7. Director Dowling stated that "the issue before the Commission this evening is to evaluate the
information we have regarding the Planning Commission's request to consider additional park land in
neighborhood L-1 and L-2." Director reviewed Attachment A - Neighborhood map, Attachment B -
Table of Parks and Recreation acreage by neighborhood, Attachment C - Table of Parks and Recreation
land needed in acres/thousand people.
In response to Commissioner Buhler's questions, Director Dowling outlined the basic terms of the
maintenance contract and what the benefits and costs are for the city.
After additional clarification questions, Commissioner Hendrickson moved to recommend to City
Council and Planning Commission consideration for modifying the open space acquisition plan to
include neighborhoods L-1 and L-2 during the next General Plan update. Commissioner Hopkins
seconded the motion. After discussion, Commission agreed they wanted to include discussion of the
maintenance agreement in their motion. Vote: all five commissioners voted against the motion. Motion
did not pass.
Commissioner Buhler moved and Commissioner Hendrickson seconded the motion to recommend to
City Council and Planning Commission that consideration be given to amending the General Plan to
preserve school district open space in L-1 and L-2 either by acquisition or through establishment of a
maintenance contract. All in favor. Motion passed.

8. Chairman Quinlan and Commissioner Buhler reported on the sessions they attended at the annual
C.P.R.S. conference.
MINUTES OF PREVIOUS MEETING
9. Commissioner Lohmiller moved and Commissioner Hendrickson seconded the motion to approve the
minutes of the February 2, 1995 Parks and Recreation Commission meeting. All in favor. Motion
approved.
10. Commissioner Lohmiller moved and Commissioner Hopkins seconded the motion to approve the
minutes of the March 1, 1995 Parks and Recreation Commission meeting. All in favor. Motion
approved.
WRITTEN COMMUNICATIONS
11. None
MONTHLY REPORTS
12. Director reported that we dedicated our fifth facility in the school improvement projects. The
dedication was at Hyde Junior High School on March 29, 1995.
13. Commissioner Hopkins reported on the upcoming Cherry Blossom Festival. Commissioner Lohmiller
reported on the Fremont Older Master Plan meeting and let everyone know that if they had any
suggestions for re-naming the site, he could bring those suggestions to the next meeting on April 18.
MISCELLANEOUS
14. There was no legislative update.
15. There was no report on the Mayor's breakfast meeting. The next meeting is scheduled for April 27.
16. Director reported on the status of the ropes course. Director reported that Commissioner Buhler brought
back from the conference some legislative materials about some upcoming pieces of legislation. They
are trying to get legislation passed that cleans up the fingerprinting requirement and makes the process
more responsive.'
ADJOURNMENT
17. Commissioner Hopkins moved and Commissioner Buhler seconded the motion to adjourn at 8:45 p.m.
to the regular meeting of the Parks and Recreation Commission on Thursday, May 4 1995, 7:00 p.m.
Council Chambers. All in favor. Motion carried.
