LIB 12-17-02City of Cupertino Library Commission Regular Meeting December 17, 2002 e CALL TO ORDER At 7:32 p.m. Diana Wu called the meeting to order at Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino. ROLL CALL Commissioners: Diana Wu, Eno Schmidt, Sheila Mohan, Janet Riddell City/County Library Staff'. Mary-Ann Wallace, Julie Famsworth, Carol Atwood Absent: Kathy Stakey MINUTES The minutes from the November meeting will be available next month. ORAL COMMUNICATIONS None. WRITTEN COMMUNICATIONS Diana Wu distributed the Annual report to City Council presented at the 12/2/02 Council Meeting. NEW BUSINESS A. Guest Speaker - George Berhitoe, Chair of the San Jose Library Commission. Ce Mr. Berhitoe described his role with the San Jose Library Commission and its purpose and mission. He stated that the Commission acts as the "voice of the people" and that all commissioners are assigned to work with 2-3 branches as well as the friends groups. They are renovating 16 sites and will be adding 6 new library branches. The Commission will act as the advisory group/construction oversight committee for these improvements. Agenda building for 2003 - Eno distributed a draft of possible agenda items to consider for 2003. Diana asked for feedback and priorities at the next meeting. Update on the move to the Temporary Site - Carol Atwood distributed a memo from Dave Knapp explaining the revised opening date. Julie and Mary Ann felt that the move has been a very difficult process and that they were kept out of the loop by Public Works. The contractor was told that he needed to be finished by 12/16 while library staff was told 11/1. The architectural plans submitted to the library staff were in error, the size of the site is smaller than agreed upon, there hasn't been electricity and the building was only secured last week. Mary Ann is still unboxing and furniture is not in place but the book drop is functioning and she stated that they would be open by 12/30/02. The committee expressed concerns that the same communication problems will occur with the library project. They requested that Terry Green, the project manager, attend each commission meeting to keep them apprized of what is going on. D. Update from the Parking Task Force - Janet stated that the subcommittee has done research and will have their report to the commission next month. E. Idea for Commission's Website - Carol passed out copies of the current site and stated that all Commission web pages have been standardized. She asked for comments at the next meeting in regards to description and program goals. OLD BUSINESS A. Legislative Update - Julie stated that there has been a 72% cut to Public Library Foundation funding. This cut was anticipated and will be absorbed without additional cuts to services for the year. B. Sister Library - The paintings are currently on display at the Senior Center. C. Library Foundation - Eno stated that Dorothy Stow is still looking for co-chairs of the fundraising project. People feel that this is not a good time to be asking for donations and no one has come forward to volunteer to help mn the campaign. D. Friends of the Library - no meeting was held in December. E. Mayor's Tea - Sheila gave a summary of the Mayor's Tea. Items discussed included the Sports Center, State of the City Address and a new complaint tracking system. The Teen Commission is interested in the new library and would like someone from the Library Commission to address their questions. F. Calendar Discussion - None 8. CITY OF CUPERTINO LIBRARIAN'S REPORT No additional report other than item 6b above. e COUNTY LIBRARIANS REPORT The Joint Powers Authority is getting organized to start the 2004 campaign for extension of the Measure A funding. 10. OTHER A. Janet brought the article from Western Cities magazine on Passport services and suggested that the library offer these services. Sheila stated that Union City does this and it is a nice service. Julie will bring it to her board for discussion. B. Janet distributed an article on "The Library as Place - Changing Perspectives". 11. According to American Libraries (Oct. 2002, pp.62-68), Santa Clara County ranks in two consecutive years in its category (population 250,000-499,999). Some measures used by HAPLR to rank public libraries in the United States are: numbers of books checkout per capita, number 0fopen hours, staffratio to population, expenditures per capita, etc; while the state of California ranks 42. 2. Virtual reference, anywhere,.anytime- Q&A Caf6 demonstration to the . commi-qsioners in its October meeting Young adult librarian CJayathri Krishnakanth was' invited to do a live demonstration of this new service that is available to patrons virtually anytime, anywhere. It allows real time live interactive chat with librarians for reference helps. Q&A Caf6 is a consortium in the northern California with about 40 libraries participating. It was merged in OctOber with MCLS in the southern Ca!Jfomia to form a state-wide 24/7 Virtual Service. 3. Temporary location to be open on December 16 The old library building was close on November 17 in preparation for the new building. About 2/3 of the current materials will be moved to the temporary site at 10441 Bandly Dr.. The rest will be put in storage during the construction, and only available via paging services. It has been planned that the groundbreaking will take place in Spring 2003, and the new facility will be open in Fall 2004. A "Frequemly Ask Questions" flyer is available in English and Chinese. All related activities are publicized on the Cupertino Scene, Courier, City's website, and in Chinese World Journal. The Library Commission gratefully appreciated the Director of Public Works Qua!!~ and Chief Architect Greene for their leadership. 4. Attending all quarterly report to the Council Library Commissioners have been very faithfiffiy attending and reporting to the City Council each q,~ner. 5. Formed two subcommittees Temporary relocation and Parking Task Force were fom~ed to study these two specific issues. Guest speaker from Saratoga Library Commission- Marcia Manzo in September, and George Berhitoe in December Communication with commissioners from the nearby cries is one of the new experiments that the Cupertino Libr~ Commission is pursuing this year. The meeting with Chair Manzo of Saratoga was particularly essential because of the timeliness. She shared her experience working with Saratoga City Council in planning for the new expansion library project, tips on fundraising, negotiations with vendors and selecting new furniture, etc. Chair Berhitoe will be the guest in December meeting. He will share the joint h~orary with the San Jose State University. 7. County Librarian Susan Fuller is retiring, new County Librarian Melinda Cenvanto will start at the end of the year. A farewell party was held in September in her honor at the Michael's restaurant in Mountain View. About 250 people attended. 8. More than two million items been circulated in 2002, 21% of all circulated Rem are checked out through self check machines 9. Sister Library- exchange books, and received 12 framed pictures, were in display in the Library, Quinlan, Library received books and 12 framed paintings from our Sister Library in Hsin-Chu, Taiwan. These paintings are the works from a summer drawing competRiom They were in display at the library and Quinlan Center from August to October, and will be in Senior Center from December 2002 to January 2003. In return, Friends of the Library and the City put fund together to purchased 80 items, including books on tapes for the Hsin-chu Municipal Library. Former Mayor Lowenthal presented some of them in person during his visit in May. 10. More then 2900 children signed up for the 2002 summer reading program, 69% completed; 220 signed up for teen summer reading. Librarian Judy Dana visiting senior home. 11. Two commissioners' term will expire at the end of the year; both are highly motivated to re-apply. 12. All commissioners are actively participating in other library support groups: Friends and Foundation Friends of Cupertino Library holds book sale each quarterly. Each sale generates tens of thousands of dollars. All certificates and prizes for summer reading program are generously donated by the Friends. Friends also purchased a self-check machine for 2002 Annual Report for Library Commission submitted by Y. Diana Wu the Library. Commissioner Stakey is a long-tlme board member, who holds various positions. They will not hold book sales during the constmctior~ Commissioner Schmitz is the treasurer for Cupertino Library Foundation.
