Commissioner Peng called the regular meeting of the Parks and Recreation Commission
to order at 7 p.m.

4. MINUTES OF PREVIOUS MEETING
MOTION: The minutes of the November 2, 2006 meeting were approved 4-0.

5. ORAL COMMUNICATIONS
Teen Commissioner Anshul Baghi spoke regarding the Sports Center Pool area reuse. He
polled 188 students from Monta Vista High School, Kennedy Middle School, and
DeAnza College on what they'd like to have at the Sports Center. The most popular
ideas listed in ascending order were a climbing wall-62 people, paint ball area-35 people,
grass field-27 people, sports court-20 people, gymnasium-18 people, bowling ally-7
people, ice rink-6 people, golf facility-6 people, skate park-5 people, shooting range-l
person, and a boxing ring-l person.
Anshul mentioned that there is no climbing wall in Cupertino, and that's it's healthy, fun,
and in demand in Cupertino among teens. It doesn't take up too much space, and can be
put adjacent to or connected to the face of an existing or newly built building such as a
gymnaSIUm.
At the Commission's request, Anshul will give a presentation at the February 151 meeting
after he gathers more input from teens and adults.
6. NEW BUSINESS
A. Review of catering options for Blackberry Farm Picnic Grounds, with a
recommendation to the City Council.
Supervisor Lamy gave a presentation on different catering options for the Blackberry
Farm Picnic Grounds. The options presented were:
. Option A - No catering service provided.
. Option B - City staff continues to provide a catered barbecue to groups of more than
50 people.
. Option C - Barbecue service available from a list of approved caterers on a percent of
gross revenue basis.
. Option D - Barbecue service is available from a list of approved caterers and catering
contractors pay the City a flat fee per each meal served.
. Option E - Exclusive barbecue catering contractor.
Commissioner Bradford
Stated she would like the public to have the choice of multiple caterers that are "eco-
friendly" but still provide user convenience.
Director Smith
Mentioned that compostable plates, cups, napkins, and utensils will be given to people as
they enter the facility, with an .80-cent built in cost.
Commissioner Greenstein
Asked how much easier the finances would be using option D instead of option C.
Supervisor Lamy
Responded that it would be simpler to count heads and charge a fee accordingly.
Commissioner Chen
Responded that financial audits are very hard to do and are expensive, based on his
experience as a CPA.
Director Smith
Mentioned that the snack bar is a way to attract the high school kids as well, with choices
of different foods including healthier organic meals.
Supervisor Lamy
Mentioned that this is the wave of the future and the City is trying to be ahead of the
curve. With an exclusive caterer or staff caterer, the restrictions and codes would be
much more strict, and the kitchen would need to be brought of to code, costing a lot of
money, for only 6 months per year.
Director Smith
Stated that if a caterer prepares the food in its own facility, and brings it to Blackberry
Farm, the cost would be much less than having someone prepare the food at Blackberry
Farm.
Commissioner Greenstein
Mentioned that he likes the user friendliness of option D.
Commissioner Goodrich
Stated that she also weighed the pros and cons of all the options and recommends option
E because of the high level of efficiency. Option D is appealing due to the flat fee per
meal served.
Commissioner Chen
Recommends option D due to the accounting efficiency, and diversity of food choices for
customers.
Commissioner Peng
Commended staff on the research and chart.
Commissioner Bradford
Said she would like to give preference to Cupertino businesses as long as they can meet
the other criteria in the RFP process. She asked what would happen when patrons are
non-compliant with park regulations.
Director Smith
Stated that unless something more pressing comes up, park rules compliance will be
discussed after the February Sports Center item, at the March Commission Meeting. The
CEQA environmental document's adaptive management which emphasizes
environmental conservation balanced with recreation, will be the st<lrting point for
determining Blackberry Farm park rules and enforcement.

MOTION: To accept option D for multiple vendors carried 3-2.

This recommendation will go to City Council on 1/16/07.
7. MISCELLANEOUS - NO ACTION REQUIRED
A. Reg4Fun presentation
Staff administrative assistant, Mike Bookspun, gave a presentation on the Parks and
Recreation Department's on-line registration system. Reg4Fun is an internet site
providing online registration for Cupertino Parks and Recreation Department Programs.
This service allows people to register for programs within the comfort of their own home
or office with just a few easy steps.
The Reg4Fun website is connected directly into the Park and Recreation Department's
registration database so when a person registers, they're inputted into the class in real
time.
B. Sports Center Open House
Director Smith talked about the upcoming annual Sports Center Open house festivities
being held on Saturday, January 13, 10:00am-2:00pm, and welcomed everyone to attend.
