7. Director stated, "Back in September this commission made a recommendation to the Santa Clara
County Parks and Recreation Department regarding the county-wide trails plan. The county reviewed
our comments along with hundreds of other comments and then responded to each of those as required
by the environmental review process. Their response was that they hear what you are saying but they
think that it is "ok" and it has been covered. With each of the three issues there still is some work to be
done once the implementation phase of the trails plan becomes a reality. My reaction to the comments
to our concerns, as well as many other agencies and individuals, is that they think they have a pretty
good handle on the fire 'situation. It certainly will be no worse with the trails plan. With regard to police
protection, it is clear that part of the planning of each individual trail must include some mitigation for
police services. That will become an important issue once the implementation phase begins. With
regard to the land use, there has always been a disagreement between property owners and advocates of
trails about the impacts of trails on the value of land and any subsequent uses that might be on that
land. The County has met their obligation in terms of C.E.Q.A. (California Environmental Quality
Act). Last night there was a joint meeting between the County Parks and Recreation Commission and
the County Planning Commission. At the conclusion both commissions adopted the plan unanimously.
Now this goes on to the County Board of Supervisors for final adoption. All of the mitigation factors
become part of the planning strategy for future implementation."
This was an information only item. There was no action required by commission.

Director stated, "In 1990, a Master Plan for the renovation of Somerset Square Park was completed.
The city was not able to implement the Master Plan initially because a regional drought precluded
renovation projects. After the drought, the city had to further postpone the project due to budgetary
constraints. The city is now in a position to proceed with this project and we are ready to go out to bid.
We are preparing the bid and construction documents." Commission came down to the map and the
Director reviewed the progress drawings for Somerset Square Park renovations.
Commissioner Buhler commented that the fence should not be closed until construction begins.
Director stated that construction will begin in early Spring.
MINUTES OF PREVIOUS MEETING
9. Commissioner Lohmiller moved and Commissioner Buhler seconded the motion to approve the
minutes of the October 5, 1995 Parks and Recreation Commission meeting. Commissioner Buhler
requested that we strike the last sentence on page 3, paragraph 3. Chair Quinlan corrected the spelling
of Pete Raykovich's name on page 2. All in favor. Motion approved.
WRITTEN COMMUNICATIONS
10. Director reviewed written communications from Mr. Shai Mor and Mr. Don Beardon.
MONTHLY REPORTS
11. Director announced that we are going around upgrading our playground apparatus for ADA and we just
opened the new playground apparatus at Wilson Park. This may have been the last year of the
Cupertino Community Parade. At this point it doesn't appear that anyone on council will be pursuing
private funding for this event for next year. Our annual Ghostwalk was a tremendous success. Our tree
lighting ceremony will be Sunday, December 3, at 6:00 p.m.
12. Community Contacts - Commissioner Buhler announced that he was at the 40th anniversary celebration
of the city. It was a great event; they had great bands and great dancers.
MISCELLANEOUS
13. There was no legislative update.
14. No one was in attendance at the Mayor's breakfast.
15. Director reported that staff was preparing promotional literature of our facilities and that Chair Quinlan,
a recreation supervisor and himself would be contacting businesses in the community promoting our
programs and facilities. He also reported that we had been contacted by the County to provide cold
weather homeless shelter for one day on December 3, 1995. We will provide that service at the Senior
Center.
16. Commissioner Lohmiller reminded commission of the upcoming special commission meeting on
November 28, to discuss the Creekside Park renovation.
17. Commissioner Hopkins reported that at the last McClellan Ranch Task Force meeting they reviewed
the architectural drawings for the area around the sun dial. We saw the second rendition of the drawings
and it should be coming to commission next month.
18. Director reported on the Stevens Creek Trail Task Force. This committee bas spent a year identifying
potential routes for the Stevens Creek trail. The committee has divided the city of Cupertino into three
reaches. Within each of those reaches the committee has identified various options for the route. Our
intent is to come up within a single route that we support before we take it to the public hearing.
Commissioner Buhler added that they discussed what the correct process would be. It was from this
discussion that we decided to add this miscellaneous item to the Commission agenda. Chair Quinlan
added that insofar as public hearings are concerned, is there any requirements under law for public
hearings, for commission or council or planning commission? If there are, you will have to have them
regardless if you have them at the Task Force meeting.

19. Commissioner Hopkins moved and Commissioner Lohmiller seconded the motion to adjourn at 8:20
p.m. to the adjourned regular meeting of the Parks and Recreation Commission on Tuesday, November
28 1995, 7:00 p.m. Council Chambers. All in favor. Motion passed.
