BPC 09-20-06 .~ MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION September 20, 2006 The meeting was called to order at 7:03 p.m. ROLLCALL Present: Absent: Staff: Paulsen, Koski, Walton, Wiant, Fable David Stillman, Senior Civil Engineer ORAL COMMUNICATIONS A visitor inquired about a flyer on Proposition E, which indicated that there were some trails forthcoming in Cupertino and asked if the commissioners knew where the trails would be placed. Ann Ng, a Cupertino resident, spoke in response and indicated that the placement of the trails was part of the Toll Brothers project, and if the project proceeded, one trail would be placed alongside Calabazas Creek between Vallco Parkway and 280, if feasible. WRITTEN COMMUNICATIONS Chairperson May Koski reviewed some written communication: . An invitation to the 2006 Moon Festival Silicon Valley on September 30th at Memorial Park. . Written Communication from Cupertino resident Carol Stanek providing an update on the Scenic Circle Access issue. . Written Communication from Cupertino resident Rhoda Fry addressing concerns over the proposed Stevens Creek Corridor Park Project. APPROVAL OF MINUTES 1. May 17 Minutes The commission approved the May 17 minutes as submitted. 2. July 19 Minutes The commission approved the July 19 minutes as submitted. , . '.. OLD BUSINESS 3. Mary Ave Bicycle Footbridge: Status Senior Civil Engineer David Stillman provided a brief update of the project and indicated that Terry Greene, City Architect, would be able to provide a detailed presentation to the commission at a later date. 4. School CongestionlKennedy Middle School Traffic Update Chairperson May Koski updated the commissioners on the Kennedy Middle School traffic and congestion issue. Chairperson Koski indicated that a community meeting took place in order to determine ways to relieve the congestion atound the school. Chairperson Koski also talked about the measures derived to minimize congestion, such as restricting vehicle access to certain areas, creating a no parking/stopping zone, and maintaining the enforcement of parking and moving violations. Chairperson Koski indicated that the measures would be in place for a month and then another meeting would be scheduled for community feedback. Commissioner Scott Fable indicated that he had spoken to a Sergeant from the Santa Clara County Sheriff's Department about the traffic and congestion issues at the school and about the upcoming meeting. The Sergeant expressed interest in being informed about the progress and the factors involved in the mitigation. Commissioner Fable mentioned that he would continue interacting with the Sergeant in regards to the traffic and congestion issues. 5. Scenic Circle Access - October 17 Council Meeting * Possible Action* Commissioner Joe Walton provided an update regarding access on Scenic Circle, of which the commission had voted to recommend preserving and protecting the access as a safe route to school and forming a task force to examine and mitigate the perceived problems associated with it. Commissioner Walton mentioned that he would be making the presentation to the City Council on October 17th, which would reflect the commissions' recommendation. (No action taken). NEW BUSINESS 6. Revision ofVTA Regional Bikeway Plan Update *Possible Action* Commissioner Joe Walton provided an update on the VTA Bikeway Plan ,and mentioned that a representative from VTA was currently working on an infrastructure-gathering project for the county and requesting information from the city. Senior Civil Engineer David Stillman highlighted the information being requested and indicated that staff was in the process of identifying any citywide changes to the plan. Further discussion ensued about other areas that should be identified in the Bikeway Plan such as Blaney Avenue, Stevens Creek Boulevard, DeAnza Boulevard, Bollinger Road, and Mitty Way. (No action taken). . 7. Street Smarts Fall 2006 Contest Chairperson May Koski talked about the Street Smarts contest and options for participating such as registering online, reading educational materials, and submitting an entry. Chairperson Koski indicated -- that the winners could be chosen from the Elementary School, Middle School, and High School levels and from the adult population. Prizes could be in the form of gift certificates and grand prizes for the top contestants. Chairperson Koski also indicted that staff was looking into the feasibility of conducting the contest via the web and the commissioners discussed alternatives such as conducting a quiz entry through email. 8. Participation in Cupertino Safety Day Public Safety Commissioner Fari Aberg provided information regarding the upcoming safety day and the activities involved. She indicated that the coordinators were looking for volunteers to help with the event. Further discussion ensured about setting up informational displays on different types of traffic calming devices and on the advantages of trails. Senior Civil Engineer David Stillman indicated that he would look into the possibility of getting this information in display format. The commissioners also talked about other material they could provide for the fair and their involvement in the event.
