LIB 03-19-96 CUPERTINO LIBRARY COMIIISSION MINUTES March 19, 1996 CALL TO ORDER The meeting was called to order by Chairperson Mary Minow at 7:30 pm. ROLL CALL Present: Jean Bedord Jillian Hgmer Charles Liggett Mary Minow Charles Pow (a,'~'lved at 7:35 pm) Also present: Carol Atwood, Director of Administrative Services Susan Fuller, County Librarian Mary-Ann Wsllace, City Librarian MINUTES Minutes of the February 20, 1996 meeting were approved as written. ORAL COMMUNICATION None WRITTEN COMMUNICATION Budget balances were received by Commissioner Bedord. These will need to be redirected now to Commissioner Minow as the new Cbslrperson. CALTAC (California Association of Trustees and Commissioners) membership for,r,s were received. OLD BUSINESS Sunday Hours: Commissioners voted unanimously to present the city council with a request for extended hours of library service on Sunday for consideration in the budget process. Director Carol Atwood reminded the commission that any recommendations to the City Council for budget consideration must be in by March 29, 1996. The working budget session is tentatively scheduled for May 29, 1996. Goals: The second Library Commission Goal for 1996 was ~mended to: 2. Investigate ways to expand access to nontraditional media. With this correction, the 1996 Goals were accepted as smended. CityNet update: The new computer donated to the library for City Net usage and cd-rom sampling has not yet been put out for public use. City Net are still in the process of deciding on the extent of public access through the library's City Net connection. Librarian Wallace will check to see if the City Net te~::inal can be ready for public use by the April 21st library celebration. Library Foundation: Commissioner Liggett reported that the next meeting of the Foundation will be tomorrow. The Foundation has ordered its first shipment of canvas bags with the Cupertino Library Foundation logo on them. They will be offered for sale at the circulation desk once they are received. Foundation Board Member Gaff West is s~ll working with Barnes & Noble to set up a second author lecture in late spring or early summer. The Foundation now has two subcommittees: Goals, and Grants. Friends of the Library Report: Librarian Wallace reported that the last Friends meeting consisted of the post book sale wrap-up discussion of how the recent book sale went, and suggestions for the next sale. Friends were very pleased at the record $7100 earned. They have approved up to $100.00 to be spent for the Library Open House celebration. Cholrperson Minow asked for the upcoming Friends Book Sale dates. Librarian Wallace reported that the May Sale will be on May 18 and 19. Mayor's Meeting: Commissioner Pow attended the mayor's bagel breslrfast, and commented favorably both on the content of the meeting and on the bagels. Commissioner Hsmer will attend the next bagel bre~ki~ast, scheduled for March 28, 1996. Calendar update: The April 21st Library 25th Birthday celebration was added. NEW BUSINESS City Report: Director Atwood discussed Sunday hours with the commission, and passed out the 1996-97 Budget Preparation Process Budget Calendar. Commissioner Pow asked about the possibility of requesting money to add to the library's book and materials collection, or to reconfigure existing space so as to add seating within the present building. Commissioners discussed capital improvements to the existing library building versus looking ahead several years to an expanded facility. Considering the efficiency of the bui]dlng, commissioners agreed that more useable library service area could be gained in a new building - all on one floor - tb_~n through any possible redesign of the present b~ilding. Director Atwood shared with commissioners the discussion from one of the recent city focus groups of the concept of a modem, 21st century library and conference center, which had also been reported in the local news media. The concepts from these focus groups will be discussed at length in public meetings within the next 15 months, and commissioners will be invited to participate in the discussion and debate. Discussion ensued as to the service objectives and the commission goals for this year. The service objectives are long range in nature. Commission goals are highlighted in the comml ssion's Annual Report, so that members of the public will be aware of the direction that the commission is t~lring. Director Atwood expl_sined the city's ~mplified method for reimbursements for comruissioners' expenses with 1) the Petty Cash Voucher for direct reimbursement of amounts up to $50.00, and 2) the Check Request form to have a check drawn up for amounts over $50.00. Discussion of Library Commission budget amounts ensued. CITY LIBRARIAN'S REPORT Attached. COUNTY LIBRARIAN'S REPORT County Librarian F~ller remlnded the cowmi ssioners of the upcomlug Legislative Breakfast on Saturday, April 20th with State Librarian Kevin Start as speaker. County Librarian Fuller then went over with the commission the report on Fines and Fees which will be under discussion at the April 25th Joint Powers Authority Board Meeting. Fines and Fees are reviewed regularly every couple of years. One of the topics under discussion will be a proposal to drop the fee for reserving books, since the library system functions as a whole, and since the circulation system has cut down considerably on the workload involved. Revenue loss from such a move would be minimal. Also under discussion are video overdue fines. County Librarian Fuller reported that the next Citizen's Advisory Committee meeting will be held on April 17th. COMMISSIONERS' COMMENTS: Commissioner Liggett commented that he is in favor of dropping the senior exemption from fines. Commissioner Bedord passed out information on several CARL products that she had seen at a conference, as well as information on a Dorling Kindersley publishers promotion that may be used as a fundraiser. Coromissioner Hsmer passed the con~mlssion archives on to Commissioner Pow. Cbslrperson Minow congratulated Commissioner Liggett on his letter to the newspaper in support of fo~'~ner mayor, JPA Board Member, and Measure A Chairperson Barbara Koppel's candidacy for county supervisor. Respectfully submitted, Mary-Ann Wallace Community Library Supervisor Cupertino Library City Librarl~n~ Report Facilities: The elevator is out of order and may remain out of order for some ~Jme to come. There is a major oil leak problem. Testing needs to be done, and a work crew will be assigned to repair it, as soon as the tests are completed. On Thursday 3/21 (and possibly Friday 3/22), the south/soccer field side entrance of the library will be blocked for some repair work. Library users will need to use the north/City Hall side library entrance. Signs are posted, and there will be beu'L'icades up and caution tape cutting offthat entrance. Children's Progrsm Librarian Psmela Moore participated in Sedgewick School's Science Night on 2/27 for 50 participants, and Children's Librarian Cheryl Houts participated in Regnart School's Discovery Day on 3/15, doing 4 class visit presentations for a total of 120 attendees. Children's staffhave also been asked to participate in Lincoln School's upcoming Discovery Day on 4/5 and Sedgewick's Discovery Day on 4/9, where our st~Wwill do 3 to 4 class visit presentations each of storytelling for grades K-3. Total attendance for Bonnie Wang's presentation of 4 Chinese storytimes during the month of February was 216. Storytimes so far this month total 8 with a total audience of 364. Class visits to the library this month total 4: two from Portal School, and one each from Montebello, and Bethel Lutheran with a total attendance of 113 students. Ten people took advantage of the library tours in February with Adult Librarian Kate Moyle, and eight people have toured so far this month. In February, I attended two half-day sessions of Business/School Partnership at Cupertino High School for members of the business community to attend classes and exchange ideas with teachers and administrators on how the business community Can best help the high schools to assure that students who are are not going on to higher education, are coming into the community well prepared to tske on a job, and perhaps have had experience in some type of internship or other introduction to the world of w0rk~ng. In March, I also attended for our library system the first in a series of three programs on how libraries are complying with the Americans with Disabilities Act req~i~ements, presented by library consultant Rhea Rubin. The first program at Redwood City Library consisted of a series of exercises to acquaint participants in a smsll way with situations experienced regularly by disabled library users. The next two programs, in Palo Alto and San Francisco, will include presentations from a panel of disabled library users, and also demonstrations of various types of library equipment and technology helpful to disabled library users and other library users as well. Volunteer Hours: For fiscal year 95/96, from July 1995 through February 1996 volunteers have given 3,904.75 hours of their time to the Cupertino Library. That's an average of 488 hours per month. Special Cupertino Library 25th Birthday Celebration: National Library Wcck celebration. This year happens to be the 25th year anniversary of the opening of the original library building here on Torte Avenue, as well as the 8th anniversary of the remodel. We can't let this pass without celebrating, so library staff are planning a 25th Birthday Celebration Party for Sunday, April 21st from 1 to 3 p.m. in the Commullity Room- We're enlisting help from the Library Cornrnision, Library Foundation, and the Friends, and we will be tl~rtlrlng our Hbrary volunteers. We have some good ideas from Commissioners and Foundation Board Members and welcome any others that are possible to bring about in one month's time. We will be advertising this in the local press, on the government channel, and on City Net, as well as in the library. We plan for musical entertainment, refreshments, volunteer thank you's, awarding the library Essay Contest prizes, and an all around fun ~ime!
