P&R 04-11-02 APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO REGULAR MEETING THURSDAY, APRIL 11, 2002 CALL TO ORDER Chairperson Peng called the regular meeting of the Parks and Recreation Commission to order at 7 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present: Jeanne Bradford, Rod Brown, Frank Jelinch, Roger Peng, Kris Wang Commissioners absent: None Staff present: Therese Ambrosi Smith, Director; Melanie Irwin, Senior Office Assistant; Marie Preston, Administrative Secretary MINUTES OF PREVIOUS MEETING 1. The March 7, 2002 minutes were approved for filing. PRESENTATIONS 2. Tom Frankum, past president and board member of the Friends of Stevens Creek Trail, spoke on the working relationship with the City of Cupertino over the last 10 years. He presented the commission with a copy of their annual report. He briefly outlined the historical progress, major accomplishments, and educational projects of the Friends of Stevens Creek Trail. He invited the commission to a tree planting of 30-40 trees on April 27 at Blackberry Farm. ORAL COMMUNICATIONS - None WRITTEN - None STAFF REPORTS 3. Program Registration Process - Melanie Irwin demonstrated the ease of using the new online Reg4Fun program, which is a part of the city's efforts toward eGovernment. This program was launched in November 2001. The winter schedule had eight percent of the registration with by Reg4Fun; the spring had 20 percent of the registrations done with Reg4Fun. Besides signing up for classes, customers can view recreational facilities. There are future plans to do virtual tours of all parks and facilities, and also be able to Parks and Recreation Commission April 11, 2002 Page 2 of 3 check facility availability via the web. Commissioner Bradford recommended changing the online page to draw more attention to this program. Blackberry Farm Golf Course Maintenance - Therese reported that in this year's budget a greens keeper had been requested because of sufficient complaints about the course. With attrition, it was decided to try contracting out without layoffs. Sportwater Managemem won as low bidder. They have begun aeration of the greens, replacing damaged sprinkler heads and valves, resodded six greens, and are doing other typical maintenance. The public is noticing the changes. Plans to renovate the 40-year-old irrigation system are under study. NEW BUSINESS 5. Oak Valley Neighborhood Parks - The commission viewed a video of the two mini lots in the Oak Valley neighborhood. A list of potential names was developed from the thirty- three cards that were received. A total orS00 cards were mailed out. There was an open- ballot process cutting down the list of potential names to a few. Upon a second ballot, the following names were selected and will be given to the City Council for approval: · Little Rancho Park - park on Oak Valley Road near Sycamore Court · Canyon Oak Park- park on Canyon Oak Way UNFINISHED BUSINESS 6. Blackberry Farm Master Plan Update - Therese reported that in order to get broader community input, a survey would need to be done. This may be done in September. Within two years, the lease for the Blue Pheasant will expire and we will need to take public comment on that in advance of the master plan. The business owner has indicated an interest in purchasing the Blue Pheasant restaurant, but no formal offer to City Council has been made. No timetable has been set for when this project needs to be finished. Sports Center Renovation- Therese announced that the City Council workshop regarding the Sports Center is available in the webcast archives at www. Cupertino.om. The Council had asked for a renovation alternative and is now asking for more specific information. They would like to see a project in the $2 million range. Half of the facility will become a youth center. At this time, the lower floor would become a teen center with the upper floor being fitness. A cost estimator is looking at this seriously because the budget has been reduced. More information is expected in the May meeting. MISCELLANEOUS - NO ACTION REQUIRED 8. CPRS Conference Update - Frank Jelinch, Rod Brown, and Made Preston reported on the conference courses they took. Commissioner Jelinch reported that he is circulating a proposal to give a class at next year's conference in San Jose on the collaboration between arts performance organizations, such as Shakespeare. This needs to be submitted by the end of May. - 9. Legislative Update - None Parks and Recreation Commission April 11, 2002 Page 3 of 3 10. Community Contacts - · Therese reported that Julia Lamy and Jackie Baddeley, from the Senior Center, were presenters at the National Conference on Aging in Denver last week. They led a well- received mundtable discussion on cultural integration at senior centers. Therese stated that this same subject could be discussed at next year's CPRS conference. · Therese also reported that the Teen Commission's job faire and the launching of the mobile skate park would be April 27, at Monta Vista High School. 11. 40 Years of Fun - the commission viewed a video displaying the 40 Years of Fun logo and announcing the department's birthday party on June 27, 2002, at Memorial Park.
