PSC 05.12.11 CUPERTINO PUBLIC SAFETY COMMISSION REGULAR MEETING MINUTES Thursday, May 12, 2011, 7:00 p.m. Cupertino City Hall, Conference Room A (No Audio available) I. CALL TO ORDER Commissioner Tamara Pow called to order the regular meeting of the Cupertino Public Safety Commission at 7:00 p.m. on Thursday, May 12, 2011 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. Daruwalla'; "has translated" to "has offered to translate" VI. OLD BUSINESS 1. Discussion of WalldBike /Carpool (WBC) to School project ongoing (Nguyen) ACTION: Yes VOTE: Yes MOTION: Comm. Lee SECONDED: Comm. Nguyen 5 to 0 Comm. Huang reports Lawson Middle School could not complete "Bike One Week" project due to school calendar and requests to use the grant fund to upgrade bike racks. Comm. Lee, who is the liaison with Bike /Pad Commission, recalls the Valley Transportation Authority (VTA) could provide bike racks for free. Comm. Nguyen mentions the WBC grant should be used for incentives and not for capital expenditures. Comm. Lee motions to deny the bike upgrade request; transfer the bike rack request to Bike /Ped Commission; and request refund of the grant money which has already been paid. Comm. Lee notices the Teen Commission presentation to council involves significant sum of grant fund spending, and he is concerned that spending details are unknown to Public Safety Commission (PSC). Comm. Lee notices a resident proposes a web -based (pilot) carpool program at the last City Council meeting. Lt. Morrissey attended a follow -up meeting with John Bartas (the creator of the web - site), Mark Linder from the City of Cupertino and Monta Vista High School Principal April Scott on this proposal, and expressed concerns with city's potential liability exposure. Lt. Morrissey's concerns included; background checks of driver's, bullying issues /management, ADA requirement, privacy issues and damages to vehicles by carpool participants. Comm. Lee recalls Regnart and Faria Middle Schools have informally connected parents to carpool without liability issues. Lt. Morrissey highlights these concerns need to be addressed if city were to consider formally sponsoring this proposal. Comm Lee reports Bike /Ped Chair William Chan is requesting updates to the school contacts for safe route to school. Comm. Lee recommends delaying the update until September as contacts may be changed with the new school year. 2. Boltage Program at schools and installation/implementation process (Pow) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Comm. Pow reports no updates from Kennedy and Lincoln Middle Schools. Comm. Lee suggests evaluation of the progress of the program its improvements, lessons learned and potential needs for the corning school year. Comm. Nguyen volunteers to perform a preliminary statistic analysis of the participation data to spot any potential improvement for the program. 3. Report on surveys to schools (Lee/Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Lt. Mon reports the Cupertino School Resource Officers (SRO) have distributed the survey forms to the schools, and upon collection, he will deliver the data to Conran. Nguyen. 4. Discuss how to increase Cupertino participation in Alert SCC Program (Huang) ACTION: YES VOTE: NO MOTION: NO SECONDED: NO 0 to 0 Comm. Huang reports holding multiple Personal Emergency Preparedness training at local churches and received 150 plus residents sign -up which is provided to the County AIertSCC office to process. Comm. Huang presented AIertSCC information on FM Radio 96.1/92.3 and KTSF TV Channel 26. County EOC has also accepted Comm. Huang's recommendation to implement a cell phone SMS sign -up scheme with the "32075 ". Comm. Huang reports completion of the PSC's 2010-2011 goal of doubling the AIertSCC sign - up rate for Cupertino (881 on Aug. 2010 and 2361 on May. 2011). The top three cities are Palo Alto at 9.2 %, Cupertino at 5.9 %, and Morgan Hill at 5.3 %. Comm. Pow suggests establishing the goal of doubling the current sign -up rate for next year, which would be achieving 12% by Aug. 2012. Comm. Lee recommended a proactive enrollment campaign with all the schools when the new • school year starts in September. Additionally recommended and revisiting the schools that did not show interests last year such as CUSD. VII. REPORTS 1. Santa Clara County Fire Department Battalion Chief Pisciotta reports 6 fire incidents with $29,500 total damage, with 297 unit response activities and highlights 1 "overheat ", 201 emergency medical services, 5 hazardous conditions, 13 service calls, 52 good intent calls, and 19 false alarms. Battalion Chief Pisciotta reports that all responses times are well within contract, county, and national times. Battalion Chief Pisciotta announces that Ken Kehmna has been appointed as the new County Fire Chief. No reports on inspections, construction inspections, or plan reviews. 2. Santa Clara County Sheriff's Office Lt. Morrissey reports status of 8 priority 1 calls with average response time of 3.4 min. (improvements from 4.7 min.), 374 priority 2 calls (avg. 5.97 min.), 311 priority 3 calls (avg. 9.63 min.); with increase in grand theft and domestic violence, while decrease in commercial burglary, identity theft, residential and vehicle burglary. There were 9 Driving Under the Influence arrests (DUIs) and a significant reduction in total accidents as a result of increased enforcement efforts in moving, speeding violations, and other citations. 3. Commission Report Comm. Lee updates the Commission on the work program. Comm. Pow updates the Commission on the presentation for May 17 Council meeting. Comm. Lee updates the commission that Bike /Ped Commission reported the city received bronze level Bicycle Friendly Community status from the League of American Bicyclists. Comm. Lee notices City Council has some items on its next meeting agenda that he feels should be discussed at/by PSC. Comm. Pow responds stating all formal requests of new PSC agenda items will be considered in concert with the city, similar to all previous agenda item requests. Comm. Daruwalla reports the highlights of Mayor's monthly commission meeting, such as the Library Commission working on the book sales due to State budget cut and County charging an 580 annual fee per library card for anyone who lives outside the Santa Clara service district in July 1 St. The Planning Commission is working with TJ Maxx to place a TJ Maxx Homewood's Store in the empty Mervyn's space in the Cupertino Crossroads shopping center. Tech Commission continues to work on reducing City's expenditures via energy efficient lighting. Teen Commission completing the double Walk One Week (WOW week) campaign. Bike /Pad Commission working on making the City more hike friendly. Finally, Mayor Wong is joining the Hsinchu sister city trip and cancelling his trip to Toyokawa Japan, (Cupertino's sister city) due to the earthquake and tsunami. Comm. Huang : no report Comm.
