FAC 01-25-2011 MINUTES c,- c. I9 FINE ARTS COMMISSION Regular Meeting, Conf. Rm. A C U P E RT I N O 10300 Torre Avenue Cupertino Tuesday, January 25, 2011 7:00 p.m. PLEDGE OF ALLEGIANCE At 7:00 p.m., Chairman KC Chandratreya called the meeting to order in Conference Room A, 10300 Torre Avenue, Cupertino, California, and led the Pledge of Allegiance. ROLL CALL Present: Chairman KC Chandratreya and Commissioners Robert Harrison and Jessi Kaur. Absent: Srilakshmi Sitaraman. Staff present: Staff Liaison Kimberly Smith ORAL COMMUNICATIONS - None WRITTEN COMMUNICATIONS - None APPROVAL OF MINUTES 1. Subject: Minutes of November 9 and December 14, 2010. Action: Harrison moved and Chandratreya seconded to approve both sets of minutes as presented. The motion carried unanimously, with Sitaraman absent. PRESENTATIONS - None COMMISSION REORGANIZATION 2. Appoint the 2011 Commission Chair and Vice - Chair. This item was postponed to the next meeting when the new members were available. NEW BUSINESS 3. Subject: Update on the status of Poet Laureate, (a combined project by the Fine Arts Commission and the Library Commission) Commissioner Kaur reported that the City Council had approved the Poet Laureate position, and the ad hoc committee composed of members from the Fine Arts Commission, the Library Commission, and the Friends of the Library would oversee the activities and budget for this individuals. She said she would arrange for a copy of the final documentation to be sent to the staff liaision. Staff Liaison Kimberly Smith asked if the application could include instructions about the filing deadline and the exact location where it was to be filed. She also said she would ask the city attorney how long the current ad hoc committee could meet before it became a continuing subject matter committee and therefore subject to the requirements of the Brown Act. 4. Subject: Update on the status of "Converge," the new public art at Franco Park, located at the corner of Franco Court and Homestead. January 25, 2011 Cupertino Fine Arts Commission Page 2 Commissioner Harrison and Staff Liaison Kimberly Smith reported on the park grand opening and the further enhancements that had been made to the concrete plinths to help prevent rainwater staining. It was noted that the street and park were both named after Joey Franco, the founder of Cupertino's PW Market, and two of his daughters were present at the park opening celebration. 5. Subject: Distinguished Artist and Emerging Artist awards A. Discuss changes to the application package, to include permanent language regarding venue location and sponsorship by the Fine Arts League of Cupertino (FALC). Commissioner Harrison, also a member of the Rotary Club, said that it was likely that Rotary would not hold another Fall Fest in 2011 because the return on their investment of time was very small, and instead they were exploring other types of fundraising events on a smaller scale. He hoped that the Fine Arts League of Cupertino (FALC) still planned to have an art auction and show, and he suggested that an ad hoc committee from the Fine Arts Commission meet with FALC and Rotary representatives to discuss the possibility of continuing with a September art show even if the Fall Fest did not take place. Chairman KC Chandratreya volunteered to meet with those groups to discuss the possibilities. B. Discuss ways to promote the Distinguished Artist and Emerging Artist awards, which may include reaching out to other organizations such as "Reflections," the sponsored program by the National PTA. Chairman Chandratreya felt it was necessary to make the Distinguished and Emerging Artists awards more inviting to encourage more applications, and the commission members discussed and agreed upon some changes to the nomination form, including merging two forms into one, changing the title to "application," and deleting some of the criteria which may have been considered too advanced for all applicants. The Commission agreed that they could continue to use that criteria in their selection process where appropriate, but it was not necessary to list it in the application process. The Staff Liaison said she would make the suggested changes and distribute a copy to the commissioners for their review. This item will also be put on the next agenda for further discussion.
