I. CALL TO ORDER
Commissioner Tamara Pow called to order the regular meeting of the Cupertino Public Safety
Commission at 7:03 p.m. on Thursday, February 10, 2011 in the Cupertino City Hall, 10300
Torre Avenue, Conference Room A, Cupertino, California 95014.

1. Discussion of Walk/Bike /Carpool (WBC) to School project ongoing (Nguyen)

Comm. Lee questioned City's WBC expenditure summary of $250 payment to Sedgwick
without known grant request (Action: Capt. Neusel to check), 2009 -10 payment of $400 to
MVI -IS may have been meant for Lawson (Action: Capt. Neusel to check),
Comm. Pow reports Teen Comm. is planning double WOW week, March 30 to April 15 (Action
Comm 1- Iuang. How was $3,295.07 reimbursed to Teen Comm. in 2010-11 without PSC
approval ?).
Comm. Daruwalla reports Garden Gate is planning another event after break in late March, and
grant applications are sent. No messages from Collins.
Comm. Huang reports Lawson delayed January activity to May:

3. Report on surveys to schools and survey form for October (Lee/Nguyen)

Comm. Nguyen observes many schools walk/bike rate at fall season of 2010 seemed to decrease
slightly from 2009 with no apparent reason, and need to collect more data to solidify real trend.
4. Discuss how to increase Cupertino participation in Alert SCC Program (Huang)

Commissioner Huang reports articles submitted to Cupertino.patch.com, World Journal and Sing
Tao Newspaper to publish AlertSCC; and AlertSCC sign -up rate for Cupertino has almost
doubled since last quarter (886 on Aug. 2010 and 1704 on Jan 2011).
Comm. Daruwalla will refer reporter from Indian Express and Tri -city newspapers
Comm. Huang to provide 150 cards to Comm. Daruwalla for her newsletter .
Comm. I -ivang to ask Teen Comm. to add AlertSCC to their Facebook/Twitter link.
Comm. Huang to request AlertSCC pop -up (when entering / exiting ) the Cupertino city web site
Comm. Huang to submit articles to high school newsletter.

Commissioner Lee updated the commission on the work program.
VII. REPORTS
1. Santa Clara County Fire Department
Battalion Chief Miller reported December's $50 total damage for 290 unit response activities and
highlighted 183 emergency medical services, 22 service calls, 50 good intent calls, 39 false alarm & false
calls; as well as 30 inspections, 38 construction inspections, 12 Haz. Mat. inspections and 63 plan reviews.
2. Santa Clara County Sheriff's Office
Captain Neusel reported January response status of 5 priority I calls (avg. 3.04 min.), 397 priority 2 calls
(avg. 6.07 min.), 405 priority 3 calls (avg. 9.42 min.); with small increase in robbery, residential burglary,
grand and identity theft, while small decrease in auto theft, vandalism, commercial and vehicle burglary
for 2010. Injury accidents dropped 50% from 14 in January of 2010 to 7 in January of 2011 as a result of
increased enforcement in moving violations (from 512 to 823), speeding (from 92 to 149), and other
citations (from 460 to 750). Capt. Neusel provided ten years analysis for city of Cupertino and Saratoga
in support of his amplified traffic effort that increased enforcement has successfully lead to significant
improvements in public safety.
3. Commission Report
Comm. Pow : reports the highlights of Mayor's monthly commission meeting, Bike /Ped review
accident map; Fine Arts status for the Fall Fest.; Tech Comm. has 2 new members and working
on cell tower, tax on phone bill, free charge stations for vehicle, and review phone /legacy tech
expenses; Library Comm. reports 3 million circulation, parking around library, and safety for
crosswalk on Torre Ave. (temp. trailer to monitor speed is good; Capt. Neusel to discuss with
David Stillman regarding additional safety such as crosswalk flash lights; Comm. Lee suggests
crosswalk white paint and coordinate with Bike /Ped Comm.); Planning Comm. has 2 new
members; Peter, Chair of Tech Comm, requests traffic accident data at Bubb's double right turn
lane to Stevens Creek; Mayor Wong is interested in new ideas for crossing guards, and Public
Safety Comm. should report once a year to the council (Capt. Neusel to discuss with Mr. Knapp
on council schedule).
