Regular meeting of the Parks and Recreation Commission called to order at 7:00 p.m. SALUTE TO THE FLAG 2. ROLL CALL 3. Commissioners present: Commissioners absent: Staff present: Hopkins, James, Lohmiller Shukis Stephen Dowling, Director of Parks and Recreation Linda Lagergren, Recording Secretary ORAL COMMUNICATIONS 4. None UNFINISHED BUSINESS 5. None NEW BUSINESS 6. The director stated that this was the opportunity for the commission to give input for any changes they would like to see in this year's version of the parks portion of Five Year Capital Improvement Program. The director then walked the commission through each item of the existing plan to see if there was any desire to make any adjustments or any recommendations. Chair Hopkins had a question regarding the turf that would be used in the Creekside project as it compares to the grass that was used at Kennedy and Faria. Director said that the turf that is specified for the Creekside project is the same turf as the school sites, but it's a new hybrid of the bluegrass. It is supposed to be a wider blade and tougher. It is also a different blend than Jollyman. The issue to date has been more a matter of maintenance than the type of turf blend that has been selected. Director stated that staff has not discussed the park play equipment replacement program as of yet, but last year $50,000 was put in for fiscal year '97-'98. Commissioner Lohmiller asked how we could get more money into the park equipment replacement portion of the program. Commission discussed the playground equipment at Memorial park and stated it needed to be safer. After discussion there was a consensus of commission that Memorial Park play structures be a priority in the '97-'98 fiscal year and that they had a preference to restore the play equipment instead of replace it. They discussed the play structures at Varian and Three Oaks parks and felt that whichever structure was most hazardous should be taken care of first, but if they were the same, they felt Three Oaks should be done first. PRC~lg6 Approved 3/6/97 Call to order Salute to Flag Roll Call Review 5 year CIP 'There was a consensus of commission that we would budget deslgn money ~'or the genlor Center expansion for ~97-'98 and construction money for ~98-'99. Commissioner Lohmiller felt that even though McClellan Ranch is slated to begin work in '98-'99, if funds were needed for the Senior Center project, then he felt priority should be given to the Senior Center. Chair Hopkins mentioned that it would be nice to see McClellan Ranch Park go back to a working farm or ranch. Commission reviewed, discussed and came to a consensus of the following commission objectives for 1997: · Five year Capital Improvements Program (February) · Review operating budget (March) · Stevens Creek Trail feasibility study (Summer) · Teen Task Force (Report in March '98) · Investigate another cultural event (i.e. Film Festival) (TBA) · Joint meeting with Fine Arts Commission (TBA) · Investigate joint meeting with adjacent city commissions (TBA) MINUTES OF PREVIOUS MEETING 8. Commissioner Lohmiller moved and Commissioner James seconded the motion to approve the minutes of the January 9, 1997 Parks and Recreation Commission meeting as submitted. All in favor. Motion carried. WRITTEN COMMUNICATIONS 9. There was written communication to Blackberry Farm from the Y-Knott Club canceling their contract and informing staff that their club was dissolving. There was also a Cupertino Scene soundoff from Emily Lee Kelley regarding the completion date for Somerset Park. MONTHLY REPORTS 10. Director reported that on Friday, January 24, 1997, Recreation Department hosted a Junior High Dance with over three hundred and seventy 6th, 7th, and 8th graders in attendance. He also mentioned that the computer classes at the Senior Center were well attended. The seniors "Introduction to Computers" class was so popular this month that they had to hold two sessions because it drew two and one-half times the capacity for the room. 11. Commissioner James commented that she had attended the State of the City Address and it went very well. She also mentioned that she had received a letter from Cupertino National Little League regarding the fields. They stated that a lot of work had been done on the fields and they felt that they had gotten a good response from their communication. MISCELLANEOUS 12. There was no legislative update. 13. Chair Hopkins reported on the Mayor's Breakfast meeting. He mentioned that the mayor spent the majority of the time on what he would be going over at the State of the City address. The mayor scheduled the breakfast meetings for the third Thursday of each month at 7:30 a.m. 14. The director announced that they were accepting applications for the Parks and Recreation commissioner vacancy and that deadline was on Wednesday, February 26. City Council would be interviewing the applicants on Monday, March 3 and make an appointment that evening. l~age 1997 Commissi~)n Objectives MOTION Written Commun!ca- tion Monthly report Community Contacts Mayor's Breakfast Staff Report 15:Commissioner James reported that the Teen Task Force Advisory Committee had thelr klck-o~' meeting on January 24. She mentioned that there was a good turn-out, good dialogue from everyone, including the students in attendance, and a lot of buy in from everyone. She also stated that she was currently recruiting people for the Teen Task Force working group and their first meeting was tentatively scheduled for March 28. ADJOURNMENT 16. Commissioner James moved and Commissioner Lohmiller seconded the motion to adjourn at 8:28 p.m. to the regular meeting of the Parks and Recreation Commission on Thursday, March 6, 1997, 7:00 p.m. Council Chambers.
