6. Director said the item before the commission is to take a formal action on the park issue in
neighborhood L-l, L-2. Concurrent with our discussions, the Planning Commission has also been
talking about the neighborhood park situation in neighborhoods L-1 and L-2, while reviewing the fire
station renovation and the Stevens Creek plan. We have been discussing this neighborhood as it relates
to the two apartment, developments on the northside of 280. The issue is essentially the same. If you
look at the boundaries of those two neighborhoods, it would appear that there is very little opportunity
to expand park land north of 280. The most logical place to expand would be at the Portal park site.
After commission reviewed Planning Commission's recommendation for a general plan amendment
relative to neighborhood L-2 and discussed calculations for park need, park acres in neighborhood
L1/L2 and population of the neighborhood, Commissioner James moved to amend the general plan to
evaluate neighborhood L1/L2 for potential park acquisition or leasing of school lands. Commissioner
Shukis seconded the motion. All in favor. Motion approved.

7. Commissioner Hopkins moved and Commissioner James seconded the motion to approve the minutes
of the November 7, 1996 Parks and Recreation Commission meeting as submitted. All in favor. Motion
carried.

MONTHLY REPORTS
9. Director reported on the success of the two-day Holiday Craft Faire. Director also reported on the
upcoming Tree Lighting Ceremony and Breakfast with Santa.
1 o. Commissioner James commented that she has been a party to a few meetings with some of the youth
groups (Soccer leagues and Cupertino National Little League), trying to work out field schedules for
the upcoming year. She has also been trying to help out another league that is in San Jose, but close by
because the Miller field won't be done. She stated that there have been a couple of meetings with our
maintenance people and with Chris Beth and the feedback has been overwhelmingly positive about the
reaction and help that these groups are getting from the city.
MISCELLANEOUS
11. There was no legislative update.
12. There was no Mayor's Breakfast meeting this month.
13. Director reminded commission that the CPRS conference is coming up and will be held in Sacramento
this year. Director thanked Chair Buhler for a well-managed year and reminded Commission that in
January there would be a changing of the guard.
14. Commissioner James reported we had postponed the meeting of our Teen Task Force Advisory Group
because this time of year is so hectic for everyone that we didn't get the kind of representation we
really wanted. We decided that it made a lot more sense to reschedule it for January 24. We had good
representation from the schools and law enforcement, and we had nothing from business and other
agencies.
15. At the McClellan Ranch Task Force meeting the policy regarding 4-H animals at the McClellan Ranch
site was discussed. We revised our policy to allow a little more flexibility for the exercising of small 4-
H animals. We also agreed to meet quarterly only.
ADJOURNMENT
16. Commissioner James moved and Commissioner Shukis seconded the motion to adjourn at 7:47 p.m. to
the special meeting of the Parks and Recreation Commission on Thursday, January 9, 1997, 7:00 p.m.
Council Chambers. All in favor. Motion passed.
