MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
November 15,2006

ORAL COMMUNICATIONS
Senior Civil Engineer David Stillman informed the comnusslOners of the upcoming commission
interviews to fill vacancies on the commission and deadline for reapplying.
Commissioner Geoffrey Paulsen distributed an informational brochure on bicycling use and energy
savings and highlighted the main topics of the brochure.
WRITTEN COMMUNICATIONS
Senior Civil Engineer David Stillman reviewed a communication from a Teen Commissioner, Alex
Palmeri, expressing concern over the welfare and safety of teens in the community in regards to the
municipal code enforcement of an age limit for use of bicycle-pedestrian facilities. The teen
commissioner expressed interest in seeing the age limit increased in order to encourage teens and youth
to ride their bikes using safe pedestrian facilities. The commission agreed to agendize this item to a
later date for further discussion. Senior Civil Engineer David Stillman indicated that he would provide
the commission with some background information regarding the ordinance.
Chairperson May Koski reviewed a written communication from David Greenstein pertaining to an
article indicating that bicycling was on the rise and the measures that the city of Palo Alto were using to
make it safer for kids to bicycle to school.
Chairperson May Koski made reference to the Comprehensive County Expressway Planning Study
Pedestrian Access Outreach Summary for Cupertino. Chairperson Koski indicated that the Santa Clara
County Expressway Group was striving to make. it safe for pedestrians to cross expressways. Senior
Civil Engineer David Stillman elaborated that the intent was to evaluate the safety of various
expressways sections and determine where it may not be safe for pedestrians to cross and to ensure that
there is an alternate path available for crossing.

1. September 20
The commissioners approved the minutes of September 20, 2006 as submitted. VOTE: 4-0

Bike-to- Work Day
Cupertino Safety Day
The commissioners agreed to prepare a report that would summarize the activities that took place for
both events in order to publish the information in the Cupertino Scene.
NEW BUSINESS
3. Distribution of Certificates of Recognition to Commissioners for role in promoting Bike and
Walk to School events '
Chairperson May Koski presented the commissioners with certificates of recognition from the Mayor
and City Council and thanked them for their participation in promoting these events.
4. De Anza Boulevard Jaywalking at BJ'S Restaurant
Commissioner Jim Wiant expressed his concerns over customers jaywalking across De Anza Boulevard
at BJ'S Restaurant. The commissioners discussed options for discouraging people from jaywalking such
as installing a chain linked fence in the median, installing landscaping that would discourage cutting
through the median, or reevaluating the timing patterns at the intersection. Senior Civil Engineer David
Stillman indicated that he would look into the possibility of adjusting the timing patterns for the
pedestrians.
5. Stevens Creek/Monta Vista Subdivision Pedestrian Safety
Commissioner Jim Wiant addressed concern over the two uncontrolled crosswalks that exist on Stevens
Creek Boulevard near the Cupertino Post Office. The commissioners discussed alternatives to mitigate
the safety concerns for the area. Senior Civil Engineer David Stillman informed the commission that he
would look into the possibilities available to mitigate the traffic concerns.
