CALL TO ORDER
Chairperson Sheila Mohan called the meeting to order at 7:30 p.m.

NEW BUSINESS
New Commissioner: Chairperson Sheila Mohan introduced new Library Commissioner
Kathy Stakey. Kathy is a local realtor, who has been very active in the Cupertino
Chamber of Commerce and in the Friends of the Cupertino Library. Kathy has served as
Secretary for the Friends, and is currently serving as Treasurer. She has lived in
Cupertino for 22 years. She is very interested in the library's programs for children and
especially for teens, whom she feels often fall through the cracks without enough
programming and activities aimed at their interests. She would also be interested in
having a Story Time on the local channel.
Representation on the New Library Building Committee: After some discussion,
commissioners decided to appoint Chairperson Sheila Mohan to the committee, along
with co-alternates Commissioner Mary Minow and Commissioner Yuhfen Diana Wu.
Chairperson Mohan will check with the city to see if there are any objections to
appointing co-alternates.
OLD BUSINESS
Electronic Discussion Group: The commission would still like to pursue an electronic
discussion group in order to make the library commission more accessible to the
community. To that end Commissioner Minow has drafted a letter to State Senator
Byron Sher. The commission passed the letter along first to commission liaison, Director
of Administrative Services, Carol Atwood, and to City Clerk Kim Smith for approval. In
terms of an electronic forum, there are still many decisions to be made. Would it be
moderated or not? If moderated, how and by whom? Action would only be taken at
actual commission meetings. Agreements on actions would only be taken at actual
commission meetings. If an electronic discussion group were to be formed, it would be a
forum to exchange ideas with no summary provided. The commission still has an active
interest in pursuing this.
Election: Measure A. The commission is thrilled that the measure passed by 71%.
There was discussion of the hard work of many library supporters that went into the
passage of the measure, and the next steps to be taken.
Standing Reports:
Legislative Update: Proposition 14 also passed statewide. The actual rules for applying
for grants under Prop 14 will not be ready for approximately a year, but all of the cities in
the County Library with building projects will apply for funds.
County Librarian Susan Fuller and Administrative Services Manager Gay Strand are
working very hard with legislators on the ERAF return. There are 25 Special District
Libraries in the state who have not had their ERAF funds returned.
Sister Libraries: The display of the work of students in the 4th and 5th grades at Sedgwick
School in retelling American folktales in their own words and illustrating them will
continue to be displayed in the library. There is hope of some local newspaper coverage
before the exhibit is sent on to Cupertino Library's Sister Library in Hsinchu City,
Taiwan.
Library Foundation: The next meeting of the Library Foundation will be on Monday,
March 27, 2000. That meeting will have the annual election of officers. Due to schedule
conflicts, the Foundation will meet on the 4th Monday for the next few months.
Friends of the Library: The Friends held their annual meeting with election of officers on
Monday, March 13, 2000. The new slate of officers: Kathie Mulvey, President; Judy
Scharpen, Vice President; Kathy Stakey, Treasurer, Rose Seay and Margaret Zipp, Co-
Secretaries; Curt Woodruff, Booksale Chairperson; Donna Van Schaack, Hospitality
Chairperson; Julie Goodman, Membership Chairperson; Colleen James, Publicity
Chairperson. Non-elected Board Members: Jean Gallup, Immediate Past President; Lois
Woodruff, Past President; Kathie Mulvey, Newsletter Editor. The Friends will hold heir
next meeting on Monday, April 10, 2000.
Mayor's Breakfast: Commissioner Wu attended and reported on the Mayor's Breakfast.
Calendar: No additions at this time.
CITY LIBRARIAN'S REPORT

COUNTY LIBRARIAN'S REPORT
Deputy County Librarian Julie Famsworth reported for County Librarian Susan Fuller.
SEIU Local 715 has been very active both nationally and locally to get benefits for extra
help employees, who are less than 20 hour-a-week workers. Union workers have visited
City Council meetings in the cities we serve, and had brought a lawsuit, which has since
been settled. The negotiated agreement uses 1998 as the base year for extra help usage in
the county library. For each year after that, there is to be a 10% cut in extra help usage,
so that there will be a 35% cut by 2002. We are meeting and exceeding the reduction in
extra help usage goals.
There will be a JPA budget meeting on April 6, 2000, a JPA Finance Committee meeting
on April 19, 2000, and the regular JPA meeting will be held on April 27, 2000 at
Campbell Library. The next JPA meeting after that will be on June 22, 2000.
The Internet Policy will be revisited at the April 27, 2000 JPA Board meeting. Our
policy has been in effect for two years. The public seems satisfied with the compromise
that was worked out.
CLA (The California Library Association) Conference will be held in Santa Clara in the
fall. There will be a one-day session offered on Technology and the Future of Libraries.
COMMISSIONERS' COMMENTS AND AGENDA BUILDING
Commissioner Wu has renewed the commission's membership to CALTAC (California
Association of Library Trustees and Commissioners) for this next year.
Commissioner Minow will be serving as one of the state trainers on April 1 and 2, 2000.
Commissioners will invite Cupertino's JPA representative Richard Lowenthal to the next
commission meeting.
Commissioner Stakey is interested in Story Time on the local channel and Teen
Programs.
Member of the Public and Leadership Cupertino participant, Steve Long, manager of the
local McWhorter 's, told the commissioners that he had enjoyed the lively discussions at
the meeting.

The meeting was adjourned to Tuesday, April 18, 2000 at 7:30 p.m.
