MINUTES OF THE REGULAR MEETING OF THE
' BICYCLE PEDESTRIAN COMMISSION

The meeting was called to order at 7:06 pm
ROLL CALL:

VISITORS:

ORAL COMMUNICATIONS
Mr. Stillman mentioned that the Cupertino Bikeways Map will be published in print form soon.
He still has space for written material in the publication and would like input.
Ryan Pachauri made comments regarding the new Bicycle Transportation Plan. He had specific
concern regarding bikeway #9.
WRITTEN COMMUNICATIONS
Mr. Stillman sent data to the Commission from the Mary Avenue Bridge count conducted on
Tuesday, May 24, 2011.
ORDERS OF THE DAY
1) Receive VTA BPAC Report (Wiant)
Mr. Wiant was absent so there was no report.
APPROVAL OF MINUTES
2) May 18, 2011
The Commission corrected the May 18, 2011 minutes as follows:
• All commissioners were present.
• Street name typographical errors in items 4 & 6.
The Commission approved the minutes 3 -0.
NEW BUSINESS
3) BPC Presentation to City Council
The Commission is scheduled to make its annual presentation to the City Council at the second
Council meeting in August (August 16, 2011). It is different from last year in that each city
commission is presenting at different meetings instead of one joint meeting.
Commissioner Chan will put together the presentation and send it out for review. It is suggested
that all commissioners attend the Council meeting for the presentation. Mr. Stillman and
Commissioner Takahashi will provide presentation templates.
Accomplishments that will be included are as follows:
• Bicycle Transportation Plan
• Bicycle Friendly Community
• Bike to Work Day
• Mary Avenue Bridge Count
• Suggested Routes to Schools
• Hotlist
Future plans for the Commission that will be mentioned are as follows:
• Pedestrian Transportation Plan
• Suggested Routes to Schools
• Bicycle Friendly Community related changes
4) Cupertino Pedestrian Transportation Guideline ;
Mr. Stillman provided a PDF of the current Pedestrian Transportation Plan completed in 2002 by
a consultant. The commission discussed if it should take on the task of revising the Plan itself
since there is no funding to hire a consultant. The action is for each commissioner to read the
current Plan and choose at least two sections they are interested in working on. Mr. Stillman will
find out if there are any new requirements that need to be included in the Plan. He will also see
if a copy of the document which can be edited is available.
5) Monte Vista Storm Drain Project
Mr. Stillman brought the anticipated schedule for the Monte Vista Storm Drain Project. He also
brought the engineering plans showing property lines, street width, and the location of the curbs.
No sidewalks are included in this project. The project covers Byrne and Orange Avenues.
Commissioner Chan noted that the corner of Byrne and McClellan is not included in the design,
but has a lot of standing water after rain. Mr. Stillman will check to see if it can be included to
continue around the corner. The benefit is improved drainage and pavement for those that
choose to walk on McClellan at that location.
Commissioners Takahashi and Chan noted that the width of Orange near McClellan will
effectively be narrowed by the project since the gravel area currently used for parking will no
longer be available with the new curb location. Mr. Stillman noted that 30 feet is sufficient for
parking on one side of the street. This area has high car, bicycle, and pedestrian traffic for the
schools and the commissioners expressed concern with the safety of the resulting intersection.
Mr. Stillman will look into this.
Additional information is also needed on the design intent on Orange near Granada where only
bicycles and pedestrians can currently pass through. It was unclear in the plans if the new design
is bicycle and pedestrian friendly at this location with respect to restricting cars and proper ramp
and bollard positioning. Mr. Stillman will look into this.
6) Bicycle Friendly Community Feedback
Mr. Stillman provided the Commission with the feedback from the League of American
Bicyclists. The four main items are improving arterial bike lanes, implementing the Bicycle
Transportation Plan, offering skills classes regularly, and expanding encouragement efforts. The
consensus is to focus additional effort on education and encouragement, especially with the
schools.
OLD BUSINESS
7) Hotlist Review
The status of multiple items was updated by Mr. Stillman. Items 5 and 11 were re- opened by
Commissioner Chan.
8) Suggested Routes to Schools Maps
Commissioner Chan presented the maps he came up with working with Lesley Reid, a parent
involved with the Kennedy Boltage program. The biking routes selected used existing bike lanes
and routes except for the addition of the new bridge in Blackberry Farm for access from Scenic
Circle. Walking routes involved avoiding areas with sidewalk gaps. Some requests for
improvement in areas of concern were brought up by Ms. Reid.
• Add flashing beacons for crosswalks near McClellan @ Club House and McClellan @
Stevens Canyon
• Remove one crosswalk across Hyannisport @ Fort Baker
• Car/bike conflict on Bubb near the Kennedy bike racks
