Regular meeting of thc Parks and Recreation Commission called to order at 7:13 p.m. SALUTE TO THE FLAG 2. ROLL CALL 3. Parks and Recreation Commissioners present: Hopkins, James, Lohmiller, Jelinch & Stein Fine Arts Commissioners present: Sievert, Young, & Beard Staff present: Stephen Dowling, Director of Parks and Recreation Linda Lagergren, Recording Secretary Kimberly Smith, City Clerk Dorothy Steenfott, Recording Secretary ORAL COMMUNICATIONS ~. None UNFINISHED BUSINESS 5. None NEW BUSINESS 6. Steve Dowling, Parks and Recreation Director updated the Commissions on the scope of the meeting. The four points that were discussed were: 1) develop a scope of suitable public uses for the Four Seasons Park area; 2) develop a listing of desirable amenities to include in the Four Seasons Park area; 3) discuss the plan development process including the selection of art; and 4) appoint a sub-committee with representation from both commissions to work with staff and consultants to develop the site plan and art selection process. Steve directed the commission's attention to the original plan for the Four Seasons Park and reminded commissioner's that this plan has not been finalized. Steve stated that from the beginning it was envisioned that the park would say something about the City's agricultural background and that it would be nice to have four different types of orchard trees. Research has proven that orchard trees do not do well in turf areas and four different orchard trees that blossom in each of the seasons could not be found. The real purpose is to have some sort of foliage and/or blossom in one of the four groves year-round. Steve stated that the budget has been set and is primarily split into two components: 1) the developer of the Symantec site provided $141,000 as part of the development fees for park improvements and 2) an allocation in this year's fiscal budget for $150,000 for the public art. Turf and an irrigation system are already installed and City Council has directed staff to take advantage of the existing elements rather than scrape the site clean and start over. Public art is a requirement and it will be installed on two small areas of the property. Approved 8/14/97 Call to order Salute to Flag Roll Call Four Seasons Park One of the visions for the park is that it be an experience for drivers as well as pedestrians and the sub- committee should take this into consideration during the planning meetings. The City Center signage in the comer of the property will be retained and the association of property owners will have the right to review the final design, public art, and any proposed commercial use of the park. In addition, parking for public events should not interfere with any business uses. The association will also maintain the improvements once installed. The commissioner conducted a brainstorming session on ideas for public uses of the park, which included: benches, gardens year-round, quiet place, available to all people, small scale performing arts, pedestrians, night-time use/lighting, balance for drivers/pedestrians, lighting for paths/trees, fountain, tree placement, define city, reduce stress, low-key, restful, tree diversity/different countries. A sub-committee was formed to put together a more specific preliminary plan based on the input from the meeting. The sub-committee would present their plan to the Parks and Recreation Commission and the Fine Arts Commission before it goes on to City Council to be adopted. Commissioner's Jelinch and Stein from the Parks and Recreation Commission and Commissioner's Beard, Sievert and Young from the Fine Arts Commission volunteered to work on the Four Seasons Comer sub-committee. Steve Dowling stated that he would inform the sub-committee once a consultant is hired. The subcommittee would be known as the "Four Seasons Corner" subcommittee. Steve Dowling reported that the consideration to develop a new community cultural arts event evolved from a discussion at the beginning of the year. Because Shakespeare has been such a success, it was thought that it would be nice to create another community event. Steve requested input from the commission and guests regarding interest in doing another event and what event should be done. They discussed possible events which included a film festival, jazz festival/music festival, multi-cultural parade, multi-cultural festival (food, music), folk dance festival, blues festival and chess tournament. The Parks and Recreation Commission decided to go back and at their next Commission meeting select members for the subcommittee. The Fine Arts Commissioners said they would present the information to the rest of the Fine Arts Commission during the next regular meeting to see if there is an interest in pursuing such an event.
