Dear Ms. Smith,
I am honored to be named the 2010 Distinguished Artist by the Cupertino Fine Arts
Commission and appreciate the support I received by the City of Cupertino.
The awarded money was spent on two projects; two third of the cash award was spent on
my solo show in Mohr Gallery at Finn Center in Mountain View, Oct -Nov 2010. The
show consisted of thirteen framed mixed - media prints, which you may visit the works on
my website: www.redcanvas.net. The rest of the cash award was spent on a project that I,
as Leading Teaching Artist, conducted in Nimitz Elementary School, Gr. 3 -5 in
Sunnyvale in Dec. 2010 in collaboration with the Euphrat Museum art education
programs. My goal and vision were to take the art and the experience of making art
beyond the classroom walls. I intended to expose young talents and to give an
opportunity to Nimitz school's students to collaborate and engage in an interactive art
project. Students conceptually responded to my recent body of work that concerns the
role of technology in our today's life. They created artworks based on the theme and the
final pieces will be exhibited in the format of a mural, April 23 -24, at Quinlan
Community Center during the 2011 Cherry Blossom Festival.

At 7:00 p.m., Chairman KC Chandratreya called the meeting to order in Conference Room A, 10300 Torre

NEW BUSINESS
3. Subject: Update on the status of Poet Laureate, (a combined project by the Fine Arts Commission
and the Library Commission)
Commissioner Kaur reported that the City Council had approved the Poet Laureate position, and
the ad hoc committee composed of members from the Fine Arts Commission, the Library
Commission, and the Friends of the Library would oversee the activities and budget for this
individuals. She said she would arrange for a copy of the final documentation to be sent to the staff
liaision.
Staff Liaison Kimberly Smith asked if the application could include instructions about the filing
deadline and the exact location where it was to be filed. She also said she would ask the city
attorney how long the current ad hoc committee could meet before it became a continuing subject
matter committee and therefore subject to the requirements of the Brown Act.
4. Subject: Update on the status of "Converge," the new public art at Franco Park, located at the
corner of Franco Court and Homestead.

Commissioner Harrison and Staff Liaison Kimberly Smith reported on the park grand opening and
the further enhancements that had been made to the concrete plinths to help prevent rainwater
staining. It was noted that the street and park were both named after Joey Franco, the founder of
Cupertino's PW Market, and two of his daughters were present at the park opening celebration.
5. Subject: Distinguished Artist and Emerging Artist awards
A. Discuss changes to the application package, to include permanent language regarding venue
location and sponsorship by the Fine Arts League of Cupertino (FALC).
Commissioner Harrison, also a member of the Rotary Club, said that it was likely that
Rotary would not hold another Fall Fest: in 2011 because the return on their investment of
time was very small, and instead they were exploring other types of fundraising events on a
smaller scale. He hoped that the Fine Arts League of Cupertino (FALC) still planned to
have an art auction and show, and he suggested that an ad hoc committee from the Fine
Arts Commission meet with FALC and Rotary representatives to discuss the possibility of
continuing with a September art show even if the Fall Fest did not take place. Chairman
KC Chandratreya volunteered to meet with those groups to discuss the possibilities.
B. Discuss ways to promote the Distinguished Artist and Emerging Artist awards, which may
include reaching out to other organizations such as "Reflections," the sponsored program
by the National PTA.
Chairman Chandratreya felt it was necessary to make the Distinguished and Emerging
Artists awards more inviting to encourage more applications, and the commission members
discussed and agreed upon some changes to the nomination form, including merging two
forms into one, changing the title to "application," and deleting some of the criteria which
may have been considered too advanced for all applicants. The Commission agreed that
they could continue to use that criteria in their selection process where appropriate, but it
was not necessary to list it in the application process. The Staff Liaison said she would
make the suggested changes and distribute a copy to the commissioners for their review.
This item will also be put on the next agenda for further discussion.

announcement about the children's art exhibit and to discuss Fine Arts Commission activities.

Cherry Blossom Festival Blooms in Cupertino's Memorial Park
Join the family fun at the 28 annual Cherry Blossom Festival honoring Cupertino's sister city relationship with
Toyokawa, Japan. The festival will be held at Memorial Park, Saturday and Sunday, April 30 and May 1,
2011. Hours are from 10 a.m. to 5 p.m. and admission is FREE.
The festival offers a wide selection of Japanese food and beverages, entertainment, demonstrations, cultural
exhibits, art, crafts and clothing for sale. A special children's section will feature activities, hands -on arts &
crafts, and a petting zoo.
During the festival, a series cultural displays and demonstrations will be featured inside the Cupertino Senior
Center and outdoors in Memorial Park. Indoor cultural exhibits and demonstrations include Bonsai (miniature
trees /plants), various Japanese dolls and doll making demonstrations, ikebana (flower arranging), Suiseki
(Japanese rocks), origami (paper folding), shodo (calligraphy), Japanese swords, and sumi -e (brush painting).
Outdoor displays will include a demonstration of Japanese kite flying (Sunday only), and Akita and Shiba Inu
dogs.
All -day outdoor entertainment takes place in the park amphitheater. Among the scheduled events are Taiko
groups, Japanese dancers, various martial arts, children and adult musical performances.
Food and drink offerings will include gyoza (meat in Japanese pastry), chicken salad, tempura, yakisoba, mochi,
teriyaki hot dogs, fruit -on -a- stick, shave ice, coffee, smoothies, beer, sake, plum wine, sodas, bottled water and
lemonade. The food court will be located in the parking lot of the Senior Center.
Craft booths throughout the park will offer a wide variety of items for sale, including cards, paper sculptures,
pottery, jewelry, washi eggs and dolls, Japanese antiques, clothing, paintings, candles, photos, hand crafted
wood items and T- shirts.
The festival benefits the nonprofit Cupertino Sister City Committee, which promotes friendship and conducts an
annual middle school student exchange program with Toyokawa, Japan. The 200 cherry trees and the two
traditional stone lanterns in the park were gifts to the City of Cupertino from Toyokawa. Local nonprofit
organizations that support services for disadvantaged, youth sports, student service groups, music and language
programs will have booths with a variety of activities.
Parking is available at nearby De Anza College. Purchase a one -day parking permit for $2.00 (exact amount
required) from machines in the lot.

CUPERTINO
The Fine Arts Commission's purpose is to foster and encourage artists while preserving and
advancing the arts for the benefit of the citizens of Cupertino. Each year the Commission
presents an award to one or more deserving artists in recognition of local talent.
The Emerging Artist Award, for those 30 or younger, was established to encourage and recognize
younger artists with artistic promise. The Distinguished Artist Award is for those 31 or older,
whose work displays merit and excellence. There is a cash prize of $500 for each award.
Recipients of the cash awards must comply with the following:
o Acknowledge the support of the City of Cupertino on any printed advertising, programs or
brochures.
o Send any pre -event notices, announcements, or media coverage to the Fine Arts
Commission c/o the Cupertino City Clerk.
o Submit a written evaluation, to be provided at the conclusion of the project, exhibit or
event, or within six months from the date of: the award, whichever comes first. The
evaluation should include a description of the artist's activities and goals, target audience,
and any feedback received. Also rate the success of the event(s), and list any adaptations
or improvements that could be made in the future.
Criteria for award:
Artists must live in Cupertino, practice their art in the city, or attend an educational institution
or school within the Cupertino school district.
The Application Form should include these attachments:
o Artist's personal statement that addresses artistic promise, goals, or accomplishments
o Letters of endorsement and /or support, which includes relationship to artist
o Artistic samples (digital samples are preferred). Samples will be returned if submitted
with a self - addressed, stamped envelope.
o Resume and exhibition record (if any)
