a bus or ride a skateboard, waveboard, scooter, or skate. • Of the 800+ students who ride a car to school, about 25 percent carpool, and another 25 percent ride with their brothers or sisters. • After school, the number of students who walk, bike, as so on rises to about 45 percent of the student body-this is impressive. • Of the students who ride home in a car, over 33 percent are carpooling and another 33 percent are riding with their brothers or sisters. • These results are quite significant, and may be the fear of "stranger danger" is reduced, as there are many students on the same roads at the same time. Several bike accidents have occurred in the tri-school area, and Ralph Qualls, Director of Public Works, will be going to the council on October 2 with an interim report on alternative considerations regarding the evaluation of traffic issues in the tri-school area, including Monta Vista High, Kennedy Middle, and Lincoln Elementary Schools.
