CALL TO ORDER
The meeting was coiled to order by Chairperson Mary Minow at 7:30 pm.

OLD BUSINESS
Use of Community Room as a group study room: reagendized to the January
meeting. Librarian Wallace reported on the results of a survey taken in the
children's room that showed little public interest in an after school homework
center at the library. Commissioners asked Librarian Wallace to report on
community room usage with a special emphasis on daytime and particularly
afternoon usage at the next meeting. They also requested that she ask a city
staffperson with a knowledge of structural engineering to look at the library
c0mmtmity room with a view towards replacing walls with glass to see if this is
something that is possible to be done.
Ideas to improve use of space at the library: commissioners shared ideas on
possible reorganization of the current library space.
Home Page: Commissioner Pow reported on progress with both the City Home
Page from his discussions with city staff member Steve Toler and the process
and draft plan by which students at Homestead High School will work on
developing a Web Page for the Library Commlssion. Both Steve Toler and
Homestead Teacher Angela E.Lih have approved the process proposed by
Commissioner Pow. Commissioner Pow will check on how long the students
may work on the project, and once completed, how the commission will arrange
to keep it updated on a regular basis. Commissioners also discussed links from
the library and from the city to the library commission web page and vice
versa, as well as hot links to the Friends and to the Foundation.
Reminder to commissioners from Bill Mannion that there will be a
telecommunications workshop at the Q]~iulan Center in February.
Art Grant: Chairperson Minow has an application from the Fine Arts
Commission for an art contest or art scholarship through the schools that will
be publicized on the web, which may or may not be applicable to the type of
web graphic art that will be done for the Commission Home Page.
Commissioner Pow will investigate this for the commission
Library Foundation: There will be no December meeting. Next Foundation
meeting will be Wednesday, January 15, 1997 at 5:30 pm at the library. The
Foundation's newest member is lawyer Denise Schultz. The Foundation grants
committee did meet and has proposed several possible grant projects to the
Board.
Friends of the Library: The next Friends Book Sale is set for February 15 and
16, 1997. The dates for the three 1997 Friends Book Sales have been set. The
Friends are sponsoring a springtime bus trip to the new San Francisco Public
Library along with the Cupertino Senior Center. No date has been set as yet
for the trip.
MayoFs Bre~lrt~ast: There was no Mayor's breakfast.
Calendar update: The Friends Book Sale date was added.
CityNet: No report.
Chairperson Minow will work on the annual report for the next Commission
meeting.
CITY LIBRARIAN'S REPORT

COUNTY LIRRARIAN'S REPORT
The question of the library's Internet usage policy has come up recently due to
a challenge received in Morgan Hill, and will be discussed at the January JPA
meeting. The library's Internet usage is without filters. The library does not
police Internet usage. There are first amendment issues and legal issues, as
well as personal responsibility issues involved.
The library and the San Jose Mercury News will be jointly holding symposi~ms
in the month of March on internet usage in the library. Besides stsfffrom the
San Jose Mercury News, st~ff from the Tech Center Museum, the Center for
Applied l~thics at Santa Clara University, Common Ground, and Smart Valley
are also participating.
At the JPA meeting on January 23, 1997, we will be welcoming 4 new JPA
Board Members out of a total of 11 members. The quarterly JPA meetings are
held on the 4th Thursday from 1:00 pm - 4:30 pm at the Quinlan Center
except for the f~ll meeting location, which rotates smong the member libraries.
COMMISSIONERS' COMMENTS and AGENDA BUILrHNG:
Commissioner Liggett announced that this would be his last meeting, as he is
going offthe commission after serving for 6 years. Commission interviews will
be held before the January meeting. All present thanked him for his excellent
service. The tee'ms of commissioners Minow and Pow are also up in January.
Currently, both are planning to re-apply.
The commission's Annual Report will be agendized for the next meeting.

Children:
Homework survey in the Children's Room indicated little interest in any
type of homework center at the library.
Adults:
Sunday Service Hours survey results pointed up 2 p.m to 4 p.m. as the
most useful time, followed by 12 noon to 2 p.m., and then 4 p.m. to 6 p.m. Very
few respondents indicated 10 a.m to 12 noon to be a useful time for them to use
the library.

All of which are available at the library.
In addition, Commissioners received the Sunday Service statistics,
copies of the Homework Survey, the Sunday Library Service Hours Survey,
and inforl-ation on a proposed Friends / Senior Center trip to the San
Francisco Public Library. The Cupertlno Host Lions Club has donated $250 to
the library via the Foundation, specifically for the purchase of materials for
people with sight impahments. The library thanks the Cupertino Host Lions
Club, and is using the money to add $250 in large type books to its collection.
