PSC 04-08-99 MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION HELD APRIL 8, 1999 CONFERENCE ROOM A, CUPERTINO, CALIFORNIA 7:30 PM L CALL TO ORDER: The meeting was called to order by the Chair, Harvey Checkman. II. SALUTE TO THE FLAG: The Salute was led by the Chair. III. Colla, Sheriffs Department Dep. Bob Gallardo, Sheriff's Department Chief Sporleder, Santa Clara County Fire Department None None IV. APPROVAL OF MINUTES: March minutes approved as submitted. V. REPORT FROM THE SHERIFF'S OFFICE: Lt. Colla distributed crime statistics through the month of March 1999. Lt. Colla advised the commission of the following incidents that have occurred within the past month: 1) A residential burglary occurred where approximately $20,000 in cash and jewelry were taken. 2) An armed robbery occurred at a restaurant where approximately $16,000 in cash and checks were taken. 3) There was an attempted robbery of a bank patron that occurred in the bank parking lot.. No loss was reported. 4) There was a suicide involving an elderly female that occurred at Memorial Park. Deputy Bob Gallardo, one of the two Cupertino School Resource Officers, attended the meeting. Deputy Gallardo provided the commission with an overview of his law enforcement career and an overview of the School Resource Officer program. Deputy Gallardo explained his involvement with such special programs as the Sheriff's Teen Academy, the Youth Court program, Career Days, and the different ways that the School Resource Officers interact with the school administration, the students, and the parents, in positive intervention with a variety of juvenile issues, both crime and non-crime related. Public Safety Commission Minutes Page 2 Regular Meeting of April 8, 1999 Deputy Gallardo provided the Commission with his thoughts on gang activity and graffiti, and drug use in Cupertino. Dep. Gallardo explained to the Commission his involvement with the County wide task force, TAGNET, and the collective efforts of various agencies in tackling the graffiti problem. VI. REPORT FROM COUNTY FIRE: Chief Sporleder distributed fire statistics through the month of February 1999. The Chief distributed a memorandum regarding school fire alarms and the reasons why the schools in the State of California are not required to install and maintain non-manual pull fire alarms. Chief Sporleder provided the Commission with his insights and answered questions from this commission on this issue. VII. COMMISSIONER REPORTS: Commissioner Majewski distributed a flyer on "Operation Strobe Light". The commission decided to place this item on the agenda for the May meeting. Commissioner Zander advised that CARES had a phone tree call up drill that provided the members with areas for improvement to better the response in future drills and for real emergencies. The Chair advised that the dates for the Cupertino Art/Wine Festival are Saturday and Sunday, August 14 and 15. The Chair has communicated with the event coordinator, Traci Garner regarding the commissions involvement. The Chair attended the April Mayor's breakfast. The discussion at the meeting generally revolved around issues related to TCI cable. Staff provided Commissioner Majewski with a certificate of appreciation for his service to the City in serving as a Public Safety Commissioner. Staff advised the commission that City Manager Don Brown will not be able to attend the May meeting due to a schedule conflict, but would tentatively be able to attend the June meeting. VIII.
