PSC 01-09-03MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION HELD JANUARY 9, 2003 CONFERENCE ROOM A, CUPERTINO, CALIFORNIA 7:30 PM I. CALL TO ORDER: The Chair, Emma Darknell, called the meeting to order. II. SALUTE TO THE FLAG: The Chair led the Salute. III. APPROVAL OF MINUTES: December minutes were not approved. V. REPORT FROM SHERIFF'S OFFICE: Captain Hirokawa told the comnUssiun that suspects, who are caught for petty theft in a store by loss prevention, would call the Sheriff's office if the suspect(s) could not identify themselves or pay for the item. Captain Hirokawa told the commission that Santa Clara County has the highest unemployment rate in the state of California. Captain Hirokawa said that alcohol related crimes have risen at the high schools. Captain Hirokawa also stated that different schools have different policies on how they handle alcohol related issues with the stndents. Captain Hirokawa told the commission that the Sheriff met with the superintendent of the schools, and a possible school wide policy for alcohol related issues concerning students maybe implemented. Captain Hirokawa told the commission that alcohol related issues at the schools would be dealt with differently due to the policy change this summer. Captain Hirokawa advised that a deputy was involved in an automobile accident on new years day at the intersection of Wolfe Rd. and Stevens Creek, while he was on duty with his wife in the patrol vehicle. The woman that struck the deputy had an unlawful blood alcohol level in her system during the accident. She was taken into custody. Public Safety comrmssion Minutes Regular Meeting of January 9, 2003 Page 2 VI. REPORT FROM COUNTY FIRE: Chief Lopes told the commission that a structure fire totaling $75,000 occurred in November. Chief Lopes advised the comrmssion of overall accomplishments the fire department has made: 1) Remodeled firehouses. 2) Finished last upgrades for fuel storage tanks for three stations totaling $70,000. 3) Purchased three fire engines, one patrol vehicle and a 75-foot ladder truck. 4) Defibrillators were replaced at a cost of $20,000 each. 5) All vehicles have thermal imaging cameras on board. 6) Expanded mutual aid agreement with San Jose fire. 7) Implemented a new software program that tracks training for each fire personnel, sick time used, daily staffing needs, etc. 8) Trained and recruited 16 firefighters last year 9) For 2003 a 100-ft ladder track has been placed on order 10) Ordered a utility mban rescue track. Chief Lopes told the commission that 120 applications have been received for the fire fighter position and only 15 will be hired. Commissioner Darknell asked Chief Lopes what the public opinion has been since 9-11. Chief Lopes told the comrmssion that 65 people have registered for the CERT class in Cupertino. Commissioner Darknell asked Chief Lopes what happens to old fire equipment that is no longer needed. VII. COMMISSIONERS REPORTS: Commissioner Darknell asked Jeffrey Trybus what the status was with the resident that complained regarding people walking in the street with baby carriages. Jeffery Trybus advised that increased patrols have been made of the area with warnings issued and a possible Cupertino Scene notification-advising people to utilize the sidewalks. VIII. ORAL COMMUNICATIONS: Jeffrey Trybus advised the commission that he received a complaint from a Cupertino resident regarding graffiti on her masonry wall near the proposed Mary Street Bridge. She would like to speak to the commission regarding her graffiti problem on the masonry wall. Commissioner Dor told the commission that the commission should only hear the Cupertino resident on Mary St. if she has a complaint regarding a public safety issue, and not just a graffiti problem. IX. WRITTEN COMMUNICATION: ComnUssioners received a memo from city attorney, Chuck Kilian regarding the revised government code to add AB 1945 section 54 963, to the Brown Act (Conflict of Interest). OLD BUSINESS: commtssioner Darknell asked the comrmssion what could be done to handle the Linda Vista issue regarding people waling in the street. XI. NEW BUSINESS: Comrmssioner Riddell told the cornunssion that after reviewing the Traffic Safety commattee minutes, Comrmssioner Riddell feels the Public Safety ConmUssion is no longer needed. Commissioner Riddell would like Comunssioner Darknell to follow-up with the Mayor regarding receiving information on the function of the Public Safety comrmssion. Commissioner Darknell advised that she will follow-up with Mayor Michael Chang. Commissioner Dot would like City Council to redefine the function of the Public Safety Comunssion. XII.
