LIB 06-17-03CUPERTINO LIBRARY COMMISSION MINUTES June 17, 2003 CALL TO ORDER Chairperson Eno Schmidt called the meeting to order at 7:02 p.m. ROLL CALL Present: Absent due to medical emergency: Also present: MINUTES Sheila Mohan Janet Riddell Eno Schmidt Kathy Stakey Yuhfen Diana Wu Mary-Ann Wallace. City Librarian Under Item # 7 Old Business: A. Status Report on the New Library Project, in the third sentence, change the word "instigate" to "initiate." Under item# 10 Other, item E, change the spelling from "Lozano" to "Lazaneo." With these two corrections, the Minutes of the May 20, 2003 meeting were approved as amended. ORAL COMMUNICATION Commissioner Stakey received a phone call from Mrs. Ida Bilger, who had donated an American flag to the library. Mrs. Bilger was pleased to have received a thank you letter. WRITTEN COMMUNICATION Chairperson Schmidt shared a thank you note to the commission from former County Librarian Susan Fuller. STATUS REPORT ON THE NEW LIBRARY Public Works Director Ralph Quails is on vacation, so this report will be postponed to the July meeting. Questions that commissioners would like to ask Ralph Qualls about the library project may be sent to Chairperson Schmidt. CITY LIBRARIAN"S REPORT Our thanks to the city council for funding 4 hours of library service on Sunday for the community. Sunday has traditionally been the busiest day of service. For some families, it is the only day, when they can all use the library together. The library will have a new schedule of open hours beginning July 1, 2003: Monday and Tuesday 12-9 Wednesday and Thursday 10-9 Friday and Saturday 10-6 Sunday 1-5 Children's Summer Reading Club sign-ups started yesterday (June 16th) and will continue through July 31~t. The theme this year is "Join the Winner's Cimle - Read?' There will be a series of drop-in craft programs with crafts from around the world on June 24th, July 8th, and July 22nd all from 2 p.m. to 5 p.m. at the temporary library. Summer Storytimes are held on Tuesday evenings at 7:00 p.m. (Bedtime Storytime for children 3 years and up) and on Wednesday morning at 10:15 a.m. (Toddler Storytime for children 18 months to 3 years of age). Flyers are available in the library. There will also be a final Summer Reading Club program, which will be held on Tuesday, August 5th at the Quinlan Community Center. The Friends of the Cupertino Library fund the programs as well as the paperback award books for those children who complete the Summer Reading Club requirements. Teen Summer Reading extends from June 14th through August 17th. Thanks to the Friends of the Cupertino Library, teens who read five or more books, keep a log, and write at least one book review to be shared with other teens receive a gift certificate to a bookstore in the area. Flyers are available in the library. Teen Librarian Gayathri Kanth is also holding a photography contest for teens this summer, entitled "Teens View the Many Faces of Cupertino" from July 14th through August 15th. Teens will complete for prizes, funded by the Friends, in two age groups: teens age 13-16, and teens age 17-19. Entry forms and rules will be available at the reference desk at the temporary library from July 14th on. Winners will be notified in September, and will receive their prizes at a special Teen Read Week reception on October 15th from 7 to 8 p.m. at the temporary library. COUNTY LIBRARIAN'S REPORT No report. NEW BUSINESS A. 2003/04 Proposed Budget Update: Due to budget constraints, city staff had originally proposed ending the city's funding of 10 hours of library service, including 2 hours on both Monday and Tuesday mornings and 6 hours on Sunday. At the city council budget study session, Commissioner Stakey proposed an alternative that would still insure 4 hours of Sunday service for the community. The City Council later voted to fund 4 hours of library service on Sunday for the entire year. Commissioner Mohan attended a city council meeting to thank the council for taking into consideration the importance of library service on Sunday to the Cupertino corrmaunity. Commissioners are appreciative of the long-standing support of the city council, city staff, and citizens of Cupertino, and hope that all of the hours will be reinstated in the future, when both the economy and the budget outlook for the city improve. The commission is also appreciative of the special efforts of Commissioner Stakey in presenting the alternative funding suggestion at the city council budget study session. B. Library Survey Results: Commissioners moved this item to the July meeting. City Librarian Wallace agreed to categorize the survey comments and to provide library comments relevant to the various categories. The commission will review the survey summary, including categories and library comments. C. Unique Issues Faced by Cupertino Library: Commissioners also decided to move this agenda item to an upcoming meeting. D. Free Charge Book Program: Commissioner Riddell suggested this service as something she would like the library to consider offering in the new library. It is a service offered by other area libraries and consists of one or more racks of paperback books, donated by the community, which are very simply processed and are checked out on an honor system. There is no formal check-out procedure for these items. Only the number of items taken is noted. This has proven to be a popular draw to get people into the library in other communities. City Librarian Wallace reported that Cupertino Library had offered this service some years ago, but dropped it due to lack of space. She said that staff would consider it again in the new building. E. "Keep Our Library Strong" campaign: Chairperson Schmidt attended an informational meeting on the campaign and reported back to the commission. Each community is charged to find a chair or co-chairs to lead the effort in their city. Cupertino JPA Representative Richard Lowenthal has said that Ed Hoffman is willing to co-chair for Cupertino, and that he will continue to look for a second co-chair. There will be a Kick-Off for the "Keep Our Library Strong" campaign held at the Cupertino Senior Center on July 30, 2003 at 5 p.m. F. Cupertino General Plan Task Force: Chairperson Schmidt thanked Commissioner Stakey for volunteering to serve on the General Plan Task Force as the Cupertino Library Commission representative. OLD BUSINESS Standing Reports: A. JPA Update: No report. B. Sister Libraries: No report. C. Friends of the Library: Commissioner Stakey reported that The Friends of the Cupertino Library are looking forward to the annual Sunmaer Reading programs at the library. Friends fund all of the programs, as well as paperback award books for children who complete the Summer Reading Club requirements, and gift certificates for teens who complete the Teen Summer Reading requirements. The Friends will not meet in July or August. In lieu of the August meeting, a group of Friends will help the Children's Librarians and other library volunteers give out Summer Reading Club certificates and award books to children after the final Summer Reading Club program, which will be held this year at the Quinlan Center on Tuesday, August 5, 2003. With no revenue coming in during the time that the library is in its temporary location, the Friends are setting aside enough money from past savings to continue to support the ongoing library programs, which they normally fund, as well as structuring themselves to be able to make a donation to the Cupertino Library Campaign to furnish the new library. D. Library Foundation: Chairperson Schmidt reported that the big news for the Cupertino Library Foundation and its Cupertino Library Campaign to furnish the new library is the upcoming Cupertino Night at the Thursday, June 19th opening night of the Joffrey Ballet at Flint Center. There are a limited number of VIP tickets available at a cost of $100 apiece, where all of the proceeds go to the campaign for the furnishings. All other tickets for the opening evening only are half price to Cupertino residents, and $1 of each ticket goes to the furnishings campaign. Foundation Board Members are very appreciative of Flint Center's offer to partner with them in this gala opening to benefit the library, and hope that this event will help to re- focus and re-energize the fundraising efforts. E. Mayor's Tea: Chairperson Schmidt attended and reported to the commission. The Mayor's Tea has been cancelled in July and in August. It will resume in the fall. Commissioner Mohan will attend the Mayor's Tea in September, Commissioner Stakey will attend in October, Commissioner Wu will attend in November, and Commissioner Riddell will attend in December. F. Calendar: Commissioner Mohan sent the calendar out electronically prior to the meeting. G. Iris Chang event: An evening lecture and book signing by author Iris Chang (among her works are: The Rape of Nanking, and The Chinese in America) has been scheduled for June 23rd at the Senior Center. Commissioners are very appreciative of the efforts of both Commissioner Wu and of Commission Liaison Carol Atwood in making this community-building opportunity possible. H. Agenda Building: Chairperson Schmidt reviewed the agenda building list of items for future commission meetings and invited commissioners to send suggestions and changes to him for incorporation into a subsequent compilation. City Librarian Wallace agreed to review and revise as appropriate the suggested timing of presentations from Cupertino Library staff members, who will review their areas of specialty and expertise with the commission. As indicated in the current document, commissioners would like to invite City Manager Dave Knapp to the August meeting, if possible, to discuss the city council goals and the results of the commission surveys that he conducted earlier in the year. COMMISSIONERS' COMMENTS AND AGENDA BUILDING Commissioner Stakey proposed drafting a resolution to the city council requesting a change of address for the new Cupertino Library that would not include the number 4 in the address. Commissioners hope in the near future to tour the Joint San Jose Public / San Jose State University Library, arranged by Commissioner Wu, and the new Saratoga Library, arranged by City Librarian Wallace.
