BACKGROUND
The applicant, representing New Life Church, is proposing the addition of a new, 3,863
square foot, multi-purpose building on an existing asphalt playground toward the rear
of the property. The surrounding land uses are a church to the west, and single-family
residences to the north across McClellan Road and to the east and south.
DISCUSSION
Parking: The City parking requirement is based on the number of sanctuary seats - one
parking stall for every four seats. Other building activities are considered ancillary to
the primary use, worship services, and are not considered to contribute toward the
overall parking demand. There are 160 sanctuary seats and a total parking requirement
of 40 spaces (160/4). The site is over-parked with a total of 130 parking spaces.
Setback from Residential: The one-story building addition will be setback 68.5 feet from
the nearest residential property and buffered by an existing landscape perimeter, two
rows of parking and a driveway aisle. The building replaces an existing asphalt
playground that is probably more intrusive to abutting neighbors.
Architecture:
The new building is compatible in size, form and height to the surrounding church
buildings. The building is similar in design to the sanctuary and carries over the
brickwork, stucco and composition roof elements. A colored elevation will be available
at the hearing.
