I. CALL TO ORDER
Commissioner Tamara Pow called to order the regular meeting of the Cupertino Public Safety
Commission at 7:02 p.m. on Thursday, March 10, 2011 in the Cupertino City Hall, 10300 Torre
Avenue, Conference Room C, Cupertino, California 95014.

VI. OLD 13USINESS
1. Discussion of Walk/Bike /Carpool (WBC) to School project ongoing (Nguyen)

Monty Vista 1-HighSchool PTA Chair Laura Peters submitted a $1K grant request of a WBC event
on May 18 for prizes and rewards for the participants.
Capt. Neusel confirmed City's WBC expenditure summary of $250 payment to Sedgwick with
payee as Cupertino Union School District without a PSC grant request, and 2009 -10 payment of
$400 to Lawson was recorded in error as MVHS which will be corrected.
Comm Huang reports discussion with Teen Commission regarding the $3,295.07 expense in
2010 -11 without PSC knowledge was referred to Capt. Neusel per request of Teen Commission's
liaison Lauren Phillips. Capt. Neusel report his communication with Dave Woo of City's
Finance Dept. that $300,000 fund were approved to the Sheriff's office 3 years ago for traffic
safety around schools. Subsequently, it was split 2 years ago between Sheriff's budget for
activities such as WBC managed by PSC, and Public Work's budget for activities such as signs,
crosswalks, and crossing guards. Comm. Lee recalls PSC's initial WBC budget was $29k and
then increased by another $50k by the City Council. Currently there is about $43,708 left in
Sheriff's budget and $123,685 left in Public Work's budget. Comm. Pow recalls Teen
Commission had came to PSC once for approval of Walk-One -Week (WOW) expenditures, but
since then have been spending the WBC funds without the knowledge of PSC. Comm. Nguyen
estimates about $10k has been spent without the knowledge of PSC and would like to know
more details about these expenditures. Comm. Pow is aware that Teen Commission has reached -
out to other cities in the Santa Clara county about the WOW program, and she is concerned that
the City Council has established clear guideline that WBC expenditures should be for the schools
in the City of Cupertino only. Capt. Neusel reports that his communication with Mark Linder of
Parks & Recreation confirms the spending by the Teen Commission for the WOW activities.
Comm. Pow recommends Capt. Neusel to discuss with Mark regarding the Teen Commission's
WBC expenditure process, approval procedures, and guidelines for not spending on efforts
outside of City of Cupertino.
Comm. Daruwalla will follow -up on Garden Gate plan of another event after break in late March.
2. Boltage Program at schools and installation /implementation process (Pow)

Comm. Pow reports that Lincoln has not spent the budget during the winter season, but will plan
to spend it on spring season to encourage additional participants.
Comm. Pow reports that Kennedy has been providing 2 pizzas a month for top students /groups
participants and have spent the budget on procuring year end prizes for the top finishers.
Comm. Pow reports that the vendor currently does not support the beeper tone customizations.
3. Report on surveys to schools (Lee /Nguyen)

Comm. Lee submitted updated survey form for the upcoming May school survey. Since
California Standardized Testing and Reporting (STAR) Program testing date is scheduled at the
beginning of May with the makeup test on May 20 Comm. Lee recommends the survey to be
performed on May 16 Capt Neusel will distribute the survey forms to schools via the School
Resource Officers (SRO).
4. Discuss how to increase Cupertino participation in Alert SCC Program (Huang)

Commissioner Huang reports articles submitted to Cupertino.patch.com, World, journal, and Sing
Tao Newspaper regarding AlertSCC is published; and AlertSCC sign -up rate for Cupertino has
almost doubled last quarter (581 on Aug. 2010 and 1751 on Feb. 2011).
Comm. Daruwalla has offered to translated Comm. Huang's AlertSCC article into Indian
language for the Indian Express and Tri -city Indian newspapers.
Comm. Huang has provided 150 cards to Comm. Daruwalla for her newsletter.
Comm. Huang attended Teen Comm. meeting and has successfully encouraged Teen Comm. to
pass a resolution to support the AlertSCC, and also to add AlertSCC to their social network sites,
such as Facebook. Twitter. and Tumbler.
Comm. Huang will evaluate the possibility of having a PC managed by city employee at
upcoming city events, such as the Chamber of Commerce's taste of Cupertino on Apr 16, to
encourage participants to sign -up to AlertSCC.
Comm. Huang will visit local retire hones such as the Chateau and the Forum to encourage their
residents to sign -up to AlertSCC.Comm. Huang to follow -up on the request AlertSCC Pop -up
(when enter / exit ) at Cupertino city web site

VII. REPORTS
1. Santa Clara County Fire Department
Battalion Chief Daron Pisciotta reports that January only had 3 fire incidents with $0 total
damage. with 291 unit response activities and highlights 166 emergency medical services, 23
service calls, 23 vehicle accident /rescue calls 74 alarm -no fire calls; as well as 17 inspections,
55 construction inspections and 56 plan reviews.
2. Santa Clara County Sheriff's Office
Captain Neusel reports February response status of 2 priority 1 calls with avg. response time of
4.2 min. (28% improvements from 5.84 min. in January), 394 priority 2 calls (avg. 5.64 min.),
324 priority 3 calls (avg. 9.36 min.); with increase in commercial burglary, robbery, and identity
theft, while decrease in residential and vehicle buglary. There are 2 DUIs and significant
reduction in total accidents as a result of increased enforcement in moving violations, speeding,
and other citations.
Capt Neusel reports PSC yearly report is scheduled on April 19 City Council's agenda.
Capt. Neusel reports thathe would be visiting FBI for 10 weeks starting April, and Don
Morrissey will be PSC's liaison during his absence.
Capt. Neusel reports his examinations of Torre Ave. accident reports and did not find any
pedestrian -auto related accidents from 1997 to 2011. David Stillman of Public Works and Capt.
Neusel also analyzed the speed zone survey which establishes the speed of unimpeded flow of
traffic on a roadway including the 85th percentile speed or the critical speed via the radar trailer
that was placed in front the library on Torre Ave., and found the critical speed of 24 miles /hr on
the northbound and 26 miles /hr on the southbound. Based on the lack of pedestrian -auto
accident, the critical speed analysis, and the potential concerns of local residents over a constant
flashing light, David Stillman does not believe the suggestion of flashing cross walk Tight on
Torre Ave. in front of the library is warranted.
Capt. Neusel reports his examination of accident reports in the last 5 years at Ole intersection of
Bubb Rd. and Stevens Creek Blvd. leading to the 85 North and South entrance, and found only 2
accidents as a result of collision of turning / crossing lane occurring at 12:40pm and 1:08pm.
David Stillman of Public Works and Capt. Neusel both examined the traffic direction markings
for the turning lanes on Bubb Rd. into Stevens Creek Blvd for 85 N /S, and they were clearly
marked on the ground with bright colors. This request came from Comm. Pow as a result of the
request by Chair of Tech Comm. during last month's Mayor meeting, and Comm. Lee recalls
this subject being discussed in PSC meeting at previous year. As the request is to provide the
traffic on the left turning lane of the parallel turning lanes an indication of permission to make
right- turn -on -red, but Capt. Neusel /Dave Stillman does not notice any major safety concerns
based on the current markings and accident reports.
3. Commission Report
Commissioner Lee updated the commission on the work program.
Comm. Pow reports the highlights of Mayor's monthly commission meeting, such as the Library
Comm. working on the Shakespeare in the park, neighbor commercial lots for after hour parking,
and evaluating poet laureate applications, as well as requesting Sheriff's office help in the book
sales to prevent some people walking away with bag of books without paying; Planning Comm.
will be at Pasadena attending training on to be a better Commissioner; Tech Comm. working on
reducing city's cost via solar and tax on phone bill; Teen Comm. working on the double WOW
week, March 30 to April 15, as well as helping neighboring cities to kick off WOW at fall season
and keep kids from smoking; Bike /Pad Comm. requesting help on interaction of Foothill
Expressway northbound and 280 Southbound entrance, and Capt. Neusel confirms that area
belongs to the City of Los Altos which is out of Cupertino jurisdiction.
