Reso 4785 CITY OF CUPERTINO 10300 Torre Avenue Cupertino, California 95014 Resolution No. 4785 (Minute Order) OF THE PLANNING COMMISSION OF THE CITY OF CUPERTINO RECOMMENDING APPROVAL TO FORWARD THE ANNUAL REPORT ON THE STATUS OF THE GENERAL PLAN PURSUANT TO GOVERNMENT CODE SECTION 65400(b) General Plan amendment actions are italicized. Traffic: • Complete the levels of service for the intersections not provided in the 1996 review. • Schedule the traffic information portion of this report for the December 9 Planning Commission meeting. Housing: • Leave the 150 residential units in the Bubb Road area for now. • Study the Bandley area for residential potential. • Do not prioritize housing policies 21 and 26 for the 1996/97 work program. • Appendix B- provide the specific buildout numbers for each property that was developed and assess the feasibility of the remainder being developed. • Policy 2-13, Strategy 2(page 2-21) and Policy 3-1 (page 3-20) - Schedule a general plan amendment to consider rewording the requirement to develop residential development at the upper limit of the dwelling unit intensity range. • Policy 2-26 (page 2-29). Consider a strategy to address the future development of "transition" parcels (between higher and lower residential densities, e.g., change the densities allowed in the land use diagram. • Schedule a discussion of how to require residences on the front lots of a flag-lot subdivision to have an architectural "face" on the major street (e.g., Stelling Road). Non-residential development: • Reconsider height limitations (vote was 2-2, revote on 12/9/96). Parks: • Evaluate Neighborhoods L1/L2 for potential park acquisition or leasing of school lands. • Policy 5-47 - Compare this policy on park size with the Heart of the City plan and incorporate any changes that might result from the comparison. Schools: Bring back Cupertino Union School District's study results when they are available. Implementation: Policy 7-2 (page 7-3) calls for a General Plan review every 5 years by an an hoc citizen's review committee. A review should begin in the summer of 1997, prior to the October annual review, which could involve citizens in a concentrated review of General Plan goals and policies. This "mid-course" correction could modify the need for a comprehensive General Plan review in 2000. 2 The Commission also requested that all project descriptions report both gross and net densities. This is not a general plan amendment, but a request to case managers. This should be incorporated into the Development Intensity Manual.
