MINUTES
The Minutes of the April 18, 2000 meeting were accepted as written.
ORAL COMMUNICATION
At Commissioner Minow's invitation, Julie Phillips and Pat Comely of De Anza College
Environmental Studies discussed the college's new Environmental Studies Building as a
state of the art energy-efficient and ecological design. The 34,200 sq. ft. building will
cost $12,000,000 to build, $6,000,000 of which the college is currently in the process of
fundraising. It will include nontoxic building components, orientation for passive solar
benefits and natural lighting, photovoltaic roof panels for electrity generation, will be
built to withstand earthquakes, and will serve as a model of climate responsive energy
efficiency. The building has been designed by Van der Ryn Architects in consultation
with well-known energy expert Dr. Donald W. Aitken, Ph.D.
Currently there are no public buildings with all of these features, although the White
House in Washington, D.C. with some recent greening modifications has saved about
$300,000 in energy costs over the last couple of years.
Commissioners asked about key language, such as energy efficiency, and climate
responsiveness that might be included in the library's RFP.
WRITTEN COMMUNICATION
The commissioners received e-mail from Ronda Hoxsie with her view on the library
building site.
The commission also received a memo from Dr. Kenneth Starr, State Librarian, on the
CALTAC (California Association of Library Trustees and Commissioners) state training
for trustees and commissioners for maximum effectiveness. Commissioner Minow is one
of the trainers. The trainers present a three-hour training program, which is aimed
primarily at training commissioners in rural libraries. Commissioner Minow offered to
do an abbreviated version of the training for the Library Commission.
The Cupertino Library Commission manual is being used by CALTAC as a model and
training guide for library commissioners statewide.
NEW BUSINESS
None.
OLD BUSINESS
The possibility of an ERAF return has died for this year. It did not show up in the
governor's May Budget Revise. The governor seems adamantly opposed to approving
any returns that would involve on-going revenues. The Santa Clara County Library's
ERAF loss this year alone amounts to $7,000,000. County Librarian Susan Fuller and
County Library Finance Manager Gay Strand are committed to working on getting the
ERAF return included in a bill next year.
Standing Repons:
Legislative Update: It will be a year before the rules for Prop 14 grants will be issued.
A question was raised about when the library will install a web-based catalog. The web-
based catalog is on order.
Sister Libraries: The folktales display has come down, and will be sent to Hsinchu City at
a later date.
Library Foundation: The new Board is hard at work. The next meeting of the Library
Foundation will be on Monday, May 22, 2000. Due to schedule conflicts, the Foundation
has been meeting on the 4th Monday rather than on the 4th Wednesday.
Friends of the Library: The third issue of the Friends newsletter was just published and
sent out to the entire membership. Immediate Past President of the Friends, Jean Gallup,
will receive a CREST award on Thursday, May 18, 2000 at 7:00 p.m. at Quinlan Center
for all of her volunteer efforts on behalf of the Friends and on behalf of the library. The
Friends will hold their May booksale this coming weekend on May 20th and 21st. The
next Friends meeting will be held on Monday, June 12, 2000.
Mayor's Breakfast: Commissioner Pow attended and reported on the Mayor's Breakfast.
The next Mayor's Breakfast will be held on June 13th. Chairperson Mohan will attend if
possible. Commissioner Wu will attend as an alternate, if necessary.
Council Member Lowenthal asked commissioners to help set goals for increasing the
usage of the self checkout machines in the library by asking for a monthly report on the
usage.
Commissioner Stakey said that she would try to find some volunteers to spend time at the
self checkout machines at busy times, helping people to notice them and to learn how to
use them.
Commissioner Minow suggested that the library might want to try one express checkout
line for 5 items or less to encourage use of the self checkout machines.
Deputy County Librarian Julie Famsworth and Cupertino Librarian Mary-Ann Wallace
will visit Richmond Library, B.C. in June to see how that library does 85% of its
circulation on its self-checkout machines. The library will try the express checkout and
having volunteers help with self checkout, and will report on progress at the next
meeting.

CITY LIBRARIAN'S REPORT

COUNTY LIBRARIAN'S REPORT
Deputy County Librarian Julie Famsworth reported for County Librarian Susan Fuller.
Santa Clara City Library will also be building a new main library in the near future.
The May revise of the governor's budget did not include an ERAF return for the 25
special district libraries in the state, which lost those funds in 1992.
The JPA (Joint Powers Authority) meeting went well. The JPA Board passed the library
budget with only minor questions. The JPA Finance committee had asked and had
received answers to their many detailed questions at their earlier meeting.
COMMISSIONERS' COMMENTS AND AGENDA BUILDING
Chairperson Sheila Mohan is the Library Commission representative to the Library
Building Committee. Commissioners Mary Minow and Kathy Stakey will serve as
alternates. Commissioner Stakey will attend the first meeting of the Library Building
Committee tomorrow, May 17, 2000.
Commissioners Minow and Pow attended the Legislative Breakfast in April. This year's
speaker was Brian Godbe of Godbe Research & Analysis. In the future, they suggest
putting a reminder on the commission calendar about 3 to 4 weeks before the Legislative
Breakfast to invite the members of the City Council to attend with the commissioners.
Commissioner Minow will present a talk entitled "Disability Access to Electronic
Information" at a Libraries and the Law conference in Milwaukee, Wisconsin next week.
Commissioner Minow will not be able to attend the June commission meeting.

Staffing:
Adult Reference Librarian Jeff Leming, who is filling one of the term-limited
codes, is also working extra hours as the Central Reference Librarian here at Cupertino.
Fulltime Library Clerk II Lisa Bonnet has left the county library for a job in the
private sector. Halfiime Library Clerk II Brian Bartholomew transferred into the fulltime
code as of May 15th. Halfiime Library Clerk II Christine Hyland will work extra hours
up to fulltime. New Halftime Library Clerk I Padma Rengarajan started on May 15th.
Other new hires are Marta Drudis, Diana Galvan, and Maeoll Kim, all hafiime Library
Clerk I's.
Children's Program Librarian Pamela Moore will be teaching a class at San Jose
State University this summer, entitled "Storytelling in a Digital Age."
Programs, Collections, and Services:
Thanks to a thoughtful and generous gift from Mrs. Cynthia Lee, Cupertino
Library will be able to offer a Special Series of Storytimes in Mandarin Chinese
during the month of June this year to coincide with the Chinese Dragonboat Festival
(June 6th). This Special Series of Storytimes will be presented by Children's Librarian
Bonnie Wang on Wednesday evenings at 7:30 p.m. on June 7, 14, 21, and 28. Mrs. Lee's
girl also will provide an addition of books in both English and Chinese to our children's
collection. A flyer on the series is available in the library.
Because of community requests, we are adding a New Talking Book section in
the New Book area. All of the collections there will be moving down a bit to make room
for this new section. The move will be completed by the end of June. This area, to the
right of the adult reference desk on the main floor, will start with the Friends Bestseller
collection. We will be changing the labels on the Friends Bestseller collection also, so
that they are easier to distinguish from the regular new Fiction and new Non-Fiction. To
the right of the Friends Bestsellers will be the New Fiction sections, and the New Talking
Books section.
The theme for Summer Reading Club this year is: Library Kids Lead the Way!
The theme for the Teen Summer Reading is: Get a Clue! Publicity posters and flyers
will be available in the library soon.
Special:
Jean Gallup (the Immediate Past President of the Friends of the Cupertino
Library) will be honored with a CREST AWARD for all of her work with the Friends
and for the library along with 7 other community volunteers and volunteer organizations
on Thursday, May 18th at 7 p.m. at the Quinlan Center.
Next Friends of the Cupertino Library Booksale will be held on May 20th and
21st. Flyers are available in the library.
