1. CALL TO ORDER
Acting Chairperson Paul called the meeting to order at 7:00 p.m. in the
Community Hall Council Chamber, 10350 Torre Avenue, Cupertino, CA.

SELECTION OF OFFICERS
A. Chairperson
Action: Commissioner St.Clair made a motion to nominate
Commissioner Darcy Paul for Chairperson. Commissioner
Greenstein seconded the motion. The motion carried 4 — 0, with
Commissioner Lee absent.
B. Vice Chairperson
Action: Commissioner Paul made a motion to nominate
Commissioner Greenstein for Vice Chair. Commissioner St.Clair
seconded the motion. The motion carried 4 — 0, with Commissioner
Lee absent.
5. MISCELLANEOUS — NO ACTION REQUIRED
A. Staff oral reports
Director Linder reported that the Grand Opening of Franco Park went
well.
Director Linder said that he contacted "Our City Forest ", from City of San
Jose and they will attend the March 3 Commission meeting to present their
program on how people can volunteer to plant or adopt a tree.
Director Linder reported that thy; Stevens Creek Corridor Park Phase I has
received a regional award from American Society of Civil Engineers
(Region 9 California) as the Outstanding Park and Recreation project. The
award will be presented on March 9 in Sacramento.
He also said the City Council approved the recommendation from the
Commission to go forward with Alternative 4A for Phase II. The staff
began work today with the design team. The Phase II design is scheduled
to be completed in 2011, construction permits are scheduled to be issued
in 2012, and construction to be completed by September of 2013.
B. Commissioner contacts
Commissioner Paul reported that the Mayor's meetings will take place on
the second Tuesday of every month and will begin at 4:30 p.m. The first
meeting will be on February 8 and Commissioner Paul will attend. For
future Mayor's meetings, he would like the Commissioners to rotate so
that they can all take a turn and attend a few meetings. The
Commissioners will bring their calendars to the March 3 meeting to
schedule which meetings to attend.
Commissioner Paul also reported that a letter to the surrounding West
Valley cities was mailed in January, on behalf of the Commission and the
Teen Commission, asking them to consider adopting a program similar to
the Teen Commission's Walk One Week program. Several cities have
responded and would like to learn more about the program. Next Tuesday,
Commissioner Paul and a few Teen Commissioners will attend the Youth
Commission meeting in Los Gatos to give them more information about
the program.
Commissioner Paul said that he had also attended the ribbon cutting
ceremony at Franco Park and it was well- attended. He suggested that
since small dogs are allowed in the park, that the City should install some
doggie bag dispensers for people who walk their dogs.

He also said he attended Shakespeare In The Park last summer in
Memorial Park and spoke to a few board members of the San Francisco
Shakespeare Festival who expressed interest in elevating the festival here
in Cupertino. He suggested that we ask them to speak to the Commission
on a future agenda.

A. Regular meeting of December 2, 2010
Action: Commissioner Greenstein made a motion to accept the
amended minutes. Commissioner St.Clair seconded the motion.
The motion carried 3 -0 -1. Commissioner Fung abstained and
Commissioner Lee was absent
B. Regular meeting of January 6, 2011
Action: Commissioner Greenstein made a motion to accept the
minutes. Commissioner Fung seconded the motion. The motion
carried 3 -0 -1. Commissioner Fung abstained and Commissioner Lee
was absent.
7. ORAL COMMUNICATIONS — None
8. NEW BUSINESS
A. Traffic Safety Classes
Director Linder gave a presentation on the current class offerings through
the Parks and Recreation Department. The classes offered are for teens, so
they can get their driver's permit, a fundamental bike safety class for
middle school students and a participating parent, a bicycle refresher
course for older adults, and a Mature Driving program, where older adults
may qualify for an insurance discount.
Commissioner Greenstein asked. how long the classes have been offered
and how many participants are in each class. He was also interested in
where each class is held. He said that in the past, the City hired a
company called "Safe Moves" that would teach middle school and
elementary students about bicycle and pedestrian safety. He also thinks
parents need to learn the rules of pedestrian safety so they can safely walk
their children to school.
Commissioner St.Clair asked if the Teen Commission could help partner
the Walk One Week program with the middle school students. She said
the Cupertino Union School District also offers classes. Commissioner
Paul said he thought it would help to encourage the middle school students
to learn bicycle and pedestrian safety. Director Linder said he will get the
answers to the Commissioners questions and report back at the next
meeting.
8. ADJOURNMENT - Chairperson Paul adjourned the meeting at 7:43
p.m.
