P&R 08-02-01 APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO REGULAR MEETING THURSDAY, AUGUST 2, 2001 CALL TO ORDER Chairman Jelinch called the regular meeting of the Parks and Recreation Commission to order at 7 p.m. PLEDGE OF ALLEGIANCE RESIGNATION ANNOUNCEMENT Chairman Jelinch announced that Commissioner Edye Stein has resigned from the Commission due to family health reasons. Commissioner Stein was recognized as serving with dignity and great service for four years. ROLL CALL Commissioners present: Commissioners absent: Jeanne Bradford, Frank Jelinch, Roger Peng, Kris Wang None Staff present: Therese Ambrosi Smith, Director, Don McCarthy, Recreation Supervisor, Tom Walters, Recreation Coordinator, Kim Frey, Recreation Coordinator, Marie Preston, Administrative Secretary Others: Skip Shervington, Sergeant, Santa Clara County Sheriff's Office MINUTES OF PREVIOUS MEETING 1. The minutes of July 12, 2001 were unanimously accepted and approved. COMMUNICATIONS Oral: None Written: Letter from Commissioner Stein announcing her resignation. DIVISION PRESENTATION 2. Youth & Adult Physical Recreation: Don McCarthy introduced staff and stated his division's goals as being in the business of having fun. This division generates $1.8 million per year in revenue; the revenue offsets all costs incurred by the programs. Tom Walters gave an overview of the recreation aquatics program at various sites, adult softball programs, Big Bunny Fun Run, Youth Trail Blazer races, as well as coordinating rentals at Creekside Park. Kim Frey also provided an overview of the many youth classes, camps and sports programs, and adult classes. She works with nearly 50 contractors who Parks and Recreation Commission Minutes of August 2, 2001 Page 2 of 3 provide instructional services to these classes. She stated that they keep up with trends by taking input from the many participants. UNFINISHED BUSINESS Trail Issues and Information: Therese Ambrosi Smith gave a comprehensive presentation on trail issues of various completed trails. She presented photos and video of local, regional, and national trails, and provided crime statistics from the Rails-to-Trails Conservancy. Topics overviewed were: why do it, the process, problem solving, security, liability, maintenance, funding, and building community. At the September 3 meeting, she will give a report on the Lafayette-Moraga Trail, which is managed by the East Bay Regional Park District. Sergeant Shervington reported on statistical crime analysis he has compiled that covers 1998 to present (3 years) near the proposed Stevens Creek Trail alignments. It was his opinion that trails are a deterrent to crime. Commissioner Bradford asked Sergeant Shervington to attend the next Stevens Creek Trail Task Force to present this infomxation. Therese was also asked to give her presentation to the Task Force at their next meeting. Therese stated that the Cupertino Scene will have a publication list showing national studies that can be obtained and distributed to interested parties. Memorial Park Special Events Policy: The City Council is expected to review this policy on August 20. Project Updates: · Portal Park- project drawings are nearly complete, bidding expected to take place this fall. At this time, there may be about $100,000 left over. Park bond allocation funds of $429,000 are being used. Remaining money will be used to replace restrooms and play equipment at Wilson park · Sports Center - Lauren Livingston, principal consultant from The Sports Management Group, has been interviewed. Her company does programming and market analysis for recreation centers. She has been selected to work on the programming for the new Sports Center. The first step in the process is to have her lead a workshop with members of the community and stakeholders to come up with a vision statement and objective of the project. The Commission will be asked to host this event, which may be planned for sometime in September. · Blackberry Farm Master Plan - Six consultants are interested in providing services to master plan Blackberry Farm; they will be pared down to three consultants to be interview further. Parks and Recreation Commission Minutes of August 2, 2001 Page 3 of 3 Four Seasons Comer - will go up after the hotel is up because the park area is being used for construction staging. Design ideas are being reviewed. The project may come to the Commission for review in the next few months. NEW BUSINESS - None MISCELLANEOUS - NO ACTION REQUIRED Legislative Update: - None Community Contacts: · Recruitment of new Commissioner is being arranged. · Commissioners requested September 22 to tour the Stevens Creek Trail in Mountain View and the proposed alignments in Cupertino. · Commissioners were invited to attend a Park and Recreation Commissioners workshop on September 29, 8:30 - 3 p.m., Milpitas Community Center. Marie will register all interested Commissioners. · Commissioners were invited to the Volunteer Appreciation Lunch at the Senior Center on August 18. · Commissioners received a revised Commissioner's Handbook ADJOURNMENT The meeting was adjourned at 8:40 p.m. Respectfully submitted Marie Preston, Recording Secretary Approved at the September 7, 2001 regular Parks & Recreation Commission meeting.
