PSC 12-13-01 MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION HELD DECEMBER 13. 2001 CONFERENCE ROOM A, CUPERTINO, CALIFORNIA 7:30 PM I. CALL TO ORDER: The meeting was called to order by the Chair, Andy Zander 1I. SALUTE TO THE FLAG: The Chair led the Salute. III. APPROVAL OF MINUTES: November minutes approved. V. REPORT FROM THE SHERIFF'S OFFICE: Captain Bacon distributed and discussed the monthly statistics for the month of November. Captain Bacon informed the Commission that nine juveniles were arrested for breaking and entering into Cupertino high school. The juveniles were all Cupertino high school students and they stole approximately $6,000 dollars worth of computer hard drives. The former students had obtained a master key over a year ago to aid in the burglary efforts. Captain Bacon stated that fifteen plainclothes deputies have been deployed in Cupertino in attempt to catch burglars responsible for the "hot prowl" burglaries. Deputies have come up empty handed in their surveillance efforts. Detective Sergeant Powers believe that a large ring of persons may be involved in the burglaries occurring in the city. Detective Sergeant Powers told the commission that approximately 50 burglaries have occurred since October 1 and 13 burglaries have occurred in the month of November. Detective Sergeant Powers told the commission that persons are entering through open windows between the hours of 6 PM and 11 PM. The burglars are entering through unlocked garage doors between midnight and 4 AM. Public Safety Commission Minutes Regular Meeting of December 13, 2001 Page 2 Captain Bacon told the commission that the homes along 85 have been hit heavily in the rash of home burglaries. Captain Bacon told the commission that the Sheriff's department would be implementing the (eCAP), E- mail Community Alert Program for the residents of Cupertino. This program will allow residents to register their e-mail address with the Sheriff's Office for community alert messages. This program will allow for raising community awareness, minimizing opportunities for crime and increasing the possibility of solving crimes with the public's help. Captain Bacon told the commission that a new theme for the DUI awareness would be "Designate or Incarcerate". The old theme was "Avoid the 13". Captain Bacon told the commission that #1 photo light enforcement camera was knocked down, but APAC is still having problems. Captain Bacon stated that Public Works is reworking the contract with Lockheed that is one of the contractors for the photo light program. VI. REPORT FROM COUNTY FIRE: Assistant chief Lopes distributed and discussed the monthly statistics for the month of November. Assistant chief Lopes advised thru a $55,000 dollar loss occurred at a residence on Gardenia Ave. Assistant chief Lopes told the commission that Sun Microsystems had several systems pull alarms that are located at the City Center. Lopes advised that the recycling bin was set on fire at approximately 9:00 pm and they feel it may be due to employee involvement. Assistant chief Lopes told the commission that traditionally home fires are up this time of year but surprisingly they are down this year. Assistant chief Lopes advised that fire chief Sporleder will be retiring this month. Assistant chief lopes told the commission that special operations will have personnel on duty that have training in hazmat and building collapse itl the fire house, 24 hours. 7 day's a week. Assistant chief Lopes advised that the fire department has an 8-minute or less response time that gives them a 95% response rating. Assistant chief Lopes told the commission that the department is refining the GPS tracking system. The GPS system tracks each vehicle and will dispatch the closest vehicle to the scene to decrease response time. Assistant chief Lopes advised that the State of California would maintain 100 fire trucks throughout the state for mutual aid services. Lopes advised that county fire would be maintaining a fire engine for mutual aid. Public Safety Commission Minutes Regular Meeting of December 13, 2OO1 Page 3 VII. COMMISSIONERS REPORT: Commissioner Zander told the commission that he attended two mayor's breakfasts on November 20, 2001 and December 11, 2001 and nothing was discussed at the breakfast. Commissioner Zander advised that Richard Lowenthal held the meeting this month. Commissioner Zander told the commission that Parks and Recreation department has been working on safety issues concerning the new proposed traiI the city wants to put in place. Commissioner Zander told the commission that the city would not hire a traffic engineer. According to director of public works Ralph Quails another public works employee will be crossed trained for the position. Commissioner Zander told the commission that a third party would evaluate the Klm street closure. Commissioner Zander advised the commission that traffic around the schools would be evaluated. Commissioner Zander advised that traffic complaints have been received concerning Eaton and Faria schools. Commissioner Zander told the commission that the city has given APAC a chance to fix the problems with the photo light cameras or the entire contract will be turned over to Lockheed. Commissioner Zander advised that Lockheed uses hardware-based system and APAC uses a microwave-based system. Commissioner Zander told the commission that he has termed out and this was his last meeting. VIII. ORAL COMMUNICATIONS: None. IX. WRITTEN COMMUNICATIONS: None. X. OLD BUSINESS: The Crossing Guard Safety program was not discussed at this meeting. Xh NEW BUSINESS: The emergency plan will be reviewed at the regular meeting of February 14, 2002 Commissioner Zander suggested that Public Safety be involved at the Childs Safety fair and the Art and Wine festivals.
