P&R 05-05-11AMENDED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting May 5, 2011 at 7:00 p.m. Community Hall, 10350 Torre Avenue, Cupertino, CA Note: This meeting will be televised 1. CALL TO ORDER Chairperson Darcy Paul called the meeting to order at 7:00 p.m. in the Community Hall Council Chamber, 10350 Torre Avenue, Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Darcy Paul, David Greenstein, Marcia St.Clair, David Lee, and David Fung Commissioners absent: None Staff present: Mark Linder, Timm Borden, Terry Greene, Donna Henriques 4. MISCELLANEOUS — NO ACTION REQUIRED A. Staff oral reports Director Linder reported that the new multi - lingual signs are being made and will be placed at Memorial bark soon. Copies of the new sign were handed out to the Commissioners. The educational brochures, regarding not feeding the ducks and geese., are being printed in English, Chinese and Spanish and will be placed near the new signs. Director Linder said that Cupertino Day will be this coming Saturday, May 7 at Blackberry Farm. The pools and facilities will be open from 10 :00 am — 5:30 pm and residents can enjoy free swimming. Also, there will be a barbecue lunch for the first 500 residents from noon to 2:00 pm. He also reported that this year's Summer Concert Series at Memorial Park Amphitheater will be on Thursday evenings from June 2 through July 7, from 6:00 — 8:00 pm. For further details, please check the Cupertino website at www.cupertino.org At the May 3 City Council meeting, the Council discussed the first reading of the proposed Ordinance for smoke -free parks. The second reading will be on May 17 and if the Ordinance is adopted, it would take effect 30 days after the second reading. B. Commissioner contacts Commissioner Lee reported that he attended the April 12 Mayor's meeting. He said that each Commissioner gave an update on their Commissions and his email report is attached to the minutes. A suggestion from the Mayor's meeting was made by Commissioner Rod Livingood, from the TICC Commission. Commissioner Livingood suggested that the City produce a short educational video clip for the Cupertino TV station to run that talks about how the feeding of ducks and geese is a health hazard to park users and highlight the sanitary issues and raise a larger awareness to the community. The Commission thought this was a good idea and Director Linder said he would report back to them on this issue. Also, it was noted that the May 10, July 12, September 13, and November 8, Mayor's meetings are cancelled. The Mayor has decided to meet every other month instead of monthly. Chairperson Paul said they will reschedule the Commissioners' attendance for the meeting dates at the June 2 meeting. 5. MINUTES OF PREVIOUS MEETING A. Regular meeting of April 7, 2011 Action: Commissioner Greenstein made a motion to accept the minutes as written. Commissioner Lee seconded the motion. The motion carried unanimously 4 - 0, with Commissioner Fung abstaining due to his absence in April. 6. ORAL COMMUNICATIONS — None 7. PRESENTATION A. Friends of Stevens Creek Trail update by Anne Ng and Aaron Grossman Anne Ng gave an update on what's happened in the last year in the "Friends" group. She said that she is the only Board member that is from Cupertino and she encouraged any trail advocates in Cupertino to please consider joining the "Friends" group. PA Anne reported that in 2010, plans were made for three new projects: new access to the trail from Scenic Circle; having the trail run through the Stocklmeir property; Mountain View will complete the trail over Highway 85 and will connect to the trail in Cupertino. Anne said that Microsoft was a major donor to "Friends" and because of the amount of the donation they were able to have new VTA Bikeways Maps printed. She gave the Commissioners the new map, which also shows the trail. Anne offered the "Friends" services. to volunteer to help with any creek cleanup projects. She also offered "Friends" to help with funding for interpretive signage along the trail. They would like all signage to be uniform throughout the various cities that are connected to the trail. She said this issue will be discussed at the next Joint Cities meeting on May 19. They are hoping that at least a uniform logo will be chosen by the Four Joint Cities for the signage. She said they would be willing to partner with the Cupertino Historical Society or the Stevens and Permanente Creek Watershed Council to work on the interpretive signage along the trail. Anne introduced Aaron Grossman, part-time Executive Director of Friends of Stevens Creek Trail, who said that they were able to provide funding with sponsorship, to have 30,000 VTA Bikeways maps printed. Commissioner Greenstein said that it would be a good idea to have "Friends" help with a one -day event with the Helping Hands group to clean up the creek. Chair Paul asked if anyone in the audience would like to speak on this topic and recognized Mark McKenna representing the Cupertino Historical Society (CHS). Mr. McKenna said he would like to promote a "History Trail" placing historical markers along the trail and would expand it to Linda Vista Park, and the Stevens Creek reservoir. He said there are already historical markers placed at Picchetti Winery and McClellan Ranch. CHS has priced the cost of the markers and the figure they have come up with is approximately $3,000 per historical marker. CHS is trying; to partner with Cupertino Rotary and the City of Cupertino, to work out a way to install the signs and hopefully receive a grant from Rotary. They are also looking for sponsorships to help with the cost of the signs and they are also working with Friends of Stevens Creek Trail. Mr. McKenna said that on June 26 Isom 5:00 — 8:00 pm, CHS is having their Annual Summer Fundraiser at Picclietti Winery. There will be wine - tasting and a BBQ dinner. 3 8. NEW BUSINESS A. Parks and Recreation Commission Capital Improvement Budget — verbal report by Public Works Director, Timm Borden and City Architect, Terry Greene. Director Linder said he asked Public Works Director, Timm Borden, to present to the Commission where we are right now in regards to the proposed FY 2011 -2012 Parks and Recreation Capital Improvement Program. The official City Manger's budget will be released May 18. He said that they are currently working on how to finance projects and where the funding would be coming from for the budget. The Commission's feedback and priority setting of ;projects would be taken back to the City Manager for his consideration in determining the budget. May 23 will be the Council Budget Study Session and June 7 will be the first public meeting, then June 21 will be the second public meeting when the Council will vote on the budget. Public Works Director Borden said they were presenting a relatively flat and basically unchanged CIP budget for FY 2011 — 2012. He said there are not a lot of new or large projects but the bulk of the CIP budget is the Parks piece of the budget, mostly due to Stevens Creek Corridor Park Phase II. He proceeded to give a power point presentation for the Commission outlining th.- recently completed park projects and the Parks CIP summary. Commissioner Greenstein said that he agrees with Council regarding giving top priority to Phase II of the Stevens Creek Corridor Park project. He also said that fixing the Linda Vista ponds should be on the list of priorities. Director Borden said the ponds are on a maintenance list to be re- sealed and he will ask Council to move it forward. Chair Paul mentioned adding the Lawrence /Mitty Park to the priority list. Director Borden said it is still being considered and if more parkland funds become available in the future, they will proceed with acquisition of the land and construction of the park. 9.
