PSC 12-12-02MINUTES OF THE REGULAR MEET1NG OF THE PUBLIC SAFETY COMMISSION HELD DECEMBER, 12 2002 CONFERENCE ROOM A, CUPERTiNO, CALIFORNIA 7:30 PM I. CALL TO ORDER: The Chair, Emma Darknell, called the meeting to order. II. SALUTE TO THE FLAG: The Chair led the Salute. III. APPROVAL OF MINUTES: November minutes were approved. V. REPORT FROM DIRECTOR SMITH, PARKS & RECREATION: Director Smith Presented a film of the proposed Stevens Creek trail and study area A was discussed. Director Smith advised the commission that the trail has been in the city general plan for the past 30 years. Director Smith discussed grant funding for the trail and Smith said the land was turned over to the city in study area A for the trail. Commissioner Darknell asked Director Smith if the city owned the Blue Pheasant and Smith said that the city does own the Blue Pheasant. Blackberry Farm was discussed, and Director Smith told the commission that Blackberry is operated as a business, and mainly nonresidents utilize the farm. Commissioner Darknell advised Director Smith that the Commission has been approached by residents, and told they do not want the trail rtmning by the their property, and the residents also have safety issues concerning the trail. Director Smith advised the commission that Sergeant Skip Shervington put together a Safety and Security study packet and the packet was distributed to the comrmssioners. -- Public Safety Commission Minutes Regular Meeting of December 12, 2002 Page 2 V. REPORT FROM PARKS & RECREATION CONT.: Commissioner DarknelI asked how many miles of the trail would run through the city, and Smith stated approximately 7.7 miles would be in the city. Commissioner Darknell asked if dogs would be allowed on the trail and Smith advised dogs would not be allowed in the preserves. Comrmssioner DarkneIl asked who would be responsible for the maintenance of the trail and Smith stated the city maintenance crew would be responsible. Director Smith asked the commission to what degree does the commission want to be involved in the planning of the Stevens Creek trail. VI. REPORT FROM COUNTY FIRE: Chief Lopes distributed and discussed the monthly statistics for the month of October. Chief Lopes told the commission that the Shane Company had approximately $12,000 dollars worth of fnce damage. Chief Lopes told the commission that Cupertino did not have a large fire loss for the month. Commissioner Darknell asked Chief Lopes if Cupertino has had a problem with Christmas tree fires. Comrmssioner Riddell told the commission that he attended the weapons of mass destmchon presentation and Comnnssioner Riddell advised he was impressed with the class. Chief Lopes told the commission that the county received a grant from the fire act for $255,000 with a match of $100,00 for radios with a 500 frequency for the fire department. Chief Lopes advised the commission that the department interviewed 100 people for ten (10) open firefighter slots. VII. REPORT FROM THE SHERIFF'S OFFICE: Sergeant Shervington distributed and discussed the monthly statistics for the month of November. Sergeant Shervington advised the comrmssion that an automobile on Rainbow at Yorkshire hit a bicyclist and the bicyclist received moderate injuries. Sergeant Shervington told the commission that the bicyclist was at fault for the accident and the same bicyclist was hit again by an automobile and was responsible for multiple municipal code violations while riding his bicycle. Commissioner Darknell asked Sergeant Shervington if the bicyclist was cited for the violations. Commissioners advised Sergeant Shervington that they would like to be placed on the e-Cap alert system. REPORT FROM THE SHERIFF'S OFFICE CONT.: Sergeant Shervington advised the cormmssion that solicitors are a problem in the city and they are becoming more aggressive when they are turned down. Commtssioner Riddell advised he is happy with the customer satisfaction survey and comrmssioner Riddell complemented the Sheriff's Office for the positive results of the survey. Commissioner Darknell felt the commission should get involved in the photo light process and she wanted to know if most of the red light runners were Cupertino residents. VIII. REPORT FROM MARSHA GARCIA, EMERGENCY SERVICES: Garcia advised the commission that the emergency plan will be presented before the City Council and she would like the Public Safety Commissions approval for the emergency plan. Garcia advised the comnUssion that in October a disaster preparedness class was given and on September 28, 2002, and a decontamination exercise was held at the Cupertino School district office. Garcia told the commission that 10 people signed up for CERT Saturday's Garcia advised the commission that she has asked the Rotary for $10,000 for the ark and she has not heard back from the Rotary on this issue. Garcia advised the conumssion that CARES and CERT had a booth setup for the October fest at memorial park. Garcia discussed the Citizen Corp. Organization and she would like to invite neighbors to come to their local schools and train for disaster preparedness and setup teams. IX. COMMISSIONER REPORTS: Commissioner Darknell asked Jeffrey Trybus if Mayor Michael Chang would be hosting the Mayor's breakfast this month. X. ORAL COMMUNICATIONS: Commissioner Darknell received a phone call from a concerned resident on Linda Vista Drive regarding people walking and pushing baby carriages in the street. Jeffrey Trybus advised he would follow up with the resident on Friday, December 13, 2002. Public Safety comrmssion Minutes Regular Meeting of December 12, 2002 Page 4 XI. OLD BUSINESS: None. XII. WRITTEN COMMUNICATION: Commissioners received a copy of the December Traffic Safety Minutes. Commissioners are still unable to open the minutes on their computers. A hard copy of the minutes will be sent to each of the comWassioners by mail. XIII. NEW BUSINESS: Commissioners would like to discuss functions of the Public Safety commission at the January 9, 2003 meeting. XIV. ADJOURNMENT: The meeting was adjourned at 9:36 p.m.
