PLEDGE OF ALLEGIANCE
At 7:04 p.m., Chairman KC Chandratreya called the meeting to order in Conference Room A, 10300 Torre
Avenue, Cupertino, California, and led the Pledge of Allegiance.
ROLL CALL
Present: Chairman KC Chandratreya and Vice-Chair Jessi Kaur, and Commissioners Marvin Spielman,
Rajeswari Mahalingam, and Russell Leong. Absent: None. Staff present: Staff Liaison Kimberly Smith
INTRODUCTION OF NEW MEMBERS
1. Introduction of new commission members Marvin Spielman and Rajeswari Mahalingam
Staff Liaison Kimberly Smith introduced new commission members Marvin Spielman and
Rajeswari Mahalingam to the group. All members spoke briefly to introduce themselves to the
group.
ORAL COMMUNICATIONS -None
WRITTEN COMMUNICATIONS
Staff Liaison Kimberly Smith presented a flyer for the 2011 Euphrat Museum of Art De Anza Student Art
Show, May 16—June 14, De Anza College, Cupertino, CA. Chairman Chandratreya noted that parking
passes are required for the event.
APPROVAL OF MINUTES
2. Minutes of the regular meeting of March 22, 2011..
Kaur moved and Chandratreya seconded to approve the minutes as presented. The motion carried
unanimously.
PRESENTATIONS -None
NEW BUSINESS
3. Review commissioners' changes to work plan for 2011 calendar year.
Staff liaison Kimberly Smith presented the draft work plan on future items. The group reviewed
the changes and noted that the work plan is on track.
4. Status report on speakers (Kaur is primary, Chandratreya is secondary) and content for presentation
to City Council on June 7 about the activities of the Fine Arts Commission.

Commissioners Kaur and Chandratreya confirmed that they will be in attendance. They plan to
discuss the 2011 Emerging and Distinguished Artists winners.
5. Distinguished Artist and Emerging Artist awards.
Staff liaison Kimberly Smith distributed the two Emerging Artist applications from Steven Lin and
Kirk Waiblinger as well as three Distinguished Artist nomination packages from Moe Whalen,
Christine Arthur, and Consuelo Jimenez Underwood. The Commissioners reviewed the
applications and voted to select Consuelo Jimenez Underwood as the 2011 Distinguished Artist
and Steven Lin as the Emerging Artist.
Criterion for the Distinguished Artist winner included relative merit based on her extensive
experience with exhibitions and shows, education and training which is apparent in her work;
working with diverse ethnic groups, including Chinese and Latino cultures; varied arts and
traveling, exhibitions; diverse, in-depth experience; solid education; recognition by organizations
such as SPARK, KQED and the Smithsonian; educational contribution through public speaking;
community involvement; and participation on the Euphrat Museum board.
Criterion for the Emerging Artist winner included relative merit based on his experience, education
and training; involvement as a teacher's assistant; acknowledgement of grants received; extensive
travel and performances; a number of awards and honors; level of skill and proficiency;
contributions to the community through fundraisers such as a benefit concert for Hurricane
Katrina; a long list of exhibits; and community involvement as an instructor at De Anza College.

6. Discuss arrangements for the Distinguished Artist and Emerging Artist award ceremony.

7. Select representative(s) to attend the August meeting.

8. Status report on city's Green Agenda project, using digital devices instead of printing paper
packets for City Council and Planning Commission.
This item will be discussed at a later date.
COMMISSIONER REPORTS
9. Reminder of upcoming Mayor's meeting with commission representatives.NOTE CHANGE OF
SCHEDULE: Mayor Gilbert Wong's meetings will be the 2nd Tuesday of every other month at
4:30 p.m. The remaining meetings this year will be June 14, August 9, and October 11.
There were no Commissioners in attendance at the April meeting.
9a. Chairman Chandratreya reported back from the Cherry Blossom festival on May 30th. He
described the concept as technology from the children's perspective and the theme was the use of
organic materials.

STAFF REPORTS
10. Update on the status of Poet Laureate committee and their activities
Commissioner Kaur reported the second round of the Poet Laureate selection deadline will be in
July, and there will be a two-year collaboration period. Kaur announced she will no longer be able
to attend the committee meetings in her role as a citizen attendee, representing the Fine Arts
Commission
