P&R 06-02-11 APPROVED :MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting June 2, 2011 a: 7:00 p.m. Community Hall, 10350 Torre Avenue, Cupertino, CA Note: This meeting will be televised 1. CALL TO ORDER Chairperson Darcy Paul called the meeting to order at 7:01 p.m. in the Community Hall Council Chamber, 10350 Torre Avenue, Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Darcy Paul, David Greenstein, David Lee, and David Fung Commissioners absent: Marcia St.Clair Staff present: Mark Linder, Kelly Kline, Lauren Phillips, Donna Henriques 4. MISCELLANEOUS — NO ACTION REQUIRED A. Staff oral reports Director Linder reported that there will be a pre- Shakespeare In The Park free event on June 25, in Community Hall from 2:00 — 3:30 pm, with a reception following. This event will be jointly sponsored by the Parks and Recreation, Library, Fine Arts, and Teen Commissions and Shakespeare San Francisco. This will be an opportunity for the public to learn about the play, Cymbeline, and will include some of the cast members. The event will also be filmed so that it can be watched on our website. The actual performances will begin on August 13 and Cymbeline will be this year's production for Shakespeare in the Park at Memorial Park. Director Linder thanked Chairperson Paul for starting the organizing of this event. Director Linder said that the June 7 City Council meeting will be the first public hearing of the FY 2011/2012 budget. No action will be taken on the budget until the second public hearing at the June 21 Council meeting. He said that by law, the budget has to be approved by the end of June. Chairperson Paul asked about the Linda Vista Park water feature (ponds) 1 and the Lawrence /Mitty Park being included in the budget. Director Linder said the Linda Vista ponds were not part of the Council study session but that he will send an email saying that there is interest by the Commission in having this item on the budget discussion on June 7. He said that the funds for the Lawrence /Mitty Park are not secured but the budget shows a Council and Commission commitment to this project in 2013. Director Linder reminded the Commission of the celebration on the 4th of July and said there will be morning activities at the Quinlan Center including the Children's parade, and a flag raising ceremony involving a local Boy Scout troop. For residents, there will be free swimming, barbecue, and bands at Blackberry Farm in the afternoon and fireworks in the evening at Cupertino High School. Director Linder said he will be attending the Senior Executive Management Program at Harvard University beginning June 5 and will return on June 27. Julia Lamy will be the Acting Director while he is gone. Commissioner Greenstein asked Director Linder for an update on the Memorial Park signs and Director Linder said that the signs were picked up today and will be installed with the multi - lingual brochures by early next week. The brochures will also be available at tonight's Summer Concert performance. In addition, Commissioner Greenstein asked about the No Smoking in City Parks Ordinance. Director Linder said the Ordinance passed 5 -0 and will take effect on June 17. He is working with the County on obtaining signs and other educational material about the Ordinance. Commissioner Greenstein also asked if an educational video clip regarding the feeding of the ducks and geese had been recorded to be shown on the City Channel. Director Linder said he will follow up with the Communication staff now that the Crest Awards have taken place. B. Commissioner contacts Commissioner Greenstein said that he and Commissioner Fung attended the barbecue at the opening of Blackberry Farm May 7. He said the staff did a great job with the food and the event was very well -run and well attended. Chair Paul said he attended the Crest Awards presentation last evening and said it was nice to recognize volunteers in Cupertino that always take the extra step to help make our community strong. He encouraged 2 everyone to look on the City's website at www.cupertino.org to see the profiles of the Crest Award recipients. 5. MINUTES OF PREVIOUS MEETING A. Regular meeting of May 5, 2011 Action: Commissioner Greenstein asked for an amendment to Item 8A, to add that he and the Commission are in agreement with the City Council regarding the Stevens Creek Corridor Park Phase II project being a top priority in the CIP Budget. Commissioner Greenstein made a motion to accept the minutes with his amendment to the May 5, 2011 minutes. Commissioner Fung seconded the motion. The motion carried 4 -0 with Commissioner St.Clair absent. Note: Chair Paul asked to discuss the Commissioners' schedule for attending the Mayor's meetings. He suggested that Commissioner Greenstein attend the meeting on August 9 and that Commissioner Fung attend the October 11 meeting. This change will allow each Commissioner to attend at least one Mayor's meeting. 6. ORAL COMMUNICATIONS — None 7. PRESENTATION A. The Role of Parks and Recreation in Economic Development by Kelly Kline, Economic Development Manager Kelly Kline, Economic Development Manager for the City of Cupertino, gave the Commissioners a copy of her presentation and pointed out the five main points to show the relationship between Economic Development and Parks and Recreation. The five main points are: • Importance of sales tax revenues and new development in funding City infrastructure • Importance of amenities for Competing in today's economy • Importance of Economic Development as a partner in enhancing community health and vitality • Importance of park facilities,'open space in spurring economic impact • Opportunities for enhancing future partnership between Parks & Recreation/Economic Development in Cupertino She said that the marketing logo on the cover of her presentation shows a large amount of open space in Cupertino. She said that Parks and Recreation and Economic Development have a symbiotic relationship and help each other 3 by enhancing projects and programs by generating revenue for important amenities for residents and businesses and for attracting visitors. Kelly showed the importance of sales tax revenues and new development in funding City infrastructure. She showed how new development can help provide opportunities to mitigate the City's park deficiencies by building new parks like Franco Park. Kelly also said there are over 70 (seventy) events in Cupertino that draw over 166,000 people. And that the adjacent open space preserves, Rancho San Antonio and Fremont Older Park, generate over 750,000 visitors annually. The final points from Kelly to help expand an already important relationship between Economic Development and Parks and Recreation were: • More linkages between events and local businesses • Integrate gathering spaces into new development (the evolving definition of a "park ") • Use recreation as a "destination draw" to attract weekend visitors Kelly offered her time and partnership moving forward to help make the connection with Economic Development and Parks and Recreation even stronger. Chair Paul asked if any economic impact studies have been done to see how many people attend parks or open space regularly and if they stop to buy food or go shopping afterward. Kelly said they would eventually like to do a study on this and find out what people do after going to a park or attending community events. Commissioner Greenstein said he feels that in the Vallco area, the City should try to integrate a new park with the local businesses. He said the local businesses as well as the community should be integrated into City events. Kelly said there was a mixed -use project planned for the Vallco area on Stevens Creek Blvd. between Tantau and Finch, that has been on hold for a couple of years. This Main Street project includes a traditional park, and a less - traditional park in the town square theme that will also include retail development. 8. UNFINISHED BUSINESS A. Update on Walk One Week program by Teen Commission members Lauren Phillips, Recreation Coordinator and staff liaison for the Teen Commission, introduced Teen Commissioners, Hadar Sachs and Laura Liu, who gave a presentation on the results of the recent Walk One Week event in April. 4 Hadar said the Walk One Week program was supported by the Council and they encouraged local schools to participate by walking, riding their bike, or carpooling to school for one or two weeks in the spring. A total of 9 Cupertino schools participated in this event. Cupertino and Monta Vista High School participated for one week and Collins, Regnart, Eaton and Lincoln Elementary schools and Kennedy, Lawson and Hyde Middle School all participated for two weeks. The students were provided with incentives to participate and recorded how many times they actually participated. They were rewarded with prizes and a trophy was presented to the Top Walking School. Eaton was the top Elementary school and Lawson was the top Middle school. Laura said there were 224 New Champions that had not previously participated in WOW. She also said they encouraged schools to be independent of the Teen Commission guidance of the event and that Eaton and Lawson promoted their own WOW event. In the future, they hope that more schools will promote their own event and provide their own incentives and prizes. The Teen Commission would provide the school with the WOW banner and brochure templates and a WOW kit to get them started. There are also grants that the schools can apply for to help them with expenses. They also hope to expand WOW to other Bay Area cities. Commissioner Greenstein said the Teen Commission did a great job and encouraged them to continue with this event. He suggested they could use more inexpensive or free prizes as incentives such as being principal for a day or having an extended recess. Commissioner Fung said he is very active at Regnart School and they participated in the WOW event and appreciated the hard work by the Teen Commission's in their efforts in planning and organizing this event. Chair Paul asked if there is anything the Parks and Recreation Commission can do to help in the future. Hadar said they had gone to other local Youth Commissions to encourage them to participate in WOW. Lauren Phillips said it's helpful for the Teen Commission to have a contact person at each school to help with the program. Commissioner Fung suggested that the Teen Commission contact the PTA Unit or Council at the schools and make the WOW presentation to that group that covers several PTA presidents at local schools. Commissioner Fung will provide the contact information For the PTA group to Lauren. 5 9. NEW BUSINESS A. Summer Commission meetings schedule Director Linder said the Commission does not have any items for the July 7th agenda and said they could have the annual workplan retreat meeting to plan the agendas for FY2011 /12 in July or August in place of the Regular Meeting. Action: Commissioner Greenstein made a motion to have the informal workplan meeting in July in place of the Regular Meeting on July 7th. Commissioner Fung seconded the motion. Chair Paul proposed a friendly amendment to the motion to choose either July 9th or 16 for the meeting depending on availability of a different facility and to have staff check the dates with Commissioner St.Clair. The motion carried 4 — 0, wth Commissioner St.Clair absent. 9.
