The Chair, Emma Darknell, called the meeting to order.

IV. APPROVAL OF MINUTES:
October minutes were approved.
V. REPORT FROM COUNTY FIRE:
Chief Lopes distributed and discussed the monthly statistics for the month of September.
Chief Lopes told the commission that the fire department was busy responding to down power lines during
the recent storm.
Chief Lopes told the commission that the fire season officially ended with the big storm.
Chief Lopes advised the commission that there would be a drill on weapons of mass destruction on
November 14, 15 and 16, 2002.
Chief Lopes advised the commission that the fire department is going through the process to become
accredited. Chief Lopes stated that the process will take approximately one year to complete, and a review
every four years once accredited.
VI. REPORT FROM THE SHERIFF'S OFFICE:
Lieutenant Hirokawa distributed and discussed the monthly statistics for the month of October 2002.
Lieutenant Hirokawa advised the commission that armed robberies and commercial burglaries are up.

VI. REPORT FROM THE SHERIFF'S OFFICE CONT.:
Lieutenant Hirokawa told the commission that juvenile disturbances involving alcohol are up.
Lieutenant Hirokawa told the commission that the red light camera systems are down at Wolfe Rd. and
Homestead Rd.
Lieutenant Hirokawa advised the commission that a private consultant from the Maryland State Police
would be coming to Cupertino to review the camera systems. Lieutenant Hirokawa told the commission that
Poltech is the company that maintains the cameras.
Commissioner Dor asked Lieutenant Hirokawa who has the overall decision regarding the fate of the red
light cameras.
Commissioner Riddell made the comment that he would like to see Director Ralph Qualls at the next
meeting to discuss the photo light enforcement program.
Commissioner Darknell advised she would like to contact Ralph Quails herself in an attempt to find out
what the status is with the cameras that are not functioning.
Commissioner Dot asked Lieutenant Hirokawa if a deputy has a choice to ride either motorcycle or a patrol
vehicle during the shift,
Commtss~oner [)or asked Lieutenant Hirokawa if Poltech is working with other cities to install photo light
cameras.
Commissioner Darknell advised Lieutenant Hirokawa that the mayor would like to know what the status is
for the red light cameras that are not functioning.
Vll. COMMISSIONERS REPORT:
Commissioner Darknell advised that the library will be closed for a month and the construction for the new
library will take approximately 2 years to build. The City of Cupertino will open up a temporary library
while the new library is being constructed.
Commissioner Darknell advised the commission that housing commission is working on their manual for
below market value homes.
Commissioner Darknell advised the city is performing a downtown study and they are looking for citizen
input. One of the items that came up for discussion was the fact that the sewer system could potentially
cause a problem for the downtown project.
Commissioner Darkenell advised the commission that City of Cupertino would like to bring the downtown
stores closer to the street to make the city a more walk able community
Commissioner R. iddell made the comment that he does not like the large amount traffic lanes on De Anza
Blvd. And Stevens Creek and he would like to see those lanes reduce.

Vlll. ORAL COMMUNICATION:
Commissioner Darknell advised that she is still unable to open the Traffic Safety Committee minutes and
would like Traffic Technician; Diane Arrants send a hard copy of the minutes to the commissioner's homes.
Jeffrey Trybus told the commission that he would speak with Diane regarding this matter.
Commissioner Darknell advised the commission that she received a call from a Mercury News reporter and
the reporter wanted to know if commissioner Darknell had anything to report for the news.
Commissioner Darknell made the comment that she would like to see the news publish an article to
encourage people to attend city meetings.
Commissioner Dot advised the commission that Code Enforcement Officer, Trybus responded to a trash
complaint from him, and Trybus was able to get a large amount of trash cleaned up on Stevens Canyon Rd.
and San Juan P,d. that was sittiag partially in the roadway and the storm drain.
IX. OLD BUSINESS:
Trybus advised the commission that Marsha Garcia would like to meet with the commission at the
December meeting to receive a possible recommendation on tbe emergency plan she has put together for the
city.
X. WRITTEN COMMUNICATIONS:
Commissioners received a copy of the Stevens Creek Trail feasibility study from Parks & Recreation.
Trybus advised the commission that Parks & Recreation Director, Therese Smith would be going over the
feasibility study with the commission at the December meeting.
XI. NEW BUSINESS:
The feasibility study with Parks & Recreation will be listed as the first agenda item for the December 12,
2002 meeting.
XII. ADJOURNMENT:
The meeting was adjourned at 8:54 p.m.
