Janet Van Zoren spoke regarding clients at the San Andreas Regional Center (Cellter
developmentally disabled) She spoke about the possibility of changing the policy regarding
family members co-signing for applicants for the affordable developments. Her daughter is
developmentally disabled and is need of an independent living situation with rental subsidies
available. Vera Gil stated that there have been abuses of the program and the policies arc pretty
much set as to how we will continue to administer it. Vera also stated that due to the devclopcr
subsidies and the high cost of developing in Cupertino, it is very difficult to target very low
income clients. After a lengthy discussion regarding the problems ['aced by families of
developmentally disabled as well as very low income applicants, Kathy Robinson suggested that
statistics be provided to the committee and submitted in a letter to be discussed as an agcnda
item.
New Business:
1. Discussion of Letter from Joe Madigan to Councilmember Chang: Joe Madigan had a
concern regarding the BMR rental rates and when increases are necessary and how applicants arc
notified. Vera Gil explained that this issue was raised when a resident in a 13MR complained that
her rent was increased significantly and she would be unable to absorb the increase. This
particular complex had changed management and the previous manager had kept the rents stable.
As the cost of rental housing continues to climb this may be a problem that all BMR units will
face, therefore Vera asked for suggestions from members.
Joe Madigan questioned whether the rental increase should be applied to current residents or fin'
those new residents coming into a complex. After committee discussion, Sylvia Machamcr
made a motion that Dick and Cecilia be elected to serve on a committee with Joe Madigan lo
make recommendations and/or presentation to the Council how to handle incrcascs in BMR
rentals. Dick Schuster seconded.
Vote: 4-0
Vera Gil announced that November 11 is the next scheduled meeting and this is ti holiday I'm' thc
City. She asked whether the committee wanted to reschedule or just cancel thc November
meeting. The meeting was cancelled.
