Chairman Peng called the regular meeting of the Parks and Recreation Commission to
order at 7 p.m.

4. MINUTES OF PREVIOUS MEETING
MOTION: The minutes of the October 5, 2006 meeting were approved 3-0.

5. ORAL COMMUNICATIONS - None
6. NEW BUSINESS
A. Memorial Park neighborhood letter and petition. Should the Commission recommend
that the City Council revisit the Special Events Policy to further restrict the number
and size of festivals in Memorial Park?
Commissioner's Peng and Goodrich recused themselves from this item due to a
potential conflict of interest.
Thirteen Cupertino residents living in the Memorial Park neighborhood attended the
meeting and spoke under public comments. The consensus was that the larger
festivals (the Moon Festival and Mother's Day Festivals) need more enforcement.
The Commission discussed and agreed with many of the residents' ideas.
The consensus was that effective 2007, the larger festivals (Mother's Day and Moon
Festival) would be required to underwrite:
. A designated phone number to a City staff member in charge of monitoring
special events at Memorial Park, and empowered to rectify problems. This
phone number will be available to the festival organizers as well as the
designated block leader in the Memorial Park neighborhood. This will
hopefully allow for clearer, more immediate communication between the
groups, and timely resolution of any festival policy violations such as noise
levels exceeding the allowable limits.
. Private security will be hired to monitor neighborhood parking in lieu of
volunteers.
. Tow trucks will be utilized to keep fire lanes clear.
Tom Walters will be meeting with festival organizers in January and will present
these recommendations. The policy already gives the Director of Parks and
Recreation the ability to add conditions to an event permit, so no further action by the
Commission or Council is necessary.
7. MISCELLANEOUS - NO ACTION REQUIRED
A. Stevens Creek Corridor Park Project Update
On October 17, the City Council directed staff to pursue implementation of the
Stevens Creek Corridor Project with first phase scope of $11.2 million, and approved
a schedule that would deliver the project, April 2009.
B. Consider canceling the December meeting.
MOTION: The Commission voted 4-0 to cancel the December Parks and
Recreation Commission Meeting.
