PUBLIC SAFETY COMMISSION HELD NOVEMBER 8, 2001

I. CALL TO ORDER:
The meeting was called to order by the Chair, Andy Zander

IV. APPROVAL OF MINUTES:
October minutes approved.
V. REPORT FROM COUNTY FIRE:
Deputy Chief Waldvogel distributed and discussed the monthly statistics for the month of October.
Deputy Chief Waldvogel told the commission that calls for service concerning Anthrax have increased.
Deputy Waldvogel informed the Commission that Fire Department vehicles could be tracked using a GPS,
satellite, tracking system. Computers will know where vehicles are any given time that will help in
response time for calls.
Deputy Chief Waldvogel told the Commission that Fire Department Paramedics would be attending
clinical training classes at Stanford University. These classes will greatly improve the Paramedics field of
knowledge.
Deputy Chief Waldvogel brought in the first responder's biological, nuclear and chemical response kit and
told the commission that these are very expensive kits and only a few fire trucks have these kits on board.
Chief Waldvogel also discussed what the kits can do to save lives and what protection the kits can provide
during a certain type of biological attack.
Deputy Chief Waldvogel brought in a gas mask including filters that firefighters will use in the event of
another terrorist attack.

Deputy Chief Waldvogel told the commission that staff'mg has increased and their will be three extra
firefighters in Cupertino.
Deputy Chief Waldvogel told the Commission that calls for service has increased for the fire department
the last 2-tA months.
VI. REPORT FROM THE SHERIFF'S OFFICE:
Sgt. Burgess told the commission that Cupertino has received 26 anthrax calls since September 11, 2001
and all cases have been unfounded.
Sgt. Burgess advised the commission that Cupertino has received a rash of occupied home burglaries in the
last few months. Sgt. Burgess advised that the perpetrators are entering through the garage or unlocked
bathroom windows to gain entry into the residence. Sgt. Burgess said that detectives are working these
cases due to the high potential for confrontations between suspect(s) and residents.
Sgt. Burgess told the commission that Cupertino is receiving 2 or 3 home burglaries a night and due to the
high number of burglaries, plain-clothes deputies are working the area in an attempt to catch the suspect(s).
Sgt. Burgess told the commission that Halloween night went well and the calls for service was very light.
Sgt. Burgess said that there is still a 100% conviction rate concerning the red light photo enforcement
program.
Commissioner Darknell advised the Sheriff's Department that traffic getting onto Foothill Blvd. From 85 is
very difficult at 8:30 AM.
VII. REPORT FROM EMERGENCY SERVICES:
Mrs. Garcia told the commission that she would be receiving help in updating the emergency plan for the
city.
Mrs. Garcia told the commission that the emergency plan will be user friendly and it will be called, The
Answer Book.
Mrs. Garcia advised the commission that Parks & Recreation is assisting in putting into place the Care and
Shelter for residents that will need temporary shelter in time of an emergency.
Mrs. Garcia told the commission that 40 people attended the Emergency Preparedness training class.
Mrs. Garcia told the commission that she is setting up a terrorism class for the city staff.

Mrs. Garcia stated that the emergency plan has to be approved b5 council. Commissioner Zander told Mrs.
Garcia that he would like the commission to review the plan before it goes to city council.
Mrs. Garcia told the commission that she would have a new office located in city hall.
Mrs. Garcia told the commission that their will be a statewide hospital drill on November 15, 2001 and the
county will also be holding a drill the same day with the Haz Mat tent also being set up.
COMMISSIONERS REPORT:
Commissioner Dor received two phone calls from concerned residents regarding traffic on Foothill Blvd.
At Voss.
Commissioner Zander told the commission that their was no mayor's breakfast.
Commissioner Zander attended the Traffic safety meeting on November 7, 2001.
Commissioner Zander told the commission that a resident wants the city to shut down Kim Street so his
daughter could walk safely to school.
Commissioner Zander advised the commission that Collins school will become a middle school and Faria
elementary school is having traffic problems.
Commissioner Zander told the commission that there was a Ham radio drill on October 13, 2001.
Commissioner Zander told the commission that he would like the PubIic Safety commission to review the
Emergency Plan before it is presented to City Council for approval.
Commissioner Zander advised the commission that individual signs are the schools responsibility and not
the city traffic engineer.
VIII. ORAL COMMUNICATIONS:
Commissioner Dot received two (2) phone calls from concerned residents.
IX. WRITTEN COMMUNICATIONS:
Commissioner Zander received written service for the vacancy's that will be occurring with the Public
Safety Commission.
X. OLD BUSINESS:
The Crossing Guard Safety program was not discussed at this meeting.
