A 10300 Torre Avenue Cupertino Tuesday, August 28, 2007 CUPERTINO PLEDGE OF ALLEGIANCE At 7:05 p.m. Chairman Robert Harrison called the meeting to order and led the Pledge of Allegiance. ROLL CALL Present: Chairman Robert Harrison, and Commissioners Michael Harkins, KC Chandratreya, Jessi Kaur. Absent: Nancy Canter. Staff present: City Clerk Kimberly Smith. ORAL COMMUNICATIONS APPROVAL OF MINUTES 1. Kaur moved to approve the minutes of June 26, 2007 as amended. Harkin seconded and motion passed unanimously with Canter absent. WRITTEN COMMUNICATIONS 2. City Clerk updated the Commission on the statue at Merlion Restaurant. She indicated that the statue was considered signage and is governed by the Planning Commission. The Commission concurred that it would like to have the opportunity to provide input for future signage sculptures. 3. The Commission concurred to allow lower wattage for the lighting at the Whole Foods public art project. 4. Cupertino Fine Arts League Grant Application City Clerk reported that the grant application from the Fine Arts League had been received to hire a judge for the Fall Festival art show. Harkins moved to pay $250 for a juried art show judge. Chandratreya seconded and motion passed unanimously with Canter absent. NEW BUSINESS 5. Status report on arts-related activities at the Cupertino Fall Festival Harrison updated the Commission regarding the Fall Festival. He indicated that the major theme of the event would focus on children. It was also noted that the Distinguished Artist of the Year would be displaying her art during the Fine Arts League of Cupertino's art show, and that most of the artwork would be for sale. Discussion of sculpture garden and/or sculpture locations in community Harkins discussed an outline he prepared for a sculpture garden and possible locations within the community. The Commission concurred to visit park sites and other potential locations, and discuss the outline in more detail at the next meeting. 7. Discussion of the policy for commercial sale of art displayed on city property City Clerk reported that the policy had been reviewed and approved by the Quinlan Center Manager. The policy is expected to go to City Council in October. 8. Preparation of a Percent-for-Art ordinance and "developer's guidelines" document Kaur indicated that the policy was not yet ready for review. Chandratreya and Kaur agreed to work as an ad hoc committee on this item. 9. Update on proposal from Vardy Shtein for a rotating art display City Clerk updated the Commission. It was noted that the director of the sculpture department at DeAnza College was interested, but had not. yet committed to handle the project. It was also noted that the Building, Planning and Public Works Departments would need to approve the area for the display and that the project may require a Director's Permit. Mr. Shtein was asked to contact Community Development Director Steve Piasecki directly. STAFF REPORTS 10. Review of current ad hoc committee list City Clerk reported that the ad hoc committee list would be updated to reflect the change to the Percent for Art project. COMMISSIONER REPORTS 11. Arts-related news updates from Commissioners There was no discussion on this item. 12. Report from Mayor's meeting with commissions, and select representative to attend future meetings (these occur the 2nd Wednesday of each month at 8:00 a.m.). Include a description of the audience you intend to reach and why you think the community would be interested in this project. General support for the Euphrat Museum of Art during a time of change and growth. Results will include lectures and exhibitions, outreach through our Arts & Schools Program, community involvement with the Cherry Blossom Festival, the Lunar New Year Parade and International Fair, as well as events and planning related to the building of our new Euphrat Museum of Art. Our audience includes the larger De Anza College community, young college students and lifelong learners, along with younger students in our Arts & Schools Program and their families, the arts community, as well as the broader community. Audience interest is developed from the ground up, because we involve community in the programming process, from planning, to exhibition/event, to follow up. http://www.deam:a.edu/euphrat/ Our website is being totally renovated with a new look that will be coming later this fall. Detail the steps you intend to take. List the short-term objectives, long-range goals, and implementation strategies. September 2007 through June 2008, multidimensional program. Short term, we will be presenting exhibitions, events, and programs from our interim space in the A-9 building. Our first exhibition is Moving Cultures, starting October 2. It will be followed by other exhibitions, including the annual De Anza student show in the spring. Lectures during the year will focus again on Art and Leadership. Long term we are working on design and planning for our new Euphrat Museum of Art which will be connected to a new Performance Hall on campus (to be built by the end of 2008), and we are concentrating on all that is required to realize the building of this new Euphrat Museum of Art and expanding programming on and off campus. We will be working with college and community groups to develop and enhance our art programming for all ages. Varlous groups include the planning group for the new Visual and Performing Arts Center, the Civic Engagement Institute on campus, and the Euphrat Museum Program Committee, which includes campus and community members. We will work with the Euphrat Museum Board to continue to build community participation and acquire funding for the Euphrat's physical and programmatic needs. In 1990 and 1991 she served as a California Arts Council panelist. Her work has been recognized with a Cupertino Civic Service Award, County Woman of Achievement Award, and Asian Heritage Council Award. Diana Argabrite. Director of Arts & Schools Program. full time for four years, part- time since 1989. Has developed, directed, and taught programs within the schools for over 20 years. Oversees a variety of community outreach. Runs the Euphrat's Arts & Schools Program, supervising ArtistfTeachers and De Anza student interns. Has co- curated many Euphrat major exhibitions since 1989. Is a studio artist who also creates public art projects. BA in studio art and MA in art and art education. Was a California Arts Council Artist in Residence (4 years), a staff member of the California Arts Project Visual Arts Team. Received grants awards from MACLA (San Jose Center for Latino Arts), the Mountain View Arts Commission. Crest Award (2001) from Cupertino. 7-t-f "Distinguished Artist" Sought The Cupertino Fine Arts Commission is accepting nominations for the 2007 Distinguished Artist Award. Nomination forms are available from the city clerk's office, 10300 Torre Ave., Cupertino, 95014, or by calling (408) 777-3217. The deadline for submitting those nomination to the clerk's office is Tuesday, May 15. The award, which will be presented in the fall, is given to an artist, or a group of artists, who live in or practice art in the Cupertino area. Both performing and visual artists will be considered. Artists who have received the award in the past include sculptor Salvatore Pecoraro, musician Nile Norton, printmaker Glen Rogers Perrotto, dancers Mythili Kumar and Janet Shaw, artist Sandra Beard, ikebana flower-arranging artist Fusako Seiga Hoyrup, artist/sculptor Brother Joseph Aspell, S.M., artist/calligrapher Sara Loesch Frank, pianist Makiko Ooka, singer/composer Robert L. Harrison, ceramic artist Mahoko Dahte, photographer/artist Constance Guidotti, painter Kate Curry, and ceramic artist Janet Leong Malan. The Fine Arts Commission of the City is established. The Fine Arts Commission shall consist of five members, none of whom shall be officials or employees of the City, nor cohabit with as defmed by law, nor be related by blood or marriage to any member of the Commission, the City Manager or the staffperson(s) assigned to this Commission. At least three members shall be City of Cupertino residents. Members of the Fine Arts Commission shall be appointed by the City Council. Membership will be drawn to represent the arts, citizens and business community on an approximately equal basis. (Ord. 1934, (part), 2004; Ord. 1466, (part), 1988; Ord. 1401, (part), 1987) 2.80.020 Members-Terms. A. Commissioners serve at the pleasure of the City Council. The term of office of the members of the Fine Arts Commission shall be for four years and shall end on January 30th of the year their term is due to expire. No commissioner shall serve more than two consecutive terms, except that a commissioner may serve more than two consecutive terms if he or she has been appointed to the Commission to fill an unexpired term ofless than two years. B. The appointment, reappointment and rules governing incumbent members of the Commission are governed by Resolution No. 7571 of the Cupertino City Council. (Ord. 1974, ~ 2, 2006; Ord. 1705, (part), 1995; Ord. 1466, (part), 1988; Ord. 1401, (part), 1987) 2.80.030 Members-Vacancy or Removal. Any appointee member may be removed by a majority vote of the City Council. If a vacancy occurs other than by 2006 S-8 expiration of a term, it shall be filled by the City Council's appointment for the unexpired portion of the term. (Ord. 1401, (part), 1987) 2.80.040 Chairperson. The Commission shall elect its chairperson and'vice- chairperson from among its members and shall appoint a secretary. Terms of the chair and vice-chair shall be for one year and shall be complete on January 15th. Upon approval of the City Council, the City Manager may appoint a secretary who need not be a member of the Commission. (Ord. 1401, (part), 1987) 2.80.050 Meetings-Quorum. A. The Fine Arts Commission shall establish a regular place of meeting and rules of conduct thereof and shall hold at least one regular meeting every other month. B. A majority of the Fine Arts Commission shall constitute a quorum for the purpose of transacting the business of the Commission. (Ord. 1964, ~ 3, 2005; Ord. 1401, (part), 1987) 2.80.060 Majority Vote Required. A majority vote is required to approve a recommendation on any matter that is presented to the Commission which requires a vote. (Ord. 1401, (part), 1987) . 2.80.070 Records Required. The Commission shall keep an accurate record of its proceedings and transactions and shall render such reports to the City Council as may be required. (Ord. 1401, (part), 1987) 2.80.080 Powers and Functions. A. The powers and functions of the Fine Arts Commission shall be to foster, encourage and assist the realization, preservation and advancement of fme arts for the benefit of the citizens of Cupertino. B. To fulfill their mission, the Commission may involve itself in the following activities: 1. Act as a catalyst for the promotion of fme arts activities; 2. Provide liaison between various fme arts activities; 4. Provide a means for coordination for fme arts groups or facilities which may exist within the community; 5. Maintain an inventory of facilities available for related fme arts activities within the community; 6. Provide screening and/or review for fme arts activities wishing to obtain city funds or utilize public facilities; 7. Provide information to the community relating to the arts; 8. Foster the development of public art within the community; 9. Be vigilant in exploring and advancing the range of tine arts activities available to the community; 10. Enhance the interaction between arts and business; 11. Any other activity which may be deemed appropriate and necessary. (Ord. 1401, (part), 1987) 2.80.090 Compensation-Expenses. Members of the Fine Arts Commission shall serve without compensation, but all necessary expenses reasonably incurred by them while acting in their official capacity shall be paid by appropriate action of the City Council.
