MINUTES
One correction needs to be made in the November 20, 2001 Minutes. It was the
Cupertino Library Foundation whose annual mailing went out to the community in
November, not the Friends of the Cupertino Library. The Minutes of the November 20,
2001 meeting were approved as amended.

NEW BUSINESS
Commissioner Schmidt reported on the CALTAC (California Association of Library
Trustees and Commissioners) workshop, IT Survival Skills for Library Trustees and
Commissioners, that he attended on 9-22-01. Joan Frye Williams was the keynote
speaker. She talked about the need to nurture lifelong learning, and suggested ways in
which commissioners could serve as a bridge to the public. She suggested that
commissioners always keep in mind the questions: "How does it benefit our library
users?" and "What can be done differently?"
When people ask, "why do we need libraries, when we have computers with Internet
access?" she suggested that commissioners think of the computer as another one among
many library tools. Computers and books do mix, according to Williams, and both will
be around for a long time.
Commissioner Schmidt summarized the key points of the presentation on one sheet for
commissioners, and provided copies of the workshop handouts 1) on the Continuing Role
of the Library and 2) Matching Technologies to Service Goals.
Chairperson Stakey thanked Commissioner Schmidt for his lively and thorough
workshop report.
Commissioners discussed what new steps they might take to publicize library services
and successes. One suggestion was to report to the city council quarterly on library
successes, as part of the public comment at the beginning of council meetings.
This would be in addition to the more formal annual report from the commission to the
city council.
OLD BUSINESS
Standing Reports:
Legislative Update: State Senator Jackie Speier wants the governor to revisit an ERAF
return bill that she has developed. She is asking library Friends groups around the state to
collect signatures on petitions that will be sent to the governor in support of the ERAF
return bill. County Librarian Fuller will have copies of the petition by the next meeting.
Sister Libraries: Commissioner Wu reported on her visit to Taiwan. The new Director of
the Hsinchu City Library would like to continue the Sister Library relationship. A
delegation plans to visit Cupertino at the time of the Moon Festival. April 4th is a
Taiwanese Children's Day celebration, and they will celebrate during the whole month of
April in Taiwan. Hsinchu City Library plans to present a Harry Potter program in April
as part of the celebration.
While in Taiwan, Commissioner Wu also visited the university, which was her alma
mater. She was given a copy of a video of an ancient Chinese wedding ceremony that
was sponsored by a research grant. Commissioner Wu will also give a copy to the
Cupertino Library.
Library Foundation: The foundation will not meet in December. Returns from the annual
mailer are being received. The next meeting of the foundation will be held on
Wednesday, January 23, 2002.
Friends of the Library: The Friends held their annual holiday meeting on December 3,
2001, where they wrapped paperback books that they had purchased as gifts for children
and teens for the CCS holiday baskets. The Friends look forward to this annual event to
support literacy and to encourage children to become lifelong readers. The next Friends
membership meeting will be held on Monday, January 14, 2002.
Mayor's Breakfast: Commissioner Wu attended and reported on the Mayor's Breakfast in
December. Commissioner Mohan plans to attend the Mayor's Breakfast in January.
Calendar: Commissioner Schmidt sent out the calendar electronically in advance of the
meeting. There were no corrections. Commissioners began to suggest items for the 2002
calendar.
CITY LIBRARIAN'S REPORT
Attached.
COUNTY LIBRARIAN'S REPORT
County Librarian Fuller reported on the survey conducted by the library on the feasibility
of mailing books on hold to the public. The majority of people who answered the survey
indicated that they would not be interested in paying more than $2.00 for the service.
Since that amount does not cover the cost of the service, the library will not mail books
on hold to the public at this time. The library may revisit this issue in the future.
COMMISSIONERS' COMMENTS AND AGENDA BUILDING
Commissioners want to invite the new City Council members to upcoming Library
Commission meetings.
Commissioner Wu will be attending ALA Midwinter Conference. She did a presentation
on the Q & A Cafd virtual reference service at both her alma mater and at the Hsinchu
City Library on her recent trip to Taiwan.
Chairperson Stakey reminded commissioners to begin thinking of library services and
successes that can be presented to the City Council on a quarterly basis. Commissioner
Schmidt agreed to make the first quarterly presentation.
ADJOURNMENT
The meeting was adjourned to Tuesday, January 15, 2002 at 7:30 p.m.
Note:
The Minutes are unapproved until the following Cupertino Library Commission
meeting, where any corrections are noted.
Respectfully submitted,
Mary-Ann Wallace
