LIB 01-03-07 Library Commission Regular Meeting January 3,2007 1. CALL TO ORDER At 7:11 p.m. Commissioner Sheila Mohan called the meeting to order at Cupertino City Hall, 10300 Torre Avenue, Conference Room 100, Cupertino, CA. 2. ROLL CALL Commissioners: Ron Miller, Kathy Stakey, Sheila Mohan City/County Library Staff: Mary-Ann Wallace, Melinda Cervantes; Carol Atwood Absent: Janet Riddell; Susanna Tsai 3. ELECTION OF OFFICERS Commissioner Stakey nominated Commissioner Miller for Chair, Sheila Mohan seconded and motion passed unanimously with Commissioners Riddell and Tsai absent. The Commissioners deferred election of all other officers until February when the newly appointed commissioners are present. 4. MINUTES Commissioner Stakey moved to approve the minutes from the November 1, 2006 regular meeting. Commissioner Miller seconded and motion passed unanimously with Commissioners Riddell and Tsai absent. 5. ORAL COMMUNICATIONS None. 5. WRITTEN COMMUNICATIONS Melinda Cervantes reminded everyone of the Library Friends and Commissioners Forum on January 13th. 6. CITY OF CUPERTINO LIBRARIAN'S REPORT Mary-Ann Wallace reviewed the monthly reports from November and December. . (See Attached) Mary-Ann announced to the group that she would be retiring the end of January, 2007. She will be missed. 7. COUNTY LIBRARIAN'S REPORT Melinda Cervantes reviewed the monthly report. (See Attached) 8. NEW BUSINESS A. Budget Proposals - Parking Recommendations The Commission discussed the need for additional parking and decided to resubmit the proposed parking configuration requested during the CIP budget process for 2006/07. It was felt that since the city was in a better financial position this year and the need for parking still exists, that the proposal should be reconsidered. In addition, Commissioner Stakey wanted to ask for a two hour parking limit on Torre A venue also and stated that it would be nice to add a handicap place. Additional Hour Recommendation Staff was asked to prepare additional proposals for a cost of $120,000 for the City Council to consider on January 16th. Melinda Cervantes stated that the only option that meets our budget is to add two additional hours on Sunday and Tuesday mornings. The Commission noted that since the earliest any additional hours could go into effect was April 2007 due to recruiting new personnel, that the residual of the unused budget be used this fiscal year only towards the purchase of two self-checkout machines and associated cabinetry ($55,000) and any residual to go to the adult book collection in the Cupertino Library. Commissioner Stakey moved to approve the purchase of two self-checkout machines and associated cabinetry in the amount of $55,000. Commissioner Miller seconded and motion passed unanimously with Commissioners Riddell and Tsai absent. C. Movie Rentals Carol Atwood suggested that the library look into a new movie rental service currently offered by Albertsons. It is extremely low cost and for most popular movies. The commissioners agreed to check it out. 9. OLD BUSINESS A. Outstanding Building Issues Mary Ann stated that they have met with the architects and Terry Green and they are making progress on the lighting in the Children's Area and other issues on the list. One major issue that was discussed is the delay of the installation of the new automated materials handling system exterior drops, now two months behind. B. Coffee Society Connection Carol stated that this would be on the City Council agenda for January 16th. Public Works has identified that installing a window between the Coffee Society and the Library would cost approximately $50,000. The staff report will identify the item and associated cost and include the fact that the Commission is unanimously against this proposal. C. Friends of the Library Commissioner Stakey mentioned the book sale coming up on February 10th - 1ih. In addition, they wrapped 80+ books for CCS for Christmas and contributed 35 books to Camp Castaneda. D. Library Foundation It was noted that the Cupertino Library celebration was successfully held on October 29 and library FF&E loan was paid off. They will be looking at the suggestions from that event in the upcoming months. January 3,2007 Library Commission Minutes Page 3 10. CALENDAR The Commission deferred review of the calendar until next month. 11. AGENDA BUILDING Welcome of new commissioners will be added to the February agenda. 12. REPORTS BY COMMISSIONERS Commissioner Stakey asked to be notified of the legislative breakfast in Palo Alto. In addition, she asked that the city sign up the new commissioners in CAL T AC when they are appointed. Discussions followed on Google's endeavor to provide books on-line. 13. ADJOURNMENT The meeting was adjourned at 9:02 p.m. ~w a~1frlJ Carol Atwood, Staff Liaison 1-3-07 Community Librarian's Report Mary-Ann Wallace Thanks to our wonderful patrons, Santa Clara County Library has once again been named #1 in its population served category by Hennen's American Public Library Ratings (HAPLR), and the Cupertino City Council presented a proclamation to commemorate the honor to County Librarian Melinda Cervantes at its November 6th City Council Meeting. The City Council also presented a plaque to Community Librarian Mary-Ann Wallace on her 35 years of service with Santa Clara County Library. Cupertino's Children's Librarians were amazed at the wonderful creativity shown by the schoolage kids, who came on November 16th to craft a puppet based on their favorite book character. There were 32 children, who dropped by to do this, having great fun making creative use of all the supplies, and crafting some fabulous puppets. Junior High students are invited to join the monthly Get Tech Scavenger Hunt, featuring science questions to puzzle the mind. Weare looking forward to seeing how many local tweens will participate in answering questions online or in the library to win pnzes. Children's Librarian Judith Blight had 16 very eager participants in her book discussion and trivia quiz of The Lightening Thiefby Rick Riordan on Thursday, December 28th. Thanks to our Friends for supporting this program and many others! Our most exciting new service is coming together, bit by bit. Our AMHS (Automated Materials Handling System) installation has taken longer than anticipated, not because Cupertino is the largest installation in size, but because of concerns on the part of city staff with work that needs to be done on the exterior of the new library building. On Thursday, November 29t\ the AMHS started running in test mode, and the library opened the interior return slot for the public on Tuesday, December 5th. Cupertino Library patrons are enjoying the automated returns via our interior AMHS slot. Work on the exterior of the building still has to be completed before the exterior returns are available for public use. We hope that it won't be too long into the new year before our AMHS is fully functional! Librarian Judy Dana booktalked 2 pages of lively, mostly book (but also other format) Winter Holiday Gift Ideas for all ages. She had an audience of 11 people at her afternoon presentation in the Library Story Room on November 15th; she shared it again with 6 attendees on Thursday evening, December 7th and with another 18 attendees at Chateau Cupertino on Tuesday, December 1ih. Thanks to the Friends of the Cupertino Library for spreading holiday cheer throughout the library with beautiful decorations at all ofthe library service desks and in the staff room. Thanks to City of Cupertino Maintenance staff, who recently installed mecco shades upstairs on the second floor on the east-facing windows along the courtyard and into the quiet study room. This has already made a noticeable difference in the temperature in those areas on warm days, and we know it will provide much needed relief from both heat and glare, especially during the summer months. There has also been some progress on the lighting problems in both the Children's Story Room and the Beginning Reader area. A meeting was recently held by City Architect Terry Greene with architects from SMWM, City Maintenance staff, and Community Librarian Mary-Ann Wallace to discuss alternative lighting schemes for both areas, and we are hoping that actual work will be started sometime soon in the new year. January, 2007 will be a busy program month at Cupertino. On Saturday, January 13th, an Adult Scrapbooking Program will be held in the Story Room at 2 p.m. This program required pre-registration for the 25 spaces, and is full. Interested people may sign up on a waiting list for a future presentation. This program is sponsored by the Friends of the Cupertino Library. Saturday, January 20th is the date for 2 programs here at the library. The first program is a Tech Challenge: Physics - as much fun as a roller coaster! This is an interactive, hands-on science program for ih and 8th graders from 10:30 am to 12 noon in the Story Room on the main floor. Participants must pre-register at the library, and the registration is filling up fast. The second program on January 20,2007 is a Genealogy Workshop from 10:30 am to 12 noon in the Library Training Room on the second floor. Join Genealogy Librarian Mary Hanel to find out how to search for genealogy information from the library subscription databases and web sites. This hands-on workshop was limited to 20 spaces, and is full. Interested people may sign up on a waiting list for a future presentation. Librarian Judy Dana's next booktalking program will have a change of date. Booktalksfor Adults will be held on Wednesday, January 24,2007 from 3:30 to 5:00 pm in the Story Room on the main floor, and will return to its regular schedule in March. Join Cupertino Library and the San Jose Rep for a "Page to Stage" program in which Kirsten Brandt, Resident Director of the San Jose Rep, will take us behind the scenes for the 50th anniversary of Eugene O'Neill's masterpiece, Long Day's Journey into Night on Saturday, January 27,2007 from 2 to 3 pm at the Community Hall, next door to the library. Library Commissioners Report Melinda Cervantes, County Librarian Santa Clara County Library January 2006 1. The winter issue of the Library Newsletter was mailed the last week in December. Included in this issue are Silicon Valley Reads 2007 Events and many other programs offered at our libraries through the month of April. 2. The California Library Association (CLA) Legislative Day in the District is scheduled for January 26th and February 2nd. The CLA/CSLA Library Legislative Day in Sacramento will be held on Wednesday, April 18, 2007. 3. The 3rd Annual Library Friends and Commissioners Forum will be held on Saturday, January 13th from 9:30am - 12:30pm. Save the date! 4. The next meeting of the Library JPA Board is scheduled for January 25,2007 at 1 :30pm at the Library Administration Offices, Los Gatos.
