CALL TO ORDER
Chairperson Jelinch called the regular meeting of the Parks and Recreation Commission
to order at 7 p.m.

MINUTES OF PREVIOUS MEETING
1. The minutes of October 4 regular meeting and October 25, 2001 special meeting
were unanimously approved for filing as drafted (Commissioner Bradford
abstained from voting on minutes of October 25 because she did not attend.)
COMMUNICATIONS NOT ON THE AGENDA - None
UNFINISHED BUSINESS
2. Wilson Park Improvements - Therese reported that the consultant generated two
altematives, which were sent out to residents surrounding Wilson Park. She
reported that she has received a couple of phone calls on the subject, which
preferred Option A (rubber mound with slide). She also read into the record an e-
mail she received from Daniel and Krista Markert, 10421 Oakville Ave., which
offered feedback and selected Option A.
Public Input:
Leslie Erickson, Cold Harbor, asked:
· What is the height of the mound; she has concerns of visibility. Therese
answered that the mound would be the height that it is now with rubber over
it.
· Where is the fence? The fence will be 42" high and it is around the outside
perimeter of the pathway that goes around the play area.

· Are there any benches? The drawings that were sent out showfive picnic
tables with benches, and two added observation benches for watching
children in Option A.
· Are you including trees in the big kid play area? Therese thanked her for
reminding us to include trees.
· Is additional play equipment planned for the big kid park? At this time, there
is not enough in the budget. The parks are all on a cycle and Wilson Park can
be done when it comes up again in the cycle.
Martina Herhusky, Richwood Drive, stated:
· Her preference was Option A.
· Asked if there were going to be regular-seat swings for older kids. Therese
answered that in Option A, bucket and regular-seat swings are included
· Where the original little swings are, what is happening there.'? Everything got
taken out but two bucket swings and there is sand. Therese answered that is
going to stay as it is and bushes will be trimmed.
Allen Robell, Richwood Drive, asked:
· In Option A, what can be done to keep the neighborhood cats out of the water
play/sand area, or is there some alternative way to construct it so that it might
not be so much of a concern? Therese stated that there are lots of surface
materials that can be used, but kids like to play with wet sand If the
consensus of the neighborhood is that they wouM rather not have sand, we
can use other materials.
· From a maintenance point of view, would there be changes. Any material
would have to be raked regularly, not only for cats, but also for broken glass,
sharp objects, etc. -- it would get regular maintenance.
· On Option A, is it relatively flat? -- there would be no mound in the sand/play
area, so site lines would be open to the older kid play area in the center of
park. There is not a whole lot of difference in terms of the mound- the mound
is what is there now.
· In Option B, describe the clubhouse. I don't know exactly what that one wouM
be. There are a number of different play equipment manufacturers that make
different models. This project would go out to bid and vendors would compete
providing a model with the most play value and durability for the cost.
· Mr. Robell prefers Option A because it is the most attractive option. He
suggested that in the area of the two benches next to the water play area, put
in another bench or two near the spring toy and the seesaw.
Therese summarized public input:
· More trees need to be added at the older kid play area
· Clear the line of sight through the bushes
· Option A appears to be the preferred option
· Add a couple more benches on the other side of the play area
· No communication has been received for Option B

Therese also stated that either option could be done within budget
The Portal Park improvement project has been held up waiting for the
decision on Wilson Park. Both projects will be bid together. The construction
drawings and the approval by Public Works will take a couple of months, so
bidding on these projects may take place in late winter, and when the weather
breaks, work can get started.
Action: A motion was made, seconded, and unanimously approved to adopt
Option A.
Sports Management Workshop - deferred to November 15. Items for review and
discussion will be put on the web prior to this date. Also, an e-mail address will
be given for those individuals who want to provide input to the October 11
workshop.
4. General Plan - deferred to November 15.

Chairperson Jelinch adjourned the meeting at 7:30 p.m. to November 15, 2001, at 7:30
p.m., in the Council Chambers.
